“More than 66 percent of all the land raided was public land belonging either to the (U.S. Forest Service or the U.S. Bureau of Land Management),” said Michelle Gregory, a justice department spokeswoman. “The other 33 or so percent was on private lands.”

The operation is one of the largest eradication efforts in state history in terms of geography and the number of agents used in the field, Gregory said.

She declined to say whether or not any of the 132 arrests have been connected to any specific organized Mexican or other drug cartels, though agents have frequently said they believe many, if not most, of the illegal gardens raided belong to dangerous traffickers.

“We are not commenting on any information we may have gleaned (from the arrests),” Gregory said Monday.

They are not commenting on the costs either.

It is unclear how much the entire operation cost taxpayers and it is also unclear if anyone has been keeping track.

Gregory said she was not aware of any information regarding the operation’s price tag for the month-long, six-county sweep that utilized personnel and heavy equipment from dozens of local, county, state and federal agencies.

The raids targeted illegal farming operations in the heavily wooded mountain areas in Glenn, Colusa, Tehama, Mendocino, Lake and Trinity counties.

Reclamation efforts will continue as law enforcement strives to remove the gardens, chemicals and related camps, which will help restore the land to its natural state, Laurel Pistel, a special agent with the Bureau of Land Management in California, said in a statement.

“This is imperative to deter drug trafficking organizations from re-establishing their operations,” Pistel said.

Those clean-up costs have not been reported either.

Gregory said agents are still “tying up loose ends” connected to the massive drug sweep and acknowledged that several raids are tied to complex ongoing investigations that could take several more months to conclude.

“But for all intents and purposes, the raids are over,” Gregory said.

Officials and Glenn, Colusa and Tehama counties have been more cautious about calling the raid a victory and many believe the true success of “Operation Full-Court Press” will not be fully understood until next year when the growers return to the forest for another season.

Still, most local officials have applauded the wide-ranging approach, but insist it must be a long-term approach to be completely effective.

Intelligence Agency Seizes Narcotics Worth $2.4 Million in Delhi
Saturday August 6, 2011 10:15:14 GMT

New Delhi: The Delhi zonal unit of the Narcotics Control Bureau (NCB) claims to have smashed an international racket and seized 10.65 kg of high-grade heroin valued at over Rs.11 crore.

Acting on various intelligence inputs for the past one month, the NCB tracked the members of the alleged syndicate and arrested four Nigerian and two Afghan nationals. NCB officials said it was one of the biggest heroin seizures from Delhi in recent times.
The NCB sleuths intercepted one Afghan national and recovered 4.4 kg of high-grade heroin from him. The drug was reportedly being supplied to a Nigerian drug cartel which has four members.
Cross-border traffic
During preliminary interrogation the Afghan national purportedly revealed that he had been given heroin by another Afghan national. In a swift follow-up action, the search resulted in the recovery of 5.85 kg of heroin from the possession of the second Afghan.
On further interrogation, they revealed that the heroin was being trafficked across the Indo-Pak border via land and air. Describing their modus operandi , they revealed that the passengers are bribed with various temptations and in return they carry the drugs when they come to India for medical treatment.
A raid was also conducted on the home of the Nigerian national where 400 gm of heroin was recovered. The total seizure amounted to 10.26 kg of heroin.
The Nigerian cartel revealed that it was getting heroin from Afghan nationals in bulk and that the drug was further smuggled to Canada, the US and Europe through its Nigerian associates.
Further investigation into the trafficking racket is still on, NCB officials said.

2,075 kg of ganja worth Rs 73 L seized
Sleuths of the local office of the Directorate of Revenue Intelligence (DRI) made the biggest seizure late on Sunday night by seizing 2,075 kg of contraband ganja after intercepting a refrigerator van at Madanpur, 25 km away from Aurangabad town, on the GT Road.
The DRI officials told TOI that the ganja is worth Rs 73 lakh in the Indian market and taking into account the valuation of the van, which was also seized, the valuation of total seizure would amount to about Rs 1 crore. One Sajid Ali, who hails from Maharajganj, Uttar Pradesh, and claimed to have acted as co-driver, was taken into custody.
The DRI officials said that ganja is mainly smuggled from north-eastern states, including Nagaland and Manipur, and taken to West Bengal where the contraband narcotics are stored. After making sure that there is no police or customs activity, the narcotics handlers transport it to different destinations in Bihar and UP. The DRI officials said that this gang was mainly transporting ganja to Aurangabad, Varanasi (UP) and Burdwan (West Bengal).
To camouflage their activity, the ganja was packed in polythene bag and the van was covered with tarpaulin so that nobody could smell rat in the operation. Not only this, the van succeeded in eluding the police and customs officials. "Since we had concrete information of the van carrying ganja, we intercepted the correct vehicle and seized such a huge quantity of ganja," said a DRI official. He said that Ali is being interrogated to get more information about the whole operation. Ali along with the van was brought to Patna.

Afghan and coalition forces destroyed close to 900 kg (2,000 pounds) of narcotics during operations in Helmand province Sunday.

In an effort to disrupt key narcotics networks in the province, combined forces identified a vehicle which has been known to be associated with a narcotics processing facility. Afghan National Security Force personnel and coalition forces observed two men dismount the vehicle and begin to unload a significant amount of narcotics. The combined forces moved toward the target, detained the men and destroyed 600 kg (1,300 pounds) of hashish and approximately 290 kg (640 pounds) of opium, as well as an AK-47.

"The exploitation of couriers during this operation will provide details and further understanding of the trafficking system and lead to targeting of key individuals and their networks," said U.S. Army Col. Rafael Torres, International Security Assistance Force Joint Command Combined Joint Operations Center director. "This is important because the drug industry in Afghanistan is a major source of money for terrorist organizations."

Iran Makes Its Biggest Ever Seizure Of Opium - Mehr News Agency
Sunday August 7, 2011 15:24:21 GMT

Brigadier General Chenarian said there is strong evidence that the haul belongs to a big gang of drug dealers whose members are wanted.

Based on similar incidents, it can be said that the haul has been transited from Afghanistan and maybe it was destined for foreign countries or other provinces, he added.
He went on to say that the type of vehicle and the way the drugs were placed therein, showed that the drugs were loaded in the vehicle behind the borders.
He also estimated the value of the cargo at around $12.3 million and said one of the greatest glories of the Islamic Revolution is its war on drug.
"Since the beginning of the current Iranian calendar year (March 21, 2011) more than 30 tons of illicit drugs ha ve been seized in Kerman," he added.
With a 900-kilometer (560-mile) border with Afghanistan, Iran has been used as the main conduit for smuggling illicit drugs from its neighbor to drug kingpins in Europe.
In response, the Iranian government has spent over $700 million to seal its borders and prevent the transit of illicit drugs destined for European, Middle Eastern, and Central Asian countries.
Despite the presence of U.S. and British troops in Afghanistan and their extensive public relations campaign about their efforts to eliminate the production and smuggling of drugs, 3,600 tons of opium was produced in Afghanistan in 2010, based on UN statistics and estimates.
2 men nabbed for carrying cocaine

8/8/11

TWO men who claimed they were fishermen from Samar province were arrested by anti-narcotics operatives of the Quezon City Police District on Tomas Morato Avenue   on Monday night  for carrying a package of cocaine.

Chief Insp. Richard Ang, head of the QCPD’s Anti-Illegal Drugs Special Operations Task Group (AID-SOTG), said the seized contraband could be part of a shipment of cocaine dumped by drug dealers in the waters off Samar.

The men were identified as cousins Manuel and Eutiquio Balangkayan of  Eastern Samar.

Ang said a  backpack the pair had with them yielded at least 1 kilo of cocaine worth around P5 million.

Ang said that after they  received information about a drug deal that was to take place between Timog and Tomas Morato, he ordered  a stakeout in the area.

The suspects were arrested at around 6 p.m.  in front of a bank along Tomas Morato Avenue in Barangay South Triangle.

PO2 Warlito Cagurungan, officer on case,  said the cocaine was packed in a plastic bag and was hidden in a cut rubber tire covered with clothes inside  the backpack.

Manuel told police that a fisherman in Samar handed him the cocaine and P1,700 as travel fare  to Manila where he would  make the delivery. Eutiquio joined his cousin later.

Ang said the two were arrested while they were checking the contraband inside the backpack.

According to the suspects, they were supposed to meet another person on Tomas Morato St. to whom they would  give the cocaine.

“They were also promised they would be paid  P5,000 each for the delivery,” Ang  said.

Police  are checking on the cousins’ story  that the seized cocaine was  part of a cocaine shipment weighing two tons  that was dumped from a ship in the waters of Samar in December 2009.

Ang  said  both suspects are currently detained at the jail of the QCPD AID-SOTG.

The police official added that the suspects will be charged with delivery, or transport of dangerous drugs under Section 5 of Republic Act 9165.

Descubren un laboratorio de cristalización en una propiedad

http://www.eldeber.com.bo/2011/2011-08-08/vernotaahora.php?id=110808084357

By Zainal Abdul Jalil

ALOR SETAR, Aug 7 (Bernama) -- A 14-year-old schoolboy was among 10 people detained by the Bukit Aman police when they crippled the biggest drug trafficking syndicate operating in the north, with the seizure of an assortment of drugs worth about RM6.5 million.

The syndicate, believed to have links with the Thai underworld, had been operating for 10 months, smuggling drugs via the Bukit Kayu Hitam immigration and customs quarantine complex (ICQ).

The well-coordinated anti-drug operation, with cooperation from the Thai Police Narcotics Suppression Bureau (PNSB), saw the seizure of 88 slabs of heroin worth RM3.08 million, 16.1kg of syabu (RM3.22 million), a kilogramme of heroin (RM26,400), 30kg of ganja (RM60,000) and 1,999 WY pills worth RM59,970.

The drugs were seized from four locations.

Six Mercedes Benz cars and a Perodua Kenari, used by the syndicate's members, and RM152,076 were seized from the suspects.

Bukit Aman Narcotics Criminal Investigation director Datuk Noor Rashid Ibrahim attributed the police success to simultaneous operations by the Thai and Malaysian police.

He said the two forces mounted a roadblock at the 1.3km stretch along the north-south expressway near Bukit Kayu Hitam ICQ and Sungai Petani South toll exit, as well as raids on two houses in Taman Berlian and Sungai Kob, Kulim.

He said the ages of those detained ranged from 14 to 46, and comprised four men, two women, the schoolboy and another teenager, and two Indonesian women.

"We are thankful to the public for providing information on the syndicate's activities leading to their arrest within an hour," Noor Rashid told a press conference at the Kedah police contigent headquarters here today.

He said syndicate members had hidden drugs inside modified back seat compartments of vehicles when travelling from the neighbouring country through the Bukit Kayu Hitam ICQ before their activities were routed by a team of policemen from the federal police headquarters in Bukit Aman and Thailand.

Noor Rashid said the suspects were remanded for a week, beginning yesterday, for investigations under Section 39B of Dangerous Drugs Act 1952 which carries the mandatory death penalty upon conviction.

It is understood the police would also investigate the case under the Forfeiture of Properties Act to seize ill-gotten gains obtained from the sale of drugs.
