Greater Atlanta Metropolitan Distributed Workplace Initiative
Upon BellSouth’s request, the attached materials have been developed in a good faith interest for POCKETS to enter into a formalized working relationship with BellSouth regarding the creation of a distributed workplace pilot initiative in the Greater Atlanta area.
Furthermore, BellSouth has asked for a revelation of the strategic plans of POCKETS with regard to its Atlanta efforts. The founders of POCKETS have been forthright regarding the need for community partners to provide the foundation building blocks for a successful distributed workplace initiative. The founders of POCKETS have several years invested in the education of federal, state and local government officials and several commercial organizations. Understanding the driving forces for change, POCKETS is in a position, based upon the developing interest(s) of the community at large, to pioneer the first such pilot(s) by uniting with one or several technology partners.
The inertia to develop a distributed workplace pilot initiative in the Greater Atlanta Metropolitan area is based upon the following converging issues:


  1. Increased congestion and pollution in the Greater Atlanta communities;

  2. Need to develop broader mechanisms/methods to support remote knowledge based workers for both federal and state organizations;

  3. Requirements to create higher levels of sustainability with better work-life balance;

  4. Requirements of Continuity of Operations Planning (COOP);

  5. Need to develop employment opportunities for ICT workforce;

  6. Need to develop applications for greater use of bandwidth.

Understanding that not all technology companies choose to pursue market creation opportunities, POCKETS has attempted to identify the most appropriate potential stakeholders and technology partners. To that end, POCKETS presents the following alternatives as an immediate starting point for a BellSouth/POCKETS relationship.


Engagement – Level 1 – Investigation and planning preparation stage

Duration – up to 90 days

Commencement – Immediate

Purpose – Develop business case for BellSouth to assess investments and returns of supporting a distributed workplace pilot in the greater Atlanta community

Key Activities for BellSouth

1) Designate a project team to include technical, business,

marketing and legal support

2) Define required feasibility review processes (audits) necessary

for client participation

3)


Investment - $150,000 plus direct expenses

Based upon the outcome of the Level 1 engagement, BellSouth may elect to:

1) terminate its activities with respect to a greater Atlanta distributed workplace

pilot initiative;

2) continue with a Level 2 engagement or;

3) enter into the creation of a Greater Atlanta Joint Venture with the specific

purpose of developing and implementing the pilot initiative.
The requirements and objectives of a Level 2 engagement or the creation of a Greater Atlanta Joint Venture are essentially the same to prepare for a distributed workplace initiative.
1) Formation of Ad Hoc Community Planning Group

2) Development of:

A) Foundation feasibility tools,

B) Plan for multiple grant submissions (DOT and DHS),

C) Client multi Services Agreements (including SLA’s and QoS),

D) Methods, procedures, and best practices,



E) End user training programs.
With or without BellSouth’s active participation, it is POCKETS intention to mobilize the necessary local support and to seek out the most appropriate technology partners to initiate the distributed workplace transformation in today’s domestic economy. Given the vendor status BellSouth has with the GTA, it is highly likely BellSouth will benefit to a varying degree from the efforts of POCKETS regardless of its level of initial support. However, the degree of success of a distributed workplace pilot in Atlanta and the overall return to BellSouth is most assuredly related to BellSouth’s early involvement and leadership.
