REVIEW OF THE PAST HURRICANE SEASON Reports of hurricanes, tropical storms, tropical disturbances and related flooding during 2015 Report from Dominica (Submitted Dominica) DOMINICA’S REPORT FOR HC 38 For the 2015 Atlantic Hurricane Season, Dominica suffered devastating impacts during the passage of Tropical Storm Erika over the period August 26th – 27th. Other systems that impacted the island were Tropical Storm Danny, the remnants of Tropical Storm Grace and tropical waves. Additionally, trough systems produced flooding. Tropical Storm Danny moved northeast of Dominica on August 24th and at its closest point was approximately 60 miles away from the island. Most of the activity associated with Danny was located to the north of the storm in contrast to ‘Erika’ where most intense activity was in the south and east of the storm. After experiencing dry conditions for the year (with below normal rainfall recorded at both of the island’s airports), sections of the island recorded in excess of 500mm of rainfall over the 5 hour period from 3:00a.m - 8:00a.m on August 27, 2015 due to Tropical Storm Erika. Instability associated with the storm generated shower and thunderstorm activity which began affecting Dominica on Wednesday August 26th. During the early hours of August 27th, Erika’s centre passed north of the island. However, heavy rainfall and thunderstorms were located in the south and east of Tropical Storm Erika. These violent showers moved over Dominica and resulted in loss of life and damage of infrastructure due to widespread flooding, landslides and mudslides. The island was not placed under a tropical storm watch or warning; however, local statements were issued prior to the storm’s impact. The devastating economic, environmental and social impacts that were inflicted by Tropical Storm Erika have served to further limit the sustainable growth and development of Dominica. ‘Erika’ resulted in damages amounting to USD 0.5 billion (XCD 1.3 billion) and approximately 30-35 deaths (second to Hurricane David of 1979). The disaster provided opportunities for active learning. The remnants of Tropical Storm Grace moved across Dominica over the period of September 10th to 12th. The system generated shower and thunderstorm activity across the island that warranted the issuance of Flood Warnings. A trough system closed out the season for Dominica in November and produced significant rainfall across the island for which Flood Warnings were issued. Both Canefield and Douglas-Charles Airports reported in excess of 90mm or 3.5in of rainfall from November 5th to 8th.
