The North Atlantic Treaty Organization

Dear delegates,

Welcome to the NATO committee. The committee will be functioning as a continuous crisis committee, with UNUSA rules of procedure being followed. This guide will be serving as a substantial basis for your understanding of the committee but it would not be serving as the basis of your research. Each delegate is expected to be well versed with the topic and should have thorough research, to tackle the crises, which will be given on the day of the conference.

INTRODUCTION

The North Atlantic Treaty Organization is an intergovernmental military alliance based on the North Atlantic Treaty which was signed on 4 April 1949. The organization constitutes a system of collective defense whereby its member states agree to mutual defense in response to an attack by any external party. NATO’s headquarters are located in Haren, Brussel, Belgium, where the Supreme Allied Commander also resides.

NATO’s essential purpose is to safeguard the freedom and security of its members through political and military means.

POLITICAL – NATO promotes democratic values and encourages consultation and cooperation on defense and security issues to build trust and, in the long run, prevent conflict.

MILITARY – NATO is committed to the peaceful resolution of the disputes. If diplomatic efforts fail,it has the military capacity needed to undertake crisis-management operations. These are carried out under Article 5 of the Washington Treaty – NATO’s founding treaty – or under a UN mandate, alone or in cooperation with other countries and international organization.

DECISIONS AND CONSULTATIONS

NATO provides a unique opportunity for member countries to consult and take decisions on security issues at all levels and in a variety of fields.

A “NATO decision” is the expression of the collective will of all member nations since all the decisions are taken by consensus.

WORKING STRUCTURES

NATO DELEGATIONS

Each member country has a permanent delegation at NATO’s political headquarters in Brussels. Each delegation is headed by an “ambassador”, who represents his/her government in the Alliance’s consultations and decision-making process.

THE NORTH ATLANTIC COUNCIL

The North Atlantic Council is the principle political decision-making body at NATO. Each member country has a seat at the NAC.

It meets at least once a week or whenever the need arises, at different levels. It is chaired by the Secretary General who helps the members reach agreement on key issues.

SUBORDINATE COMITTEES

NATO has a network of committees to deal with all subjects on its agenda, from political to more technical issues, therefore bringing national representatives and experts from all NATO member countries together on a regular basis.

THE SECRETARY GENERAL

The Secretary General is the Alliance’s top international civil servant. This person is responsible for steering the process of consultation and decision-making within the Alliance and ensuring that decisions are implemented. The Secretary General is also NATO’s chief spokesperson and heads the Organization’s International Staff, which provides advice, guidance and administrative support to yhr national delegations at NATO’s HQ.

MILITRY ORGANIZATION AND STRUCTURE

When the implementation of political decisions has military implications, the key actors involved are : the Military Committee, composed of the Chiefs of Defense of NATO member countries; and the military command structure, composed of Allied Command Operations and Allied Command Transformation.

NATO has very few permanent forces of its own. When an operation is agreed b the NAC, members contribute forces on a voluntary basis. These forces return to their countries once the mission is completed.

WORKING OF THE COMMITTEE

The freeze date set for the committee is 16 December 1954. All events taking place after this day would not be considered. Each delegate is expected to present their country’s thoughts and opinions on the proposed MC 48, the links to which have been provided within the guide, at the start of the committee. Time jumps may be observed. The usage of internet in the middle of the committee will only be allowed at the discretion of the chair. Official government reports and NATO reports may be accepted as credible proof. The working of the committee may be altered as per the requirements of the committee. Certain links for assistance with the research have been provided. The research of the delegate must not be limited to these links. Chit passing would be in accord and will be judged.
