Field Surveying Services


  1. Provide a Survey Crew with a Licensed Land Surveyor crew chief registered in the Commonwealth of Pennsylvania to perform any required services related to establishing or verifying horizontal or vertical project controls and verification of quantity measurements.

b) Establish or verify, as required, primary control lines, monuments and benchmarks as shown on the contract documents and as necessary to complete the Project.


c) Verify the accuracy of the contractor's work, as necessary, throughout the Project.
f) Verify as-built construction lines, grades, permanent monumentation, and other data as required.
g) Record and maintain, in a professional manner, all data compiled under this Section in field books which will be turned over to Authority at the end of the Project.
4.3.5 Claim Support Services
a) Provide technical support to resolve disputes with the contractor and participate in negotiations, mediation, court and/or arbitration cases arising out of the Project.

b) Prepare analyses of Authority and contractor claim issues to assess liability, causation and damages of each based on entitlement and CPM scheduling and provide a recommendation as to merit of each claim within thirty (30) days of receipt.


c) Provide technical support and expert testimony for any legal proceedings arising out of the Project, including the retention of independent experts for support, if required.
d) Prepare settlement records following resolution of Authority and contractor claim issues documenting contract background, claim history, negotiations, justification for settlement, causation, and damages.
e) Provide technical support to resolve injury and property damage claims arising out of Project construction activity.
4.3.6 Project Management/Administrative Services


  1. Provide a suitably qualified Project Manager with minimum ten (10) years of appropriate experience, responsible for all work under the Project.

b) Prepare progress reports of CM Services showing as-planned and actual progress of work tasks on a monthly basis in a form acceptable to Authority. Progress Reports shall evaluate status of CM Services to date, projections to completion, and anticipated variances from budget. Progress Reports each month shall reiterate that CM Services will be provided at or below individual Work Order budgets unless otherwise noted and justified.


c) Prepare and submit invoices for CM Services monthly for reimbursable costs, overhead, and fixed fee incurred for such period, including appropriate support documentation. Such invoices shall be in a form acceptable to Authority.

d) Provide management of all subcontracts including, but not limited to, selection, preparation of agreements and administration.


e) Maintain Project File including, but not limited to, all correspondence, reports, schedules, contractor submittals, permits, original contract documents, addenda, change orders, field orders and daily log books in accordance with Authority's filing system and procedures. All Project File documents shall be turned over to Authority upon Project completion.
f) Submit for approval and maintain, for the duration of the Contract Services, an internal QA/QC plan that is in accordance with FTA guidelines, specifically FTA-MA-06-0189-92-1 Quality Assurance and Quality Control Guidelines, and follow the 15 elements described therein.
g) Submit for approval and maintain, for the duration of the Contract Services, the CM’s Construction Management Service Procedures Manual. The CM shall actively execute and implement the procedures as outlined in the approved Manual. The Manual shall, at a minimum, address certain Authority procedures which are outlined in Authority’s Construction Management Services Procedures Manual dated August 2006.
4.4 Project Characteristics
Specific Contract Services to be provided under this Agreement will relate to the projects shown on Exhibit 11 and to other projects which the Authority may build during the term of the Agreement. These projects will have their own characteristics and schedule identified as part of each individually negotiated and authorized Work Order under the Agreement. Future projects will be of variable size and duration, may be concurrent, and may include new construction types and/or repair and maintenance types including highway or fixed guiderail systems, on grade or structure and/or multi-prime contract building trade types. These projects may involve construction work at light rail and/or busway stations, garages or other facilities and may involve interface with the communities, patrons and Authority operations. Project(s) may require work time restrictions, as determined by Authority.
4.5 Work Order Authorization Process
As individual Authority projects are identified within the service category, Authority will request a Work Order proposal from the highest rated firm that is under contract with Authority for that category. The highest rated firm shall respond to Authority within the time period specified by Authority by submitting a proposed Work Order in the form provided in Exhibit 1- Schedule 2.2. Authority will review the proposal and may request the highest rated firm to make revisions. Based upon the initial proposal and any revisions, a Work Order will be negotiated and executed for the project.
If Authority determines, prior to issuance of a Work Order that the highest rated firm is unable to perform the project scope of work to an acceptable professional standard, or within an acceptable timeline, or for a fair and reasonable price, Authority may negotiate the Work Order with other firm(s) under contract for the service category in order of ranking.
4.6 Authority-Furnished Documents
For each Work Order, Authority will furnish to the CM each of the following

non-proprietary materials:


a) Construction Contract Documents for each assigned Project which includes at a minimum, Contract Forms, Terms and Conditions, Technical Provisions and Prevailing Wages for the Project, as available.

b) Original reproducible drawings showing, civil, architectural, structural, mechanical, electrical and other details of the Project, as available.


c) As-built drawings, survey, geological, right-of-way and other pertinent information, as available, in Authority's possession which relates to the Project area.
The above mentioned material will be for the use of the CM to develop Work Order proposal and during the Project. Upon completion of the Project, all material obtained from Authority, in addition to all the material developed by the CM for the Project, will be delivered to Authority and become Authority's property.
4.7 Electronic Document Communication
4.7.1 Web Based Electronic Document Management & Storage Software Suite

Submit for approval and maintain, for the duration of the Contract Services a secure web based electronic document management and storage software suite (Share Point or equal) accessible to Authority and appropriate project stake holders & participants. Each project within each category shall have its own secure web based electronic document management and storage file folder within the software suite.


4.7.2 Electronic Tablet Devices
The use of electronic tablet devices (iPad, Surface Pro or equal) in the field for quick reference to specifications, drawings and other contract/project related information is encouraged for the duration of the Contract Services. This is not a requirement, however it is considered to be beneficial to construction management and inspection services.
