(c) Awarded the first federal agency recovery audit contract resulting from the 1996 Defense Authorizations Act, recovery audit demonstration program requirement. The demonstration program was conducted for the Defense Logistics Agency. The Inspector General’s Office issued a report on August 17th, 2005 including review of this program and recommended expansion throughout the department. The Under Secretary of Defense issued Guidance to Department of Defense agencies on October 17th, 2005 for program application in agencies that enter into contract payments of more than $500 million in a fiscal year.

(a) 1996-National Defense Authorization Act, Section 354 requiring a demonstration program (Public Law 104-106; 110 Stat. 268; 10 U.S.C. 2461
(b) 2002 – National Defense Authorization Act for Fiscal Year 2002, Public Law 107-107, Subchapter VI-Recovery Audits - The head of each executive agency that enters into contracts with a total value in excess of $500,000,000 in a fiscal year shall carry out a cost-effective program for identifying any errors made in paying the contractors and for recovering any amounts erroneously paid to the contractors. PRG was called to provide expert testimony at two congressional hearings on recovery auditing in advance of this legislation.
