The River Club

“State of the Union for the Recreational World of Tennis, Golf and Aquatics”

At 9:30 a.m. Chris Clark welcomed everyone to the meeting, thanked The River Club for hosting the event and introduced the first speaker for the meeting.


Tom Daglis Bio
Tom Daglis is certified as a USPTA Master Professional by the United States Professional Tennis Association, a certification that is shared with less than 1% of the USPTA membership worldwide. His involvement with the USPTA is extensive, having served as past president for the USPTA Southern Division in '95 and '96 and currently serving on the USPTA National Board of Directors in the capacity of First Vice President.

The USPTA has honored Tom with distinctions such as 2003 George Basco Tester of the Year, 1992 Southern Professional of the Year, 2-time Georgia Professional of the Year, 3-time USPTA Southern Tester of the Year and twice with the prestigious Southern Pride of the South award. In 2006, he was awarded the USPTA's most prestigious award, as the Alex Gordon Professional of the Year. Tom has previously served as Director of Tennis at fine clubs such as Atlanta Country Club and Concourse Athletic Club. He is currently the Director of Tennis and Fitness Operations at the prestigious Lakewood Country Club in Rockville, MD. For over nine years, Tom has acted as business consultant for the Southern Tennis Academy and as president/founder of Peachtree Tennis Promotions, Inc., he has successfully directed large tennis events and coach's workshops on a national scale. His active involvement in the tennis industry has resulted in being previously selected as a USTA Zonal Coach and USTA Area Training Center Coach and Administrator. Tom has often been a featured speaker at the USPTA World Conference and USPTA Division Conventions across the country. A past president of the Georgia Professional Tennis Association, the GPTA has awarded Tom for his significant accomplishments, which include Tennis Director of the Year, Community Service Award and the Georgia Peach Award for contributions to Georgia tennis. He is presently a member of the Head/Penn Professional Advisory Staff and Speaker Bureau.

Code of Ethics

  1. Any complaint against a member of dishonest or unfair dealing, either to the public or to a fellow member, shall be referred to an ethics committee that will be appointed by the President and that will always include general counsel. In its discretion, the ethics committee will act on the complaint, including an attempt to resolve the matter between the parties. Upon the determination of the ethics committee, however, the exercise by a member of his or her legal rights will be recognized and honored, and issues of fact or law will be left to the decision of a court of law

  2. If the ethics committee, in its discretion, considers the charge to be sufficiently serious, it may refer the matter to the Board of Directors, which, after due consideration, will have the power to expel the member or to determine any lesser punishment

  3. Any member who is convicted of a serious crime, as determined by the Board of Directors, will be subject to immediate expulsion from the Association

Layne Williams Bio

Layne William is the Senior Director of Rules and Competitions for GSGA. Layne is charge of the GFGA Championship as well as the USGA qualifying round for Georgia He has managed over 400 GSGA Championships and 250 USGA qualifying rounds.
Mr. Williams is the official in charge of 50 USGA National Championships including 12 U.S. Open Championships, 12 U.S. Amateurs and 15 U.S. Men’s Amateurs.
Mr. Williams has published countless articles in various magazines discussing the rules and regulations of golf.
About GSGA

Mission Statement

  • The mission of the Georgia State Golf Association is to promote and preserve the traditions and integrity of golf in Georgia and to enhance its enjoyment


History

  • A committee of interested golfers from around the state formed the Georgia State Golf Association in 1916 following the first Georgia Amateur Championship

  • According to early records, the primary purpose of founding the Association was to conduct a state amateur championship

  • A 14-year-old Atlanta resident named Bobby Jones captured that first Georgia Amateur at Capital City Club in Atlanta

  • The GSGA was incorporated in 1924 and was managed solely by volunteers over the next five decades

  • Added the Junior Championship in 1966

  • Began administering the handicap system in 1972

  • First full-time staff director in 1973

Membership

  • The GSGA is an organization consisting of approximately 345 Member Clubs (private, public, semi-private, military and associate)

  • There are more than 75,000 men and women who are individual members at these clubs


Administration

  • The GSGA is governed by a Board of Directors, which meets annually to review the activity of the Association and to conduct business

  • The Board of Directors elects an Executive Committee to manage the business affairs of the Association during the year and to report to the Board at the Annual Meeting

Rules of Golf

  • Rules change every four years

  • There are 34 rules in the rule book

  • Two committees meet to make changes

  • The next change will not take place until 2015

  • Rule 1.1 never changes

  • 1.1 – The Game of Golf consists of playing a ball with a club from the teeing ground into the hole by a stroke or successive strokes in accordance with the Rules

  • Significant Rule changes

  • Ball Moving After Address (Rule 18-2b). A new exception is added which exonerates the player from penalty if their ball moves after it has been addressed when it is known or virtually certain that they did not cause the ball to move. For example, if it is a gust of wind that moves the ball after it has been addressed, there is no penalty and the ball is played from its new position

  • Ball in Hazard; Prohibited Actions (Rule 13-4). Exception 2 to this Rule is amended to permit a player to smooth sand or soil in a hazard at any time, including before playing from that hazard, provided it is for the sole purpose of caring for the course and Rule 13-2 (improving lie, area of intended stance or swing or line of play) is not breached

  • Time of Starting (Rule 6-3a). The rule is amended to provide that the penalty for starting late, but within five minutes of the starting time, is reduced from disqualification to loss of the first hole in match play or two strokes at the first hole in stroke play. Previously this penalty reduction could be introduced as a condition of competition

Marc has over 14 years of experience in the pool management industry. His extensive expertise ranks at the top in the business. Marc has done everything there is to do when it comes to the pool business; swim team coach, lifeguard, pool manager, repairs and renovations, and general manager. Marc has helped build and manage two multi-million dollar pool management companies in the Atlanta area.


Lifeguard Training

  • In order to be a lifeguard for Sweetwater Pools you must complete and pass the StarGuard lifeguarding course

  • StarGuard uses a hands on teaching method called experiential learning

  • The StarGuard lifeguarding course teaches:

  • Strategies for maintaining vigilance and providing surveillance in the aquatic environment

  • How to recognize, respond and provide emergency care

  • CPR for the professional rescuer, AED, Bloodborne pathogen procedures, and First Aid

  • Best practices for maximizing professionalism and personal safety


Safety

  • Breath holding games

  • Prolonged swimming underwater and breath holding is a dangerous practice that can lead to drowning

  • Huge liability



  • Scanning Strategies

  • Every five minutes lifeguards will do one of the following

  • Stand

  • Blow whistle

  • Change positions

  • Every ten seconds lifeguards will do one of the following

  • Do a sweep

  • Pools are now scanned from the bottom up


Contamination

  • Recommends iPlay swim diapers

  • Go to CDC to download threats to pools

  • CDC writing new codes for pools

  • Ozone vs. UV

  • Must use one or the other to kill off bacteria

  • Cyanuric Acid

  • Chlorine tablets and granular chlorine are the two most commonly used forms of chlorine


Main Drain

  • Main drain grates are not compliant

  • If you have a spa or lazy river you to need to make sure you do not have a recall


New ADA Law

  • New handicap pool lift change

  • The White House issued a 60-day extension that will push the compliance date for the pool lift requirement under the Americans with Disabilities Act to May 15, 2012

  • This changes will require a $5000-$6000 upgrade
