Biographical data form of candidates to human rights treaty bodies

I have worked largely in my chosen occupation of legal academia. In 1993, I was appointed the Blake Dawson Waldron Professor in Industrial Law in the Faculty of Law of the University of Sydney. I was the first totally blind person to be appointed to a full professorship in any faculty at any Australian university. From July 2002 to September 2007, I served as Dean of Law, University of Sydney, a position that afforded strong managerial and financial experience. Again, I was the first blind person to become Dean of any Faculty in Australia. I was the inaugural President of the Australian Labour Law Association and I served from mid-2001 to November 2009. From September 2006 to September 2009, I served as the Asian Regional Vice-President of the International Society for Labour and Social Security Law.

As a person with a life-long disability, I have an understanding of what exclusion means and thus know the urgent need for making all human rights accessible for and inclusive of persons with disabilities. In November 2008 I was elected as a member of the Committee on the Rights of Persons with Disabilities for a period of two years, and I am the 2010 Committee Chairman. In this role I have worked hard to contribute to the global effort to make information, education and employment available to all (see more information at www.ag.gov.au/mccallum). I have been a Director, and since 2006, a Deputy-Chair on the Board of Vision Australia, Australia's largest organisation for the blind where I have been especially involved in promoting computer-based assistive technologies for blind and vision impaired persons. Since 2003, I have been the Chair of the Board of Directors of Radio for the Print Handicapped of New South Wales Cooperative Ltd which operates Radio 2RPH. This radio station which operates a free to air channel, reads out newspapers, magazines and books for blind, vision impaired and other print handicapped persons. In September 2008, I was appointed as an inaugural member of the National Disability and Carer Council which was established by the Australian Government as an advisory body.

I have published extensively, writing books and more than 100 chapters, journals, articles and papers. My most recent publications in the field include: “The United Nations Convention on the Rights of Persons with Disabilities: Some Reflections” (March 3, 2010) Sydney Law School Research Paper No. 10/30, and “In Search of Origins: Blindness in History and Law”, the 2nd Matt Laffan Lecture in Social Justice, University of Sydney, 27 April 2010, available at < http://sydney.edu.au/law/video/ > and shortly in the Australian Bar Review Vol 33.

I am a Chancellor for the Copperbelt University-Zambia. I run a consultancy firm which provides a wide range of services in General and Human Resource Management, Quality Management, Productivity Improvement, and Organization Development.

Taught at the University of Zambia (UNZA) and the Copperbelt University and also worked for the former Zambia Consolidated Copper Mines (ZCCM) limited. Among the positions held include, Dean of the School of Humanities and Social Sciences at UNZA; Chief Industrial Psychologist and Senior Manager-Management Services Research and Industrial Relations in ZCCM; Chairman of a Commission of Inquiry; Chairman of three Boards of Directors; Vice Chairman for the University of Zambia Council; founder Chairman of the Zambia Institute of Public Policy Analysis (ZIPPA); President of the Southern African Universities Social Science Conference. I provide consultancy to both local and international organizations. Furthermore, I have authored four books, chapters in five books, numerous articles for both academic and professional journals, conference papers, technical reports and book reviews.

Silvia Judith Quan is a 40-year old visually disabled woman. Born in Guatemala, her academic qualifications include: a pre-graduate degree in Mathematics, a graduate degree in Chemistry, Post-graduate degrees in Social Management and in Gender Studies, and a M.A. in Human Rights.

Her work experiences includes: Academic and research work in Guatemala’s Universidad del Valle, social management in Guatemalan Foundation for Deaf-blind Children. She has also been researcher at the International Disability Rights Monitoring sponsored by Center for International Rehabilitation CIR(USA), and coordinator of the projects for research on disability and sexuality, and on gender and disability, both sponsored by the Guatemalan National Council for the Disabled (CONADI).

Since 2003 she is the Director of the Disability Rights Advocacy Unit at the Guatemalan Ombudsman’s Office (NHRI); she represents the Ombudsman´s Office at CONADI and does advocacy and promotion of human rights of people living with disabilities. She was instrumental for the Guatemalan Ombudsman´s resolutions declaring that human rights of people with disability had been violated, specifically: the rights to health, to accessible transportation, to education, to social security, to freedom of association, as well as labor rights. She has also promoted mediation as a successful conflict resolution methodology in those cases she has been required to intervene. In her advocacy work she has paid particularly attention to and promoted civil society demands

She played an important role in the UN Ad Hoc Committee which drafted the Convention on the Rights of Persons with Disabilities, serving as advisor to the Guatemalan delegation, and as member of the lobbying team representing the Inter-American Institute on Disability and Inclusive Development (IIDI). After the international treaty’s adoption, she has promoted and followed up on Guatemala’s ratification, and is currently monitoring the different processes that the government institutions have started to comply with the Convention’s provisions.

Her role as advocate with a gender perspective has also been outstanding at regional and international levels. She’s an active collaborator of the Latin-American Network of Non-Governmental Organizations of Persons with Disabilities and their Families (RIADIS). She has also been a speaker in conferences throughout Latin America and the Caribbean, in North America and Europe.

She’s a member of the Boston-based Disability Rights Fund’s (DRF) Global Advisory Panel and Steering Committee. The DRF is a collaborative project aimed at supporting persons with disabilities in the advancement of the UN Convention, by providing grants to organizations in developing countries in the Global South and in Eastern Europe.
