President Justin Critz opened the meeting and the March 19, 2014 DHCA Board Minutes were approved. Division Reports Division 1: On Clifton Terrace just south of Ponce, two more houses will be built on lots formed from deep lots on South Ponce under Candler Park Zoning. Division 2: Lots on E & W Parkwood are destined to become added to the City of Decatur, but will still be part of the DH neighborhood. They will be rezoned by the City of Decatur and their schools will be City of Decatur schools. Division 4: Mike St. Louis announced a planning meeting to discuss crime and the DH Patrol on Thursday, April 24 at 6:30 at Emory Presbyterian. Neighbors will also discuss current issues such as support for the Home and Garden Tour, improving communications and neighborhood infrastructure. Division 9: Steven Misner announced that Fernbank ES has been demolished so that construction of a new Elementary School can begin. Communications Appreciation was expressed to all who contributed to the latest Spring issue of the DH News, which is the last issue in its current form. Claudia Keenan is looking into outsourcing publication of the DH News through KDA Communications that publishes the Clifton Community Partnership Newsletter as well as many Civic Association Newsletters. Significant changes in format and color will result. Two candidates for Sheriff introduced themselves: Jeff Mann was sworn in as DeKalb County Sherriff on March 1, replacing Sheriff Thomas Brown who is running for the US Congress. Sheriff Mann pointed out that in the midst of the many issues facing DeKalb County, the Sherriff’s department, which he has helped manage for a decade, is scandal-free. Tony Hughes is also a candidate for Sherriff and has been a law enforcement officer for 20 years. He is advocating closer ties between the Sheriff’s Department and DeKalb schools and businesses. Committee Reports Historic Preservation Joanna Stroud reported on Tamas Property Development. A meeting was held last Thursday with committee members and twenty neighbors who are opposed to the plans with multi-family units, which South Ponce is zoned for. The current plans have evolved from 17 units and 3 variances down to 13 units and 1 variance for a reduction in a set-back to 30’ from 50’ in order for new construction to align with existing buildings. The developer appears to be sincere in seeking an appropriate development with support from the neighborhood, but his request for support is unique since it comes before a COA application with detailed plans. The committee is attempting to ascertain whether the numbers are accurate but feels that the DHCA cannot support a development based on verbal assurances without complete written plans, which include details such as topography and drainage. Land Use - Zoning Ordinance Bruce MacGregor reported that the new Zoning Ordinance proposed by DeKalb County received a 60-day deferral from the Commissioners. At the March 25 Board of Commissioners meeting, he had requested A 90 day deferral of the Zoning ordinance adoption. A list of the additions, deletions and changes from the current ordinance with rationales for the changes. A formal process to publicly address and negotiate any changes. In the meantime the Land Use committee has hired Frank Jenkins, esq. to write suggested provisions that address our many concerns with this complex and inadequate new code, and Bruce has been meeting with four of our commissioners as well as the DeKalb County staff. Georgia Power has started construction of the new sub-station on North Decatur Rd. They have yet to addressing our concerns about keeping the high-tension poles on the Emory side of N Decatur Rd. Cityhood Mike St. Louis reported that there would be a period of regrouping after the defeat of the Lakeside Cityhood proposal in the State General Assembly. The committee has not met since the end of the legislative assembly and is currently focused on the May 20th election. Neither Lee May’s task force nor Kathy Gannon’s “Blueprint for Reform” have made appointments or been approved by the legislature. Township options may be an alternative to cityhood and will be studied. DeKalb County’s 2014 Transportation Plan is currently seeking input from residents, which requires us to have an active committee that will be led by Kathy Oglesby. Information about the Plan may be found at http://www.dekalbtransportationplan2014.com/documents.htm Home and Garden Tour Ryan Graham reported that everything is in place for the House Tour on May 2-4 although docents are still needed even after reducing positions to minimum needs, Sunday’s positions are still only 50% filled. Please visit the website to sign up. New Business A SLUP (special land use permit) approval is needed for Atrium use at Frazer Center. Reasonable limits on use of the gardens appear to be effective, but activities in the Atrium were not addressed in the previous SLUP. There will be a meeting next Monday at 6 pm for Lake Claire and DH neighbors to address concerns with the Frazer Center. The Frazer Center has agreed to follow ten additional conditions that address hours of use, amplified sound, alcohol, security, numbers of attendees and landscaping. Ann Wallace made a motion that the DHCA issue a statement in support of the Frazer Center as to the additional voluntarily proposed SLUPS regarding the Atrium and the positive way the Center has followed the previously imposed SLUPS over the past 15 months as recommended by the Executive Committee and our representatives who helped write these additions. The Motion passed without opposition. The Civic Association Network (CAN) is hosting a Candidates Forum on Sunday, April 27 at 1:30 at the Hellenic Community Center on Clairmont Road. They have asked the DHCA to contribute $50 as well as volunteers to help run the program. Volunteers should contact Cathy Vandenberg. A Motion to approve the requested funds passed without opposition. The April 16, 2014 Board Meeting adjourned at 9:01 pm.
