Generally the effective date for the Homeless with support category will be the date the designated support program provider or specialist service started working with the individual or family based on their most recent episode of homelessness.
To ensure households are not disadvantaged as a result of not being able to access support immediately, when a support organisation lodges an application on their behalf they may specify an effective date based on when the household was placed on a waiting list to receive support after an initial assessment and planning interview.
Note: If an individual or family has received a Notice to Vacate to leave a rental property and is assessed as requiring support by an IAP worker, the date they actually vacate the property is used as the effective date for the Homeless with support category, not the date they first present to the service (or access support).
The effective date of applications lodged on behalf of individuals in the following circumstances is backdated to the date the support worker commenced working with them in relation to their most recent episode of homelessness, or alternatively, in preparing them for independent living:

exiting short-term care/treatment services including hospitals, disability residential services, Mental Health Secure Extended Care or Community Care Units
-
receiving care through a Children Youth and Families funded Leaving Care program
-
leaving a secure facility under the Youth Justice Pathways or Corrections Housing Pathways initiative.
Note: In these circumstances the Department accepts applications assessed by a designated support program provider or specialist service up to a maximum of six months prior to the individual’s anticipated release or exit date.
Effective date when upgrading an application to the Homeless with support category
There are situations where a household experiencing homelessness is approved to another waiting list category however cannot access support, and later receives assistance from a designated support program provider or specialist service. In these situations the effective date for the Homeless with support category will be the date the delivery of support commenced, or the date the individual or family were assessed as requiring support and were added to a waiting list to receive support.
Effective date when downgrading an application from the Homeless with support category
If it is determined an individual or family is no longer eligible for the Homeless with support category but they meet the criteria for another early housing category, the effective date is the original Homeless with support effective date.
If the application is downgraded to the General Housing category, the effective date is changed to the date the application was lodged.
Generally applications lodged on behalf of the individual or family by a designated support program provider or specialist service under this category will be approved by the Housing Advice and Assistance Team (HAAT) Team leader at the local office. Delegation to approve the application effective date also rests with the HAAT Team leader. In circumstances where the HAAT Team leader is unavailable, a Department staff member at VPS4 level or above may approve applications to the Homeless with support category.
Support Requirement Support programs delivered by a designated support program provider or specialist service
Homeless with support applications must be lodged on behalf of the individual or family by an organisation funded under a designated Department /Commonwealth support program, or by a specialist service providing support as per existing Departmental service agreements (described in the table below).
The organisations that are funded to deliver designated support programs have been provided with an External Party Reference Identification Number (EPRIN) that confirms they are approved by the Department to complete and endorse applications for the Homeless with support category. The EPRIN of the support organisation is to be entered on the application form.
A manager of the support organisation is also required to review and endorse the application form. Managers must have a level of delegation at their organisation allowing them to commit the organisation to meeting the Department’s support expectations at housing allocation stage.
