Activities performedLed in planning the work and organizing the environmental team on the following: (1) Together with the GIS specialist, prepare basic environmental data management in the form of a GIS that could serve as a underlying layer of the road alignment data, location of quarries and borrow pits, asphalt plants, construction camps (if known or being suggested); Environmental setting of project area of influence and information related to sensitive receptors; (2) Prepare the Initial Environmental Examination (IEE) of the project in accordance with the requirements of the ADB's Safeguard Policy Statement (SPS) 2009; and also the relevant legislation of the Government of Georgia. A sample Outline for the IEE can be found in SPS 2009; (3) Identify and assess the level of various direct and indirect environmental risks and propose associated mitigation measures. The risks may include, but not limited to the following: dust, noise and vibration due to construction works especially blasting, management and reinstatement of borrow pits and quarry sites, vehicle emission and oils spills from traffic collisions, illegal logging, poaching and water and air pollution due to the increase in road accessibility and mobility; (4) Provide sufficient information such as quantities of cut and fill, traffic projections, detailed description of any protected areas existing within the project area of influence with their biodiversity value; physical and cultural resources with their historic, cultural and spiritual value. Chance finds procedures should be proposed for possible unidentified underground relics; (5) Prepare an environmental management plan (EMP) as part of the IEE report based on the identified potential impacts, their characteristics, magnitude, distribution, and duration, sensitive receptors and affected groups. The consultant will (a) determine costs of EMP implementation; (b) assist the EA in incorporating appropriate mitigating measures into the project design; (c) prepare contractor specifications for environmental mitigation measures and monitoring to be included in tender documents; and (d) prepare terms of reference and budget for environmental supervision monitoring and evaluation by a project management consultant. The monitoring and reporting system must be integrated into the GIS; (6) Review the environmental management capabilities of the EA and relevant local authorities and recommend institutional strengthening measures; and Identify target groups and formulate questions for a meaningful public consultation.
