Job Purpose
To co-ordinate activity around missing people acting as a central point of contact for Wiltshire police and partners and to share information regarding missing incidents in order to safeguard children and other vulnerable people.

Main Responsibilities
1 Monitoring and quality assurance

Monitor and quality assure missing person cases and assess that the response taken is appropriate in the circumstances, that the risk level is correct and that supervisory reviews are occurring.

Monitor cases classified as ‘absent’ and consider recommending escalation to missing if the circumstances dictate an increased risk and in doing so also identify cases where there are concerns of risk for a child who is away from home but not classified as ‘absent’, ensuring these cases are dealt with appropriately.

Monitor closure of investigations ensuring that the full circumstances of the missing episode are understood and that appropriate safeguarding measures have been put in place. Ensure safe and well checks have been carried out and referrals to relevant agencies have been made.

Identify repeat incidents in the understanding that each missing episode is a continuum of risk, ensuring that appropriate preventative action and intervention is taking place

Ensure effective data collection on all missing and ‘absent’ incidents, separating adults from children and ensuring incidents of missing from care settings are distinguished and reviewed.


2 Liaison and partnership working

Work closely with partners in Social Care, Health, National Crime Agencyand other agencies including national partners such as CEOP, Missing Persons Charity and OFSTED to safeguard children and adults at risk.

To attend partnership meetings and strategy discussions, where appropriate, to identify the reasons for individuals going missing.

Offer expertise and advice and seek assistance from other agencies by utilising an effective multi-agency, collaborative approach in dealing with missing episodes.

Work in partnership to ensure plans are in place, especially in respect of repeat missing persons or those presenting as high risk to themselves or others, and promote effective management of the missing person’s return including agreeing appropriate accommodation/placement.

Share data regarding children missing from education with EWO and YOS to build a picture which will inform intervention strategies.

Assist in the co-ordination of agencies when child is missing from care

Offer advice to care providers, foster carers, and parents in respect of categorisation of risk.


3 Information sharing

Share information and develop safeguarding strategies for those at risk of harm or suffering harm. The early identification of risk should lead to the development of a trigger plan and/or Standing Operating Procedure (SOP) to address the causes of that risk.

Ensure residential homes are not being targeted for exploitation purposes by examining and sharing relevant information.

Put in place effective measures to capture ‘missing return’ intelligence/information to identify early opportunities of intervention and prevention and to identify links to Child Sexual Exploitation. Work closely with the identified agency responsible for carrying out the return interviews.

Prepare and present data for partnership meetings as required.

4 Intelligence

Receive regular reports form care homes and foster carers of ‘absences’ which have not been reported to the police to identify patterns.

Identify trends and patterns of missing reports that may indicate exposure to harm and on-going risk.

Ensure there are strong links with Child Sexual Exploitation, The Human Exploitation and Emerging Threats team and Neighbourhood Policing to promote a proactive approach to negating the ‘pull factors’ for missing episodes.

Be aware of residential care homes, foster placements and care providers.

Where missing person is outstanding for over 72 hours, share data with UK Missing Persons Bureau.


5 Support
To act as a central point of contact for Wiltshire Police and partners

Provide advice and assistance to supervisors and officers conducting missing person enquiries and provide guidance on Force protocols, policies and procedures.

Offer advice and coordinate activity on section 2 and Section 49 Abduction Warning notices to assist in evidence collation and coordination and other disruption tactics.

Offer advice on the services of the Missing Persons Bureau and associated charities such as Missing people

Wiltshire Police provides a 24 hour 7 day a week service therefore applicants should be prepared to be flexible in their approach to working hours.


The post holder should have access to a vehicle or be able to make alternative arrangements to meet the requirements of the post.


You will be required to attend all necessary and relevant training courses in respect of your employment to ensure compliance with the policies of the Force.
