Appendix II - Officers, Directors and Staff,

TCHS and Tulare Co Museum 1947-2010
Explanatory Notes:
Until 1964 official records of TCHS were kept by the SECRETARY. In 1964, a growing membership required the job to be divided between the CORRESPONDING SECRETARY (in charge of written correspondence), and RECORDING SECRETARY (who kept minutes of membership meetings and board meetings). From 1976 to 1984 duties were shared by the recording secretary and the FINANCIAL SECRETARY, whose job was the collection of fees. Since 1984, the board has included recording, financial, and correspondence secretaries. In 2001 the office of financial secretary was renamed MEMBERSHIP/FINANCE SECRETARY.
In addition to the officers, the governing board originally included two DIRECTORS who served in an “at-large” capacity. In 1954, with the goal of giving more representation to the general membership as well as better recording community history, a group of 28 DISTRICT HISTORIANS, 2 or 3 from each city in Tulare County, was put in place. A year later the by-laws were amended to increase the number of directors to ten (two from each supervisorial district), although the number has ranged at times from seven to twelve. At that time the post of District Historian was eliminated.
In 1947, as the museum neared completion, the County Board of Supervisors asked the historical society to nominate three of its members for a proposed MUSEUM BOARD, who would serve along with two Supervisors for a total of five board members. In the 1960’s the board was re-organized to include three society members, the county Parks Superintendent, and the Secretary of the County Chamber of Commerce, who would act as board secretary. Since 1978, when the County Chamber was dissolved, the County Librarian has served as board secretary.
Annie Mitchell was appointed the museum’s first part-time CURATOR. She catalogued and cleaned the County’s meager collection. Starting shortly thereafter the County Superintendent of Parks, whose office was at the time located in the museum building, was to act as MUSEUM DIRECTOR, with his secretary as ASSISTANT DIRECTOR director. This arrangement was in place until 1982, when the county began funding a full-time director, with the occasional assistant director.
