TELECONFERENCE GUIDELINES CASE CONFERENCES

Teleconferencing may be applied for Status Conferences (‘SCs’) and all the Case Conference (“the Conferences”) dealt with by the Family Registry, where a maximum of two parties (aside from the court) are involved in the Conference and where both parties act by solicitor.

All solicitors concerned must consent to participate in the procedure prior to the request being made. It is the duty of the requesting solicitor to obtain the necessary agreement of other solicitors attending the teleconference. Where prior consent has been obtained, any solicitor may, as with court appearances, mention on behalf of the other solicitor in the usual manner.

The teleconferencing request form must be fully completed with the requisite details. It should be filled in and e-mailed to fjcourts_family_registry@fjcourts.gov.sg at least 2 - 3 working days before the Conference. (“the e-mail”) A copy of the e-mail shall be extended by the requesting solicitor to the e-mail address of the opposing counsel (if any) at the same time. Approval for the telephone conference will be sent to the requesting solicitor by e-mail from the Family Registry. If no approval is received solicitors are required to attend the Conference in person.

On the day of the Conference, the requesting solicitor is to be contactable by the telephone number supplied in the e-mail from 9:15 am for a Conference fixed in the morning or 2:15 pm for a Conference fixed in the afternoon.

When the judge is on the line, the requesting solicitor will introduce all parties in the usual way.

Solicitors must strictly observe the following rules of etiquette.
(a) All solicitors participating in the teleconference must be on the telephone before the call is put through to the judge conducting the Conference.
(b) Solicitors who have conduct of the relevant files must personally attend to all telephone communications with the Court. Under no circumstances should the call be handled by a legal secretary, paralegal or such other non-lawyer.
(c) To maintain the privacy of chambers’ hearings, solicitors should ensure that they are in a private room during the Conference. Solicitors must ensure that the hearings are not tape recorded or recorded in any manner without the written authorisation of the court. Solicitors should use handheld telephones and not ‘speaker’ telephones.
(d) Mobile telephones are permitted. Solicitors using mobile telephones are to ensure that there is a good connection throughout the teleconference; that they are in a conducive environment which maintains the privacy of the Conference; and that they have all the relevant papers at hand.
