Features of Confederalism

  1. Weak Centres: In a confederal system of government, the central government is weak and loose in terms of the exercise of political powers.

  2. Ultimate Power or Sovereignty: In a confederal arrangement, the ultimate power of the state resides in each component or confederating units.

  3. Separate Identity: Each component state maintains and control separate identity. For this reason, individual state has separate police, civil service, trade, judicial system and foreign mission.

  4. Right to Secede: Under a confederal arrangement or system, each sovereign component unit has the right to secede or break away if the prevailing situations in the union call for it.

  1. Flexible Constitution: By its arrangement, confederal states do have flexible constitution which can easily be changed since the constitution does not call for any special procedure for its amendment.
