a. The Commander, US. Army Human Resources Command (AHRC) will establish procedures,
update supporting systems, publish specific administrative instructions, and be responsible for managing these provisions for all Regular Army (RA) and United

2 States Army Reserve (USAR) Active Guard Reserve (AGR) Soldiers to ensure they are properly carried out. b. Per reference a, paragraph b, I authorize the Director, Army National Guard
(DARNG) to publish specific guidance regarding the applicability
of the following provisions, to include implementation dates, as it related to promotion for Army National Guard Soldiers. c. Per reference a, paragraph c, Chief, Army Reserve (CAR) will provide implementing guidance and instructions for USAR (other than AGR) Soldiers. I authorize the OCAR, Deputy Chief of Staff, Gin the grade of Colonel or the civilian equivalent, exception authority to temporary promotion eligibility criteria, on a
case-by- case basis as needed, consistent with controlling laws and regulations.
4. Temporary Promotions. a. Effective with the January 2023 promotion month, the Army will utilize the temporary promotion provision (reference a, as needed, to promote RA and USAR Soldiers to the rank of Sergeant (SGT) through Sergeant Major (SGM) based on their order of merit list (OML) standing or awarded promotion points, without regard to their completion of the requisite level of professional military education (PME) required for promotion.
(1) All other eligibility requirements must otherwise be met, to include completion of the appropriate level of the Distributed Leaders Course (DLC).
(2) All USAR Troop Program Unit (TPU) Soldiers must have an approved reservation within the Army Training Requirements and Resource System (ATRRS) for the requisite level of PME required for the promotion. In those instances where multiple phases are required to complete the required level of PME for the promotion, the Soldier must have an approved ATRRS reservation for the final PME phase. These provisions do not apply to Soldiers affected by pregnancy/postpartum provisions. b. A temporary promotion is a promotion to a noncommissioned officer rank, with pay and allowances, that terminates on a specified date unless an established requirement is met.
(1) Temporary promotions that expire require the Soldier revert to their former grade. There will be no recoupment
of pay and allowances, and the Soldier’s original date of rank and effective date will be restored.
(2) Soldiers attending a requisite PME course following approval of a temporary promotion who subsequently fail the course (except for compassionate reasons) will be

4 b. The established expirations regarding award of promotion points for RA and
USAR Soldiers pertaining
to weapons qualifications, civilian certifications and/or re- certifications, and the Defense Language Aptitude Test are suspended.
6. These provisions will remain in effect for 12 months from the date of this memorandum, unless superseding guidance is published, or they are otherwise extended or rescinded. Encl DOUGLAS F.
