Takemi Program in International Health Fellowships at the Harvard School of Public Health


The Takemi Program seeks applications for a limited number of fellow-ships for research and advanced training on critical issues of international health, especially those relating to developing countries. This interdisciplinary program focuses primarily on mobilizing, allocating, and managing scarce resources to improve health, and creating sound strategies for disease control and health promotion. To address these issues, the Program brings together at Harvard a small group of future leaders from around the world and from diverse disciplines. Through its fellowships for highly qualified individuals the Takemi Program seeks to contribute to institutional development and to improvement of national health policy as well as to the advancement of knowledge.
The Program is named for the late Dr. Taro Takemi, the distinguished physician-scientist, who served for more than 25 years as President of the Japan Medical Association. Dr. Takemi also worked energetically to encourage people from many nations to address common issues, particularly the development and allocation of resources for health improvement.
The Takemi Program has three major objectives:

  1. to create better methods for mobilizing and using health resources
    in both rich and poor countries;

  2. to promote cooperative research and comparative analysis of health
    policies and programs in different countries, including the promotion of Essential National Health Research;

  3. to contribute to individual and institutional development by bringing together leading health professionals and scholars from many nations for research and training.

UNESCO-ICSU-TWAS Short-term Fellowship Programme in Basic Sciences


The UNESCO-ICSU-TWAS Short-Term Fellowship Programme was established in 1990 and aims at promoting capacity-building through international co-operation in the basic sciences. Specifically, it will enable scientists, particularly young scientists, from developing countries, Central Europe and Eastern Europe, to carry out short-term studies in well-established scientific centers and to learn and use techniques not accessible to them in their own country. Fellowships will not be awarded to attend scientific meetings or training courses.
The Programme will now be conducted within the framework of follow-up to the World Conference on Science (WCS) organized jointly by UNESCO and ICSU in Budapest, Hungary, from 26 June to 1 July 1999, at which the importance of training young scientists as a contribution to national

development was underscored.


To be eligible for a UNESCO-ICSU-TWAS short-term fellowship in the basic sciences, a candidate has to: be already engaged in research in the basic sciences (i.e. mathematics, physics, chemistry, biology or geology);

return to his/her country of origin (i.e. the country in which the candidate is normally considered to be resident) upon termination of his/her fellowship so that his/her home country may benefit from his/her broadened knowledge;

produce evidence that the theoretical and practical knowledge or training to be acquired in the foreign laboratory will be beneficial to his/her scientific development.
All applications have to be accompanied by a letter of recommendation from someone familiar with the candidate's work and a letter of acceptance from the receiving institute (i.e. the institute where the candidate will work during the time he/she is supported by a UNESCO/ICSU/TWAS short-term fellowship in the basic sciences). With the letter of acceptance, the receiving institute is confirming its willingness to provide the training required by the candidate. It is the responsibility of the receiving institute to obtain full particulars on the candidate before doing so.
Only a limited number of fellowships are available. Those applications not supported by a letter of recommendation from someone familiar with the candidate's work and a letter of acceptance from the receiving institute will therefore be disqualified.
A fellowship will be awarded to scientists wishing to spend 1-3 months in a scientific laboratory abroad. It will consist of a lump sum designed to either partially or fully cover the most economic air/railway ticket, a modest monthly subsistence allowance, or both. The funds will be provided by means of a contract established by UNESCO. Coverage for life, accident or health insurance will be the personal responsibility of the individual or the receiving institute. Resources from TWAS will be used exclusively for scientists from developing countries.
It is normally expected that the institute of origin or the host institute will contribute to defray the rest of the expenses incurred by the fellowship holder.
All applications should be made on the application form specially prepared for this purpose, which can be downloaded (see links at end of this page).
Reviewing of Applications

The UNESCO/ICSU/TWAS Short-Term Fellowship Committee will review the applications received. Selection will be based on the following criteria: scientific excellence of the applicant; scientific justifiability of the proposed project (priority will be given to those applications which cannot be considered under other existing well-known fellowship programmes);

the receiving institute's degree of specialization in the applicant's proposed field of research or training; commitment of financial resources the applicant has secured from the institute of origin and host institute; age of the applicant (priority will be given to scientists below the age of 30);

geographical distribution (priority will be given to applicants from developing, Central European and Eastern European countries).


As soon as possible after the end of the visit, the fellowship holder is required to submit a report on the work accomplished to the UNESCO-ICSU-TWAS Short-Term Fellowship Committee (see address above). This report should not exceed 300 words. It should be prepared on the form specially designed for this purpose and should be co-signed by the trainee and his/her tutor. The report form is available for download (see below).

In any publication resulting from the stay abroad, it should be stated that (one of) the author(s) held a UNESCO/ICSU/TWAS Short-Term Fellowship in the Basic Sciences. The year in which the fellowship was held should be mentioned, as should the address of the institute of origin. One reprint should be sent to the UNESCO-ICSU-TWAS Short-Term Fellowship Committee.
