Session 3 – Satellite Solutions for the Developing World
Board Member for E-Link Americas (a project to provide affordable Internet access for remote and underserved regions in the Americas using satellite and terrestrial technologies) E-Link Americas is a Canadian not-for-profit corporation supported by the Institute for Connectivity in the Americas (an institution chartered by the Canadian government to promote implementation of information and communication technologies for development in Latin America and Caribbean), the Canadian International Development Agency (an independent agency comparable to USAID), the World Bank, the Organization of American States, and the International Development Research Center (a research- oriented public corporation of the Canadian government).
Most recently Sheila directed the operations and finance department at the Inter American Agency for Cooperation and Development of the OAS in 2001, and in late 2002 she added the Department of Development Programs to her responsibilities. Before that she worked in banking in Spain and then in New York with the international division of Banco Atlantico (a mid-sized Spanish financial institution), where she advanced to Senior Vice President and Manager of the New York branch. Ms. Donovan also spent five years as Executive Assistant to the then-Secretary General of the Organization of American States, Alejandro Orfila of Argentina, and two more years at the OAS office in Geneva, Switzerland as financial officer. Ms. Donovan spent her formative years in Spain and is a native Spanish speaker. She also speaks fluent French and has a working knowledge of Italian and Portuguese. She graduated magna cum laude from Mount Holyoke College with a specialization in Latin American studies.
