Activities performed:Led in planning the work and organizing the environmental team to: (1) Ensure compliance with the EMP and ensuring that it was implemented as designed with due consideration on Climate Change Adaptation Measures. (2) Assessed the burrow pit area, gravel material sources, asphalt plant in relation to the requirements of the IEE-EMP. (3) Provided training seminar as part of the capacity building to local staff of the supervision team as well as the contractor on matters of environmental protection. Conducted site supervision to ascertain compliance to environmental and community safety guidelines. (4) Provided hands on training support and advice to AZERROADSERVICE OJC on the environmental management of highway construction and operations. (5) Established environmental auditing protocols and procedures for AZERROADSERVICE OJC so that AZERROADSERVICE OJC will be able to independently monitor environmental impacts and supervise the implementation of the EMP for future project. (6) Brought up to the attention of the Contractor certain issues pertaining to vegetation protection, air quality, noise, spoil area and land use. Specific cases were cited which need proper and immediate attention from the Contractor as well as his Sub-contractor Drafted Non-Compliance letter to Contractor on specific environmental violations. (7) Wrote the Periodic Environmental Monitoring Report for the Project to be submitted to PIU and WB-IBRD.
Scope for the Addendum: To sufficiently respond to HSE issues, the following tasks were undertaken:
Formulate a Grievance and Redress Mechanism (GRM) Framework in conformance to the World Banks Safety Policy, consistent with national laws and international guidelines as well as sensitive to local social situations.
Based on the GRM framework, draft a Manual for the implementation of GRM for the Alat-Masalli Motorway (AHP2 AF-CW2008-1 IBRD LOAN 7516AZ) for the project personnel to follow.
Establish documentations of social issues which will be synthesized and form part of regular reporting of the Engineer.
Prepare a Health and Safety Plan for the Engineer’s personnel and organized the necessary training in accordance with duties of each personnel
Conduct periodic checking of availability and usage of PPE’s by all Engineer’s personnel and increase the awareness level of the staff on work safety.
Initiate and maintain a monitoring system of the Contractor’s Health and Safety Plan implementation in the project to assure worker’s and the public’s safety. Ensure that the Contractor’s HIV/AIDS awareness is maintained through sufficient information dissemination.
Establish a systematic and more stringent environmental monitoring procedure to ensure that mitigation measures are implemented with prior clarifications and elaborations in Method Statements of the Contractor.
Write the necessary reports in the social and environmental aspects as part of the required quarterly reporting requirements of the project.
Provide necessary capacity building to the Engineer’s staff on matters of health and safety, conflict resolution and mediation, and environmental protection for the project.
Train and supervise work of a local health, safety and environmental personnel who will be hired to be fulltime at the site and who will be reporting relevant items to the international staff for necessary guidance and advice. This local HSE shall also act as Grievance and Redress Officerwho will initially deal with any complaints and issues in accordance with the GRM framework and procedures in the Manual.
