1.GENERAL 1.1. OVERVIEW
This performance specification provides the minimum requirements to furnish and install a complete master-to-master IP-based digital duplex loudspeaking intercom system as described and shown on the plans. System shall include, but not be limited to, fully electronic digital Central Exchange with power supply, IP station hubs, terminal blocks, master stations, substations and remote control units as necessary to provide a complete operating system. Programming of system stations and features shall be necessary. Programming of system equipment shall be necessary if more than one IP Central Exchange and IP Station Hub shall be used.
1.2. ACCEPTABLE MANUFACTURER
The system described herein is based on the Spectrum 430 IP intercom system as manufactured by Jeron Electronic Systems, Inc. The Spectrum System meets all requirements of the specification and shall be considered as the acceptable base bid. Alternate equipment shall be considered only when the following have been submitted and approved in writing by architect/engineer ten (10) days prior to opening of bid: A list of such alternate equipment and materials together with three (3) copies of working and shop drawings. The base bid shall be on the equipment as specified. Alternate equipment must be so noted on a separate bid form with add or deduct to the base bid.
1.3. PRODUCTS
The equipment furnished under this specification shall be a standard product of a single manufacturer and shall be equal in performance and quality to the Spectrum 430-IP System manufactured by Jeron Electronic Systems, Inc. Manufacturer shall have engaged in the design, manufacture and support of microprocessor based voice communication products for a minimum of ten (10) years. Each major component shall bear the manufacturers name and catalog number.
1.4. CONTRACTOR
The installing contractor shall provide Manufacturers certification that contractor is an authorized Jeron dealer for Spectrum products.
1.5. DUTIES
The contractor shall furnish and install all equipment, accessories and materials necessary for a complete operating system in accordance with the specifications and applicable drawings.
1.6. STANDARDS
All components and the system as a whole shall meet or exceed the minimum standards issued by the EIA. All work in conjunction with this installation shall meet the provisions of the National Electrical Code (NEC) and conform to the current National Fire Protection Association (NFPA) standards.
1.7. WARRANTY
Manufacturer shall warrant that equipment is free from defects in labor and materials and shall provide a minimum of two (2) years warranty of its equipment. The contractor shall guarantee availability of local service by factory-trained personnel from an authorized dealer of the equipment manufacturer. The dealer shall have available a stock of the manufacturer's standard parts. On-the-premise maintenance shall be provided, at no charge to the purchaser, for a period of twelve (12) months from date of completion of installation, unless damage or failure is caused by misuse, abuse or accident.
2.SYSTEM FEATURES
The system shall be Jeron Spectrum 430 IP or an approved equal and shall provide at least the following features and functions:
2.1. IP CENTRAL EXCHANGE
Contractor shall furnish and install a Spectrum 430 IP System. The IP Central Exchange shall include an Ethernet interface for connection to a standard 10/100/1000BASE-T LAN network. The Exchange shall be microprocessor-based and shall be equipped with non-volatile memory for system operating instructions and a digital switch to route digital voice and data traffic paths between the IP Exchange and IP Station Hubs for call-in, two-way duplex voice communication and paging. The IP Exchange shall be capable of bi-directional data communication for interface to GUI control devices and networking to other Central Exchanges.
2.2. WIRING
IP Central Exchange(s) and IP Station Hubs shall be wired to a standard 10/100/1000BASE-T LAN network via a CAT-5/6 cable. The system shall provide full feature station operation by means of single, non-polar twisted pair (Digital) and of a single, shielded twisted pair (Analog) between the IP Station Hubs and each station. Systems with Digital stations and Analog stations requiring more than one single twisted pair for all feature operation including station LCD shall not be acceptable.
2.3. CAPACITIES
A basic system is comprised of a 430 IP Central Exchange, linked by a Local Area Network to IP Station Hubs with digital or analog stations. A single 430 IP Central Exchange can support up to six IP Station Hubs and 48 stations. Up to 49 IP Central Exchanges may communicate with IP Station Hubs on the LAN for a capacity of 2352 stations.
2.4. LINKS (SPEECH CHANNELS)
There shall be 30 non-blocking links in an IP Central Exchange. It shall be possible to configure a 60 capacity Exchange for fully non-blocking operation. There shall be thirty links between networked Exchanges.
2.5. NETWORKING IP CENTRAL EXCHANGES
System shall be networkable through the interconnection of IP Central Exchanges in a centralized or decentralized configuration for a capacity of 2352 station lines. Networked IP Exchanges shall retain the same full feature operation as non-networked Exchanges.
2.6. NETWORKING TO CONVENTIONAL SPECTRUM SYSTEM
System shall be capable of interconnecting Central Exchanges of IP wired Spectrum System to Central Exchanges of a conventional Spectrum System in a centralized and decentralized configuration. Networked Exchanges shall retain the same full feature operation as non-networked Exchanges.
2.6.1.FIBER OPTIC NETWORKING OF IP CENTRAL EXCHANGES
The system shall have the capability to network IP Central Exchanges by utilizing E1 Modem to Ethernet Interfaces or with fiber optic modems.
2.6.2. FIBER OPTIC NETWORKING OF DIGITAL STATIONS
The system shall allow fiber optic modem connections for all Digital station types equipped with an adapter.
2.7. MASTER STATION
Master Stations shall be designed for hands-free duplex operation. Calls from rooms shall be annunciated by priority on the digital LCD display. Incoming calls shall be accompanied by an alert tone.
2.8. ADMINISTRATIVE MASTER STATION
Administrative masters shall be used in the system as the control centers for call-in annunciation, intercom, and voice paging. It shall be capable of all features of a standard master station as well as the capability to store and display calls from substations, scroll and answer substation calls out of order and display multiple levels of substation call status. It shall be possible to program multiple Administrative Masters to operate in a parallel mode.
2.9. SUBSTATION
Substations shall be capable of placing calls to designated masters, other substations and to administrative masters. Substations shall include Digital Intercom Stations, High Security Digital Stations, and High Security Analog Stations.
2.10. PARTITIONING
It shall be possible to partition in programming a group of stations by program control and block calls between partitions to provide independent operation within partitions. There shall be 99 partitions. It shall be possible to assign stations to a special partition (0), which allows access to all stations in all partitions.
Each master station shall have the capability to provide plain English phrase LCD display of feature-in-progress including: BUSY, HOLD, TRANSFER, CONFERENCE, ALL-CALL, GROUP CALL, MESSAGE WAITING, CAMP-ON BUSY, CALLED and CALLING PARTY NAME ID, HELP MENU, NAME/NUMBER DIRECTORY, CALL FORWARD.
2.12. LCD BACKLIGHT OPTION
LCD Display shall support a Backlight option for low-light-level applications. Backlight option shall not require use of separate power supplies or change in station wiring.
2.13. CALL RESTRICTIONS
The system shall have a multi-level call restriction capability to allow or deny access to features such as pre-empt, paging, and group call. Call restrictions shall be individually programmable for each station.
2.14. PRIVACY
Stations may be preset to any of four modes of privacy for receiving calls: Non-Private, Semi-Private, Full Privacy, or Do not Disturb.
2.15. NAME DIRECTORY
Each master station shall have the capability to display a unique directory of up to twenty frequently called extension numbers and names.
2.16. CONFERENCE CALL
The Conference Card shall permit a total of ten simultaneous conference calls, with up to five members and a maximum of thirty stations.
2.17. HANDS-FREE LOUDSPEAKING
Each master station shall have the capability to establish calls to other stations in the two-way hands-free loudspeaking mode.
2.18. CAMP-ON BUSY
Each master station shall have the capability to camp-on when called station is busy and be answered automatically when the called station is idle. Busy station shall automatically place multiple camped-on stations in a prioritized queue and periodically alert busy station that calls are waiting.
2.19. MESSAGE WAITING
Each master station shall have the capability to leave a message on the LCD screen at a called station, requesting a return call. A reminder tone shall periodically sound at the called station.
2.20. PREEMPT
When a called station is busy, the calling master station shall have the capability to preempt (interrupt) an existing conversation. The preempted party shall be placed on hold and may be restored when the preempting conversation is terminated.
Each master station shall have the capability to emergency all-call or priority preempt page to all stations simultaneously. Provide capability to password protect.
2.22. ALL-CALL
Each master station shall have the capability to all-call or one-way voice page all non-busy stations simultaneously (including P.A. Page interface stations if so equipped).
2.23. GROUP CALL
Each master station shall have the capability to group call with reply to all non-busy members of any of nine groups per partition.
2.24. REPLY
Each Master station that has been paged shall have the capability to reply to the master station that initiated the All or Group Call.
2.25. HOLD
When Master stations are connected, either party shall have the capability to place the other party on hold and restore the connection.
2.26. HOLD & CONSULT
Each master station shall have the capability to place a call on hold, dial and connect to a third party and restore the original connection.
2.27. TRANSFER
Each master station shall have the capability to transfer a call to another extension.
2.28. CALL FORWARD
Each master station user shall have the capability to automatically redirect or forward calls to a designated station.
2.29. CALL FORWARD-NO ANSWER
Each master station in the full private mode shall have the capability to have their calls forwarded to a designated station when there is no answer at the station.
2.30. REDIAL
Each master station shall have the capability to call the last caller or redial the last number dialed.
2.31. SPEED DIAL
Each master station shall have the capability to direct speed dial any extension with one or two digit dialing. One and two digit speed dial sequences shall be programmable by the user at each Master station. Systems that do not permit user programmability of both one and two digit speed dialing shall not be acceptable.
2.32. DIGITAL VOLUME KEYS
Each master station shall have the capability to adjust its voice and ring tone volume using digital volume control keys. Stations requiring use of rotary or slide mechanisms for control of volume levels shall not be acceptable.
2.33. TONE SIGNALS
Tone signals shall be used to augment visual displays on station LCD displays for various functions including Call Preannounce alert, Camp-on busy reminder, Message waiting alert, Full Privacy ring, and Busy.
2.34. MUTE
Each master station shall have the capability to mute its local microphone for privacy.
2.35. MANUAL SPEECH CONTROL
Each master station shall have the capability to manually control speech direction (PTT) for noisy areas.
2.36. DOOR CONTROL
Each master station shall have the capability to remotely activate a sub-station relay for control of doors or cameras.
2.37. PROGRAM DISTRIBUTION
The system shall be capable of including interfaces to allow each master station the access to multiple channels of programmed audio information sources.
2.38. OVERHEAD PAGE
The system shall be capable of including interfaces to allow each master station to access multiple voice page systems for paging through external amplifiers and overhead speakers.
2.39. CALLER ID TELEPHONE (CID) - WIRELESS
The system shall be capable of including an interface to allow a wired or wireless CID telephone to function as a master station. The CID Telephone shall be able to place or receive calls from any station in the system.
2.40. TWO-WAY RADIO
The system shall be capable of including an interface to allow each master station access to a two-way radio system for two-way voice communication with groups of portable radios.
2.41. PBX TELEPHONE INTERFACE
The system shall be capable of including an interface to allow each master station to receive or place telephone calls through a PBX or Analog port.
2.42. RESTRICTED ACCESS TO FEATURES
Access shall be restricted on a per-station basis in programming for: All- call, Group Call, Partition, Preempt, Privacy and Emergency All Call through the program mode of a master station.
2.43. TIME-OUT LIMITS
Time-out limits shall be programmable for call ring, message tone interval and no-answer call forward. Pre-announce tone shall be programmable on/off.
2.44. RS-232 INTERFACE
The system shall provide bi-directional serial data ports for external PC computer remote control of call features including placement, answering, system programming (features and stations) and modem interface as well as VDT, PLC, GUI and security integration software. Real Time Clock provides data and time stamping of each event.
2.45. PROGRAMMING
The system configuration for all IP Central Exchanges and IP Station Hubs shall be programmed using a PC with 4690 Administration Program Software. The system feature configuration for all stations shall be programmed from a master station or a PC using the 4690 Administration Program Software without interruption to other calls in progress or control functions.
3.SYSTEM OPERATION
The Spectrum 430 IP Intercom shall provide as a minimum the following operation:
3.1. MASTER STATIONS 3.1.1.TWO-WAY VOICE COMMUNICTION -
Master Stations shall be capable of calling any other station in the system by touch dialing an extension number.
-
Calls from rooms shall be annunciated by priority on the digital LCD display showing the room number, priority level, and directory name. Incoming calls are accompanied by an alert tone.
-
A scrolling feature shall allow the attendant to preview a pending call list (up to ten calls) and answer a call out-of –sequence.
-
After connecting, hands-free communication may begin and both parties may converse naturally without pressing any buttons. Either party may cancel calls by pressing a button or going on-hook.
-
Incompletely dialed calls shall time-out automatically within five seconds.
3.1.2.ADMINISTRATIVE MASTERS
Administrative Masters shall place and receive calls and shall have all the same features as a conventional master as well as a dedicated Tone Silence button.
3.1.3.HANDSET OPERATION
A handset with coilcord shall be provided for private conversations on handset stations.

When the handset shall be lifted off-hook, the panel speaker and microphone shall be disconnected and the handset shall be enabled.
-
Calls between handset stations shall be full duplex.
-
It shall be possible to use the keypad with the handset on or off-hook.
3.1.4.DIRECTORY SCROLLING
While station is idle, it shall be possible to allow the user to scroll through a name/number directory of up to twenty previously entered station numbers with assigned names using a single key both to scroll and to dial displayed extensions.
3.1.5.HELP MENU
A Help Menu shall display a list of active features with corresponding access keys.
3.1.6.LED INDICATORS
LED indicators shall be provided to indicate Admin call status of Routine and Emergency levels and More Calls.
3.1.7.PROGRAMMABLE KEYS
In addition to the basic master keypad, the Administrative Master station shall have seven additional keys, which shall be capable of being programmed to provide one-touch selection of standard functions.
3.1.8.VOLUME CONTROL
The volume for both voice and ring signal shall be adjusted by means of digital volume keys on the station keypad. The keypad volume keys shall independently control the volume for both handset and hands-free operation.
3.1.9.REMOTE CONTROL
It shall be possible to remotely control relays on substations where ancillary devices such as door releases, bells, lights or CCTV cameras may be activated by connecting to the station and dialing a number.
3.1.10.ONE-WAY AUDIO
While an audio connection is established between a master station and a substation, it shall be possible to force one-way audio communication from the master station. The microphone at the substation shall be muted and audio direction shall be one way from the master station.
3.1.11.CONFERENCE CALL
It shall be possible for a Master station to set up a conference consisting of up to five (5) members, including the originator.

Conference calls shall be in the hands-free loudspeaking mode.
-
Handset stations in conference shall be in full-duplex mode.
-
A maximum of ten simultaneous conferences shall be supported with a total maximum of thirty members.
3.1.12.MUTE
This feature shall allow the attendant to mute the microphone for privacy reasons. The LCD displays “Mute” for the duration of the keystroke.
3.1.13.CALL FORWARD
It shall be possible to forward all standard calls to another extension after keying digits followed by the extension. The LCD display shall indicate the extension to which the call was forwarded. Pressing a single key terminates the call forwarding.
3.2. SUBSTATIONS -
Each substation call button shall place a call to a pre-programmed destination. It shall be possible to program any number of substations to call the same master station.

Multi-button substations shall be able to place calls to several pre-programmed destinations. Call destination and volume shall be set in program mode. Substations shall have the capability to be programmed to place two types of calls, standard and admin.
-
Calls may be canceled at the station if station is equipped with a Cancel button.
3.2.1.STANDARD CALLS
Substation buttons programmed as Standard shall place calls to masters or substations and shall be processed in the same manner as a call from a master station.
3.2.2.ADMIN CALLS -
Substation buttons programmed as Admin shall place calls to Administrative masters where they shall be stored, allowing multiple substations to place simultaneous calls to the same master without receiving busy or being lost.

Substation buttons set as Admin shall be capable of being programmed to place either Routine or Emergency level calls with selectable Locking or Non-locking status.
-
Admin calls shall be capable of being assigned any of ten programmable text messages and shall be capable of reporting to multiple masters.
3.2.3.HIGH SECURITY SUBSTATIONS
High Security Substations shall feature the same operation as conventional substations except all calls shall be canceled at the master station.
3.2.3.1.SENTINEL SOUND DETECTOR SUBSTATION
Calls shall be placed at Sentinel stations by detecting a qualified audio event or by physically pressing the call button on the station. Calls shall be canceled at the master station. The stations shall be software programmable from a central location. Stations with pots or switches for programming qualifications shall not be acceptable.
3.3. GENERAL 3.3.1.PRIVACY
Stations shall be capable of being preset to any of four modes of privacy for receiving calls.

Stations in non-private (Automatic Loudspeaking Answer) and semi-private (Manual Answer) both shall receive a preannounce tone and shall automatically connect when called; a Manual Answer station microphone shall be muted until answered by pressing a key or going off-hook.
-
Stations in Full Privacy (ring) mode shall receive a ring tone and shall be answered by pressing a key or by going off-hook.
-
Stations in Do-Not-Disturb mode shall appear busy to calling station.
3.3.2.PRIVATE CONVERSATION
Stations equipped with handsets shall converse in full duplex, for privacy or in noise areas.
3.3.3.CALL LAST CALLER/LAST NUMBER REDIAL
While the station is idle, pressing a key shall call the most recent extension to which the station is connected.
3.3.4.PUBLIC PAGE
Systems equipped with a PA Page Station shall be able to send a page to a specific zone. Paging shall require a PA Page station for each zone.
3.3.5.CALL ON HOLD
It shall be possible to place a call on hold when connected to a station by pressing a button. Both stations will display “Holding” on the LCD. The originator of the hold shall be able to restore the call. It shall be possible for either party to disconnect while on hold.
3.3.6.PREEMPT/BREAK-IN
It shall be possible to authorize stations to interrupt an existing two-party conversation. The preempted party shall be placed on hold. The original connection shall be restored when preemption is terminated.
3.3.7.EMERGENCY ALL CALL -
Emergency All Call shall provide priority break-in paging to all stations simultaneously and is achieved by keying a number.

Busy stations shall be placed on hold and shall be automatically reconnected when the emergency all call page is terminated.
3.3.8.STATION EXTENSION NUMBERING -
Station numbering plan shall be adaptable.
-
Touch dialing extension sequences may be two (2), three (3) or four (4) digits according to preference or system size.
-
Extension number sequence assignment shall be under program control and shall not require rewiring or setting of switches.
-
It shall not be required to dial codes or digits additional to the 2, 3 or 4 digit sequence to call between stations or to execute features in different IP Central Exchanges that have been networked. Systems requiring additional digits or codes for networked Exchanges shall not be acceptable.
3.4. SPECIAL STATIONS AND INTERFACES 3.4.1.PROGRAM DISTRIBUTION
Program Distribution Interface station shall be accessed from a master station by dialing an access code corresponding to the interface. It shall be possible to access multiple Program Interfaces from any master station. Calling to a station connected to a program source shall cause the program source to be put on Hold and be restored at the end of the conversation.
3.4.2.OVERHEAD PAGE
Overhead Page Interface station shall be accessed from a master station by dialing an access code corresponding to the interface. It shall be possible to access multiple Page Interfaces from any master station. It shall be possible to set a time limit for Overhead pages.
3.4.3.TWO-WAY RADIO
Two-way Radio Interface shall be accessed from a master station by dialing an access code and allowing manual two-way conversation.
3.4.4.PBX TELEPHONE
PBX Telephone Interface shall be accessed from a master station by dialing an access code for outgoing calls. The Exchange shall seize the first available line in a preassigned hunt group. Incoming calls may be directed to a specific extension or allowed to dial any extension. The PBX shall provide access to the following system features from an outside line:

3.4.5.CALLER ID INTERFACE -
The CID Interface shall display call information (extension and name) of the calling party on the LCD display of the CID telephone.

The CID telephone may place calls to any Spectrum station or access Spectrum paging features.
-
Calls may be conferenced, transferred, or placed on hold.
-
The calling stations shall be either substations or master stations.
4.SYSTEM EQUIPMENT 4.1. IP CENTRAL EXCHANGE
The system supplied shall utilize a Jeron Spectrum Series 430 IP Central Exchange, Model 4550, or approved equal.
-
IP Central Exchange shall include an Ethernet interface for connection to a standard 10/100/1000BASE-T LAN network utilizing CAT-5/6 cable.
-
IP Central Exchange shall be equipped with two ports, Rx and Tx connectivity for networking to another 4550, a 4355 Network Hub, or to a Model 9754 Modem to Ethernet Interface.
-
IP Central Exchange shall be equipped with LED indicators for Status, Network Link, and Test OK.
-
IP Central Exchange shall be housed in a plated steel enclosure for surface mount or shall be rack mounted using a 9841 Rack Mount Kit to accommodate up to two 4550 in 1.75 inches of rack space.
4.1.1.POWER SUPPLIES
Each IP Central Exchange shall be powered by a self-cooled, plug-in, regulated 12VDC@250mA. Power supply shall be furnished with the 4550 IP Central Exchange.
4.1.2.NETWORK EXPANSION
It shall be possible to network Model 4550 IP Central Exchanges by using Model 4552 Network/Clock Cards and a Model 4355 Network Hub with Model 4357 Hub Link Cards for a total capacity of up to 336 station lines. The Network Hub shall be powered by a plug-in, regulated 24VDC supply. IP Central Exchanges and Network Hubs may be linked for a maximum capacity of 2352 station lines.
4.1.2.1.NETWORK/CLOCK CARD
The Network/Clock Card shall be Jeron Model 4552 and shall provide communications and timing control between IP Central Exchanges.
4.1.2.2.NETWORK HUB
The Network Hub shall be Jeron Model 4355.

An E3-type telecom punch block shall be provided for connection of IP Central Exchanges to the Network Hub.
-
The wiring between each IP Central Exchange and the Network Hub consists of two twisted pairs of a Cat-5 cable or better for data.
-
Each IP Central Exchange may be located up to 2,000 feet from the Network Hub. In cases where the distance between IP Central Exchanges and the Network Hub exceeds 2,000 feet, fiber optic transceivers may be used or Jeron Model 9754 Modem to Ethernet Interface.
-
The Network Hub must contain one Model 4357 Hub Link Card for each connected IP Central Exchange.
-
The Network Hub shall be powered by a plug-in, 24VDC supply.
4.1.2.3.HUB LINK CARD
The Hub Link Card shall be Jeron Model 4357 and shall allow communication between an IP Central Exchange and a 4355 Network Hub.
-
In addition to the presence of the 4552 card at the IP Central Exchange, a 4357 Hub Link Card shall be necessary for each IP Central Exchange connected to the Network Hub.
-
Each Hub Link shall be equipped with an LED that illuminates to indicate communication link between the IP Central Exchange and the Network Hub.
4.1.3.NETWORK INTERCONNECTIONS
Networking of IP Central Exchanges shall provide 30 links and require no more than:

Two (2) twisted pairs of a Cat-5 cable or better, or
-
Two (2) twisted pairs of a Cat-5 cable or better and (2) fiber lines using fiber optic transceivers supporting G.703, or
-
Two (2) twisted pairs of a Cat-5 cable or better using Model 9754 Modem to Ethernet Interface
4.2. IP DIGITAL STATION HUB
The IP Digital Station Hub shall be Jeron Model 4558 and shall be used to interconnect an IP Central Exchange with control consoles, digital stations, and specialty stations.

Each Model 4558 shall include an Ethernet interface for connection to a standard 10/100/1000BASE-T LAN network utilizing CAT-5/6 cable.
-
The microprocessor-based IP Station Hub shall route power and digital call data for up to eight preprogrammed duplex digital call-in stations.
-
Each of the eight-line positions may be assigned a 16-character name.
-
Each digital line position shall be equipped with two-position plug in screw-terminals for field connection. Connection to each digital station shall be a single, non-polar twisted-pair cable terminated in a plug-in screw terminal connector.
-
The Model 4558 IP Digital Station Hub shall be housed in a plated steel enclosure for surface mount or shall be rack mounted using a 9840 Rack Mount Kit that accommodates up to three 4558 in 1.75 inches of rack space.
4.3. IP ANALOG STATION HUB
The Model 4556 IP Analog Station Hub shall be used to interface up to eight analog/call-in stations with an IP Central Exchange.

Each Model 4556 shall include an Ethernet interface for connection to a standard 10/100/1000BASE-T LAN network utilizing CAT-5/6 cable.
-
Each line position has an individual power amplifier to drive a 45-Ohm or 25V call-in station speaker.
-
The station hub shall be equipped with three-position plug in screw terminals. A 22 ga. single shielded twisted-pair with drain wire shall be used to connect to stations.
-
The Model 4556 IP Analog Station Hub shall be housed in a plated steel enclosure for surface mount or shall be rack mounted using a 9841 Rack Mount Kit that accommodates up to two 4556 in 1.75 inches of rack space.
4.4. IP COMBO ANALOG/DIGITAL STATION HUB
The Model 4554 IP Combo Digital/Analog Station Hub shall interface digital control consoles and speaker call-in stations with the IP Central Exchange.

The 4554 IP Station Hub shall include an Ethernet interface for connection to a standard 10/100/1000BASE-T LAN network utilizing CAT-5/6 cable.
-
Each analog line position shall have an individual power amplifier to drive a 45-Ohm or 25V analog/call-in station speaker for up to six stations.
-
Connection to each digital station shall be a single, non-polar twisted pair cable terminated in a plug-in screw terminal connector for up to two stations.
-
Connection to each analog station shall be a single, shielded twisted pair with drain wire.
-
The Model 4554 IP Station Hub shall be housed in a plated steel enclosure for surface mount or shall be rack mounted using a 9841 Rack Mount Kit that accommodates up to two 4554 in 1.75 inches of rack space.
4.4.1.CONFERENCE OPTION
The Conference Card shall be a Jeron Model 4551.
-
It shall be possible for a Master station to set up a conference consisting of up to five members.
-
Conference calls shall be in the hands-free loudspeaking mode.
-
Handset stations in conference shall be in full-duplex mode.
-
A maximum of ten simultaneous conferences shall be supported with a total maximum of thirty members.
4.4.2.EQUIPMENT PROGRAMMING
Equipment programming of IP Central Exchange(s) and IP Station Hub(s) shall be accomplished by using a personal computer running the Windows® based Model 4690 Administration Program Software (APS) package (version 1.14 or greater).
4.4.3.FEATURE PROGRAMMING -
Feature programming of stations shall be accomplished by connecting a personal computer running the Windows® based Model 4690 Administration Program Software (APS) package at a central location without the necessity for system shutdown or interruption, or by utilizing a master station.
-
Selections or changes are stored automatically in system non-volatile memory.
-
Stations requiring the setting of dipswitches or jumpers to select or deselect features shall not be acceptable.
IP Central Exchange shall employ Flash memory technology allowing future system upgrades for system features and functions as developed by Manufacturer to be made remotely via PC without the need for component replacement. Systems requiring removal or replacement of memory modules for program upgrade of any type shall not be acceptable.
4.4.5.PROGRAM PROTECTION
All programmable system data including customized user changes (system configuration) shall be retained in non-volatile solid-state memory devices. Systems requiring battery backup to retain data in memory or requiring reprogramming in the event of a primary power failure shall not be acceptable.
4.4.6.FAULT ISOLATION
The malfunction of one station or its connecting wire pair shall affect only that station and shall not propagate to other stations in the Exchange.
4.5. STATIONS 4.5.1.STATION WIRING -
Each station shall be connected to the IP Station Hubs by means of a single, non-polar, twisted pair (Digital) and a single, shielded twisted pair (Analog) cable.
-
For ease of installation, it shall be possible to reverse the connection polarity of the two station line conductors without affecting the station operating performance.
-
Communication between stations and the Station Hubs shall be possible at a distance of up to 1.2 mi. (2km.) for Digital stations and 1000 ft. for Analog stations.
-
By specifying the - EXT option for station and Digital Line Card Module Model 4359, it shall be possible to extend the distance to 2.4 mi. (4km.).
-
Digital Stations shall have the capability to interconnect to IP Central Exchange via Fiber Optic modem using optional interface Model 4375.
4.5.2.MASTER CALL STATION
The Master Station shall be Jeron Model 4320 or approved equal and shall be equipped with the following:
-
A 16-button keypad that contains keys for adjusting volume level, directory scrolling, 10 numeric functions, and call cancellation and connection. The keypad shall also provide tactile and audible feedback for positive activation.
-
The LCD shall have two 16-character lines of full alpha-numeric English phrases that display the station’s status.
-
The moisture resistant, 2.5 in., 45 ohm, 3 watt speaker has 92 dB sensitivity.
-
The electret microphone shall have 70dB sensitivity, with an S/N ratio greater than 60dB.
-
Conforming to digital telephone standards, the station’s overall frequency response is shaped by the internal digital signal processor.
-
With a faceplate thickness of 0.12 in. (3mm) anodized aluminum, and a Mylar overlay, the station shall be flush mounted to a wall or flat surface using the 4315 box.
-
Its field-wiring terminal shall be plug-in, and shall utilize two conductors for full-feature capabilities.
-
The station shall employ digital signal processors for natural speech quality in acoustically difficult conditions.
4.5.3.MASTER with HYGIENIC KEYPAD
Master Call Station with Hygienic Keypad shall be Jeron Model 4321 or approved equal and shall be equipped with the same controls, display and transducers as Model 4320 except keypad shall be flush membrane type with spill proof overlay permitting frequent wipe-down.
4.5.4.HANDSET MASTER
Handset Master Call Station shall be Jeron Model 4324 or approved equal and shall be equipped with the following controls, display and transducers:

Integral handset with coilcord for private conversations.
-
Panel speaker shall be 2.5in., 45 Ohm and microphone shall be electret.
-
The keypad shall be equipped with 16 buttons and provide tactile and audible feedback for positive activation.
-
LCD display shall be 2 line, 16 character/line. Master stations not displaying alpha-numeric station status in plain English or those using coded messages shall not be acceptable.
-
Field wiring terminal shall be plug-in.
-
Station wiring shall be maximum of two conductors for full feature capability. Stations requiring more than two conductors shall not be acceptable.
-
Station shall employ Digital Signal Processors for natural speech quality in difficult acoustic conditions.
4.5.5.cont. conditions. -
Model 4322 shall be identical except for conductive rubber keypad.
-
Handset Master with gooseneck microphone replacing panel microphone shall be Model 4325.
-
Model 4370/4371 shall feature the same controls, display and transducers as the Model 4322, but shall be wall mountable with a durable, 14ga. aluminum panel and a recessed backbox 4312.
-
Model 4371 shall have a membrane keypad.
4.5.6.ADMINISTRATIVE MASTER
Administrative Master shall be Jeron Model 4365 or approved equal and shall be equipped with the following controls, display and transducers:

Integral handset with coilcord for private conversations. Enclosure and handset shall be suitable for desk or surface wall mount.
-
Flush membrane keypad shall be 24 button ; 17 dedicated, 7 programmable. The keypad provides tactile and audible feedback for positive activation.
-
LCD display shall be 2 line, 16 character/line. Master stations not displaying alpha-numeric station status in plain English or those using coded messages shall not be acceptable.
-
LED indicators shall be Routine, Emergency, More Calls and Call Engineer. There shall be an audible Alert with Tone Silence and Resound.
-
Field wiring terminal shall be plug-in.
-
Station wiring shall be maximum of two conductors for full feature capability. Stations requiring more than two conductors shall not be acceptable.
-
Station shall employ Digital Signal Processors for natural speech quality in difficult acoustic conditions.
-
Master with gooseneck microphone replacing panel microphone shall be Jeron Model 4366, and Model 4385 shall flush wall mount with 4312 backbox.
-
Direct Select Control unit shall be Jeron 5265 Direct-Select Console and the 5266 Console Extender. Each console shall provide 50 LED indicators for call-in annunciation and 50 single-touch keys for direct-selection of room stations. A maximum of 200 LEDs are available for call-in annunciation, as well as 200 direct select buttons (per central control).
4.5.7. SUBSTATIONS
Single or Dual call Substations shall be Jeron Model 4318/4319 or approved equal. The 4318/4319 station shall be equipped with the following:

A call-placed LED, one Call (Two Call for Model 4319) and one Cancel button. Each substation Call button shall be capable of calling a specific pre-programmed station.
-
Units shall be equipped with a relay with heavy duty contacts for remote control.
-
Faceplate shall be .12in. (3mm) anodized aluminum with Mylar overlay for flush wall mount or surface mount using Model 4315 box.
-
The Model 4328 shall be equipped with three call buttons.
-
The Model 4329 shall be equipped with four call buttons.
-
Jeron Model 4342/4343 Single/Dual Call-Button Substation with External Alarm Inputs shall be equipped with two external alarm inputs.
-
Jeron Model 4338 Single Call Substation shall be equipped with a handset for privacy.
-
Field wiring terminal shall be plug-in.
4.5.8.ELEVATOR CAR STATION
Model 4327 substation shall be equipped with the following:
-
A built-in speaker, microphone, LED indicator and circuit board.
-
The components shall be housed in a metal enclosure and attached to a heavy gauge mounting panel for installation behind an elevator-operating panel.
-
The moisture-resistant speaker shall be protected by a tamper resistant steel baffle and the microphone shall be enclosed in a right angle tamper resistant housing.
-
Terminals shall be provided for connection of a normally open, momentary contact switch for call placement (switch by others).
-
Station attributes may be set by using the program mode of any Master station.
4.5.9. ALARM SUPERVISION STATION
Alarm Supervision Station shall be Jeron Model 4353 and shall be used to provide tone/visual diagnostic signaling.
-
The station shall be capable of annunciating the current alarm status of the Spectrum system.
-
Model 4353 shall be equipped with a built-in speaker for audible annunciation of alarm conditions.
-
A bi-color LED located on the front panel shall display the system alarm status.
4.5.10. DIGITAL HIGH SECURITY STATIONS
High Security Single or Dual Call Sub-stations shall be Jeron Model 4313/4332 and shall be equipped with the following:
-
A 11ga.,(.125in. 3mm) thick stainless steel faceplate with a brushed finish.
-
A solid metal tamper resistant call switch (Model 4332 with two Call switches) and tamper proof mounting fasteners.
-
Model 4323 shall also be equipped with a key reset switch.
-
A Mylar moisture-resistant 2.5 in. speaker shall be shielded against tampering by internal protective plated steel baffles and the microphone shall be enclosed in a right angle tamper resistant housing. Surface backbox shall be Model 4317.
4.5.11.SENTINEL SOUND DETECTOR SUBSTATION
Sentinel Sound Detector Substation shall be Jeron Model 4308/4309 and shall be capable of automatically placing intercom calls to master stations upon detection of qualified audio events. Model 4308/4309 shall be equipped with the following:
-
Heavy gauge stainless steel plate.
-
Call buttons shall be tamper-proof and the vandal-resistant speaker shall be protected by an internal, steel baffle.
-
Model 4308/4309 shall connect to the IP Central Exchange using single, twisted-pair wiring. No additional wiring shall be necessary. Stations requiring additional wiring shall not be acceptable.
4.5.12.HIGH SECURITY ANALOG T/L SUBSTATION
High Security Analog T/L Substation shall be Jeron Model 4210/4215 and shall be security/correctional-grade stations with the capability of withstanding physical abuse. The stations shall be equipped with the following:
-
A 11ga. Stainless steel faceplate. The moisture-resistant speaker shall be protected by an internal steel baffle.
-
Model 4210 shall be equipped with a flush metal activator.
-
Model 4215 shall be equipped with a red, mushroom-type call button.
-
Both stations shall connect to an IP Central Exchange via a 4556 IPAnalog Station Hub.
4.5.13.SECURITY/CORRECTIONAL GRADE SUBSTATION
Security/Correctional Grade Substations shall be Jeron Model 4211/4213 and shall be is designed for high-abuse areas requiring immediate two-way communications to centralized masters such as parking garages, entry doors, gates and stairwells. The stations shall be equipped with the following:
-
A rugged 11 Ga. Stainless steel faceplate. The 2.5-inch speaker/microphone is equipped with a water and fungus resistant mylar cone and is protected against tampering by an internal protective plated steel baffle.
-
Model 4211 shall be equipped with a metal mushroom type activator
-
Model 4213 shall be equipped with a vandal and weather resistant flush solid metal button switch with a metal body.
-
Model 4213-P shall be similar to 4213 but equipped with a second activator for audio program selection.
5.SPECIAL STATIONS AND INTERFACES 5.1.1.PROGRAM DISTRIBUTION INTERFACE
Program Distribution Station shall be Jeron Model 4326 and shall be used to provide an isolated interface between the intercom stations and an audio program source. Field wiring terminals shall be plug-in.
5.1.2.OVERHEAD PUBLIC PAGE INTERFACE
Public Page Station shall be Jeron Model 4316 and shall be used to provide an isolated interface between the intercom stations and a P.A. page amplifier and shall provide relay contacts for muting the background music channel on the amplifier. Field wiring terminals shall be plug-in.
The Caller ID Telephone Interface shall be Jeron Model 4360 and shall be used to interface the intercom system with a wired or wireless CID telephone and shall allow a CID telephone to function as a master station in the system.
-
The Caller ID shall be equipped with LED indicators for Ring, Self Check OK, and Off-Hook Status.
-
Multiple CID telephones may be configured for use on the Spectrum Intercom System.
-
Field wiring terminals shall be plug-in.
5.1.4.TWO-WAY RADIO INTERFACE
Two-Way Radio Station shall be Jeron Model 4363 and shall be used to interface the intercom system with a two-way radio base station through an isolation transformer and shall provide control circuitry for relay contacts to function as PTT control.
5.1.5.PBX TELEPHONE INTERFACE
The Telephone Interface shall be Jeron Model 4362 and shall allow stations to place or receive calls from outside telephones.
-
The unit shall connect to any unused Spectrum line extension on the Spectrum Central Exchange and to an analog PBX outside line.
-
Connection shall be made between the PBX interface and a digital station hub by a single, twisted pair.
-
The PBX interface connects to an analog port on the PBX system that supports DTMF tones.
-
The IP Central Exchange shall be able to accept multiple Model 4362 Telephone Interface units.
-
The unit shall be equipped with a panel disconnect switch and LED indicators for Ring, Connect and Power.
5.1.6.COMPUTER INTERCONNECT
It shall be possible to transfer bi-directional serial data between the IP Central Exchange and a PLC (Programmable Logic Controller) workstation.
-
The workstation shall function in a parallel manner to a dedicated Master station to provide Graphical User Interface (GUI) control of icons representing intercom stations.
-
A call placed to the dedicated Master shall change the status of an icon representing the calling station.
-
It shall be possible to duplicate control features and functions of the Master using the PLC icons.
5.1.7.CONTROL STATION WITH GOOSENECK MICROPHONE
Jeron Model 4348 shall be designated for use with a graphical user interface (GUI). The station shall be equipped with the following:
-
A heavy-gauge anodized aluminum and shall be equipped with a rugged Mylar faceplate.
-
The unit shall be flush mounted using the 4315 backbox.
-
Jeron Model 4325-NK shall be designated for the same purpose as the 4348 and in addition to the gooseneck microphone, it shall include a handset for added privacy.
5.1.8.VDT DISPLAY OF EXCHANGE ACTIVITY
It shall be possible to connect a VDT terminal to display Exchange activity in real time. Call Placed, Connect, Quit and Busy events shall be displayed including Source and Destination extension numbers. An optional real time clock may be used to provide date/time stamping of each event, Jeron Model 4630.
5.1.8.1.PORT REPLICATOR
Port Replicator shall be Jeron Model 4304, allowing for the addition of up to four extra RS-232 ports.
5.1.9.FIBER OPTIC STATION INTERFACE
Fiber Optic Station Interface shall be Jeron Model 4375 permitting any Jeron Spectrum Master or Digital Sub-station to be linked with the 430 IP Central Exchange over one fiber optic line using fiber optic transceivers.

Local station power shall be Jeron Model 4381 plug-in module.
-
The 4375 Interface shall be housed in a surface mount epoxy painted metal enclosure equipped with a plug-in screw terminal block for field wiring and is supplied with a separate plug-in 24V power supply for connection to local power.
-
Diagnostic LED indicators verify Rx and Tx connectivity.
5.1.10.LOGIC INTERFACE UNIT
Logic Interface Unit shall be a Jeron Model 4377/4377A and shall be equipped with the following connections:
-
4377 shall connect to the IP Central Exchange via an RS-232 connection.
-
The 4377 shall be used with the 4378 Relay Interface via an RJ-45 connection and shall provide steady contact closure when a substation places an admin call to the master station.
-
The 4377A shall be used with the 4379 Input Interface via an RJ-11 connection
-
The Logic Interface Unit shall be powered by a plug-in, 24VDC supply.
-
The 4377 shall be equipped with a Config OK LED.
5.1.11.RELAY INTERFACE
Model 4378 Relay Interface shall be used to relay contact closure corresponding to call activity on stations in the system.
-
Each 4378 shall provide sixteen relay contacts. A total of eight 4378 Relay Interfaces may be connected to provide a total of 128 relay contacts. Contact rating of 24V@500mA.
-
4378 shall connect to the 4377 or 4378 via an RJ-45 port and have the option to connect to an additional 4378 via an additional RJ-45 port.
5.1.12.INPUT INTERFACE
Model 4379 Input Interface shall be used to provide dry contact inputs corresponding to stations in the system for direct station selection. Each 4379 shall provide 16 dry contact inputs. A total of eight 4379 Input Interfaces may be connected to a single 4377A to provide a total of 128 inputs.
