W ORKING METHODS , SCOPE AND DEFINITIONS In the framework of the implementation of ‘ET 2020’, in 2009 the Commission setup a group of national experts from 28 countries and 30 education systems on Early Language Learning (ELL. Following the Open Method of Coordination (OMC) 9 , the group met to discuss and exchange knowledge and good practice, developing the guidelines presented in this policy handbook The group setup two subgroups on the following themes • early teaching of a second/foreign language, • early teaching of the language of instruction and of a second language to children with a minority or migrant background.
