Introduction

Hello and Welcome to Mission Viejo High School. You have chosen to be in Ad Hoc on Terror. I commend you on your decision since this is going to be a very fun, yet serious committee. My name is Darya Abar and I will be your head chair for MVHS conference this year. Also including Jacob Arlotti as your vice, and Tommy Cooper as your legal. I am very excited about this committee and cannot wait till I get to meet everyone who is going to participate. Let me tell you a little about myself; I am a junior at MVHS; I have been in MUN for 2 years now and have loved every bit of it. I am currently in many AP classes, involved in many clubs and activities at school, and volunteer at the hospital. In my free time, I am either at the beach, curled up with a good book, or chilling with my friends. Even though I somewhat sound like a nerd I really love everything about MUN and instead of watching Jersey Shore I watch Presidential debates! Yep….. Defiantly nerdy! Just in case you have never heard of the committee Ad Hoc on Terror here are few facts about the committee. The AD Hoc committee was created by General Assembly resolution 51/210 on December 17th, 1996. The committee was established to conclude an international convention for prevention of terrorist acts and the suppression of acts of nuclear terrorism. It also addresses the means of further development of an extensive legal framework of conventions dealing with international terrorism. In other words, it measures taken and decided to eliminate international terrorism.

The topics being discussed will be Terrorism in United Kingdom and Joint Terror investigations. These topics are very interesting and exciting and I will do my best to make this committee amazing. I am looking for delegates who stay on policy, are diligent hard workers, diplomatic, passionate, and are well aware of the topics listed above.

  1. Background of Topic

As early as the 20th century the UK has been experiencing terrorism. Especially from the Irish, one of the many attacks have been from the IRA (Irish Republican Army) which from 1916 to 1923 carried out many attacks against symbols of British power. They attacked 300 police stations constantly and burned down many docks and warehouses. This event has been known as Bloody Sunday. Terrorism in the UK has increased epically that since 2001 till 2009 1834 people have been arrested in connection to terrorism and 237 of those people were convicted. Many organizations have been banned due to their relation to terrorism; some of these groups include Al Qaeda and the Liberation Tigers of Tamil Eelam. Some Terrorist Plots and attacks occurred in the last 10 years include; the 2006 transatlantic aircraft plot and the Omagh attack in April of 2011. The 2006 transatlantic aircraft plot was when 11 individuals tried to set off liquid explosives carried on board several airliners traveling from the UK to the USA. However, the attack failed and the 11 individuals were captured. The most recent attack was the Omagh attack in April of 2011, a car bomb exploded under the vehicle of a newly appointed catholic police officer in Omagh, County Tyrone, killing him. It was the first terrorism related death in the UK since 2007. Overall, United Kingdom has had to suffer many attacks and plots from terrorist seeking to destroy the country as a whole for many decades.

  1. United Nations Involvement

On the 28th of September 2011, the UN adopted a world wide ranging solution under the enforcement provisions of the UN Charter to stop the financing of terrorism, criminalizing the collection of funds for such purposes, and immediately freezing terrorist financial assets. The United Nations has long fought at the focal point of international efforts to stop terrorism and to propose a legal framework explaining all its aspects. Many conventions have been held to negotiate this topic such as 1979 convention against taking of hostages and 1997 convention for the suppression of Terrorist Bombings. The Un is constantly continuing its effort in empowering the global norm against weapons of mass destruction, end the marketing of small arms to non-state groups, get rid of landmines, improve the protection of nuclear and chemical facilities, and have a major increase in vigilance against cyber terrorist threats. Here are some agency’s set up to fight terrorism IAEA, OPCW, ICAO, IMO, UPU, WHO, and the UNODC. Overall the UN is doing as much as it can to stop terrorism in the UK.

  1. Bloc Positions

1. Western Bloc: The Western Bloc has condemned all terrorism in the UK and has in the past years aided them in stopping the terrorism in the country.

2. Middle Eastern Bloc: Many Middle Eastern countries have been behind the attacks laid upon the country; however, many have also condemned the actions occurred in the country relating to terrorism

3. Asian Bloc: The Asian countries are highly shocked and disrupted by the acts of terror in posed in the UK and highly condemn it.

4. African Bloc: The African countries are as well as other countries mentioned earlier condemn all the terrorism happening in the UK.



  1. Possible Solutions

Create a type of Strategy to prevent attacks of terrorism in the UK. Understand your country’s policy and group with other countries to create a motive to stop the spread of terrorism in the UK. Also try to compare it other strategy’s the UK has created to help its own society improve. Be very creative and produce the most beneficial and reasonable resolution you can achieve.
