Output Group 3.2 I Support for People with a Disability

Contribution to Outcome 3


Support for People with a Disability contributes to Outcome 3 by:

promoting independence and self reliance through support for the provision of rehabilitation services, specialist employment services and other services for people with a disability

helping to support people with a disability with limited means through the provision of income support.

Strategies


Negotiate the third Commonwealth State Territory Disability Agreement with state and territory governments, focusing on better outcomes for people with disabilities and improved reporting and accountability

Introduce expert work capacity and medical assessments for people with disabilities, injuries or illnesses to help improve their participation in the community.

Improve targeting of DSP consistent with the goals of increased participation and self reliance

Assist all Australian Government organisations with the implementation of the Commonwealth Disability Strategy

Facilitate national events such as the Prime Minister’s Employer of the Year Awards, International Day of People with a Disability and the Disability Calendar

Facilitate participation of people with disabilities at national and international conferences, and access to recreation information and captioned entertainment videos



Promote and deliver continuous improvement of disability employment assistance and rehabilitation services through the introduction of the quality strategy and the development of a wage assessment system suited to business services, trials of case based funding model for disability employment assistance and rehabilitation assessment and purchasing arrangements.

Outputs under Output Group 3.2

Commonwealth State Territory Disability Agreement


Provides the framework for the provision of specialist disability services. Under the agreement, state and territory governments are responsible for accommodation and related services with the Australian Government providing employment services.

Disability Support Pension


A means-tested income support payment for people with a physical, intellectual or psychiatric impairment who are unable to work for at least 30 hours per week at award wages, or be re-skilled for such work, within two years because of their impairment (special rules apply for people who are blind).

Mobility Allowance


A non-means tested income supplement to help with transport costs for people with disabilities who are in employment, vocational training, a combination of work or training, voluntary work or job search, who are unable to use public transport without substantial assistance.

Sickness Allowance


A means-tested income support payment for people who are temporarily incapacitated for work or study due to illness and who have a job or course of study to return to.

Wife Pension (DSP)


A means-tested income support payment available to female partners of DSP recipients who were on payment as at 30 June 1995. Since 1 July 1995, this payment has been closed to new applicants.

Employment assistance and other services

Advocacy


Enables people with disabilities to more fully participate in community life, and achieve and maintain rights as citizens, involving their families where possible and appropriate.

Employer Incentives Strategy


Encourages employers to provide durable job opportunities for people with disabilities, including workplace modifications, wage subsidies, supported wage assessments and the disability recruitment coordination service.

Disability Employment Assistance Program


Provides funding for services to assist job seekers with permanent disabilities that require ongoing support to find and maintain employment.

Print Disability Services


Subsidise the production of print material in alternative formats such as audiotape and Braille.

Caption and Information Services


Helps people with disabilities access recreation information and captioned entertainment videos for people who are deaf or hearing impaired.

Prime Minister’s Employer of the Year Awards


Each year recognises a wide range of employers who have demonstrated excellence in employing people with disabilities.

National Disability Advisory Council


Provides consumer-focused advice to the Minister for Family and Community Services on disability issues and encourages consultation between the Government and people with disabilities, families, carers and service providers within the disability sector.

Commonwealth Disability Strategy


A whole-of-government approach to encourage Australian Government agencies to design and deliver policies, programs and services which are accessible to people with disabilities. See Appendix 2 for a report on FaCS’ performance against the strategy.

Rehabilitation services


Improve function and independence of people with disabilities so they can gain or retain suitable employment or live independently.

Performance summary

Key achievements included:


significant progress in negotiations to secure the third Commonwealth State Territory Disability Agreement, with six of the states and territories agreeing to sign the Agreement by 30 June 2003

successful implementation of the AWT Better Assessment and Early Intervention measure, which focuses on a better assessment of work capacity to help improve people’s economic and social participation

round table consultations with disability peak organisations on the Building a simpler system for jobless families and individuals welfare reform discussion paper to encourage discussion on issues such as income support eligibility, including help for people with particular disability-related needs

research that gave useful insights into barriers for people with disabilities in accessing the services and programs of Australian Government agencies

release of the report of the assessment and contestability trial, designed to obtain information on the private market’s capacity to deliver Government-funded vocational rehabilitation, test alternative approach to assessing the abilities and needs of people with disabilities, and determine if outcomes for individuals would be improved

presentation of the Prime Minister’s Employer of the Year Awards at Parliament House in August 2002. These awards recognise businesses that employ people with disabilities, demonstrating that disability need not be a barrier to a successful and productive working life.

a submission to Productivity Commission study into red tape for general practitioners.

Significant progress was made on implementing disability employment assistance reforms this year, with:

presentation of the final report of the three-year case based funding trial in October 2002 followed by national consultations in November and December

7130 new disability employment assistance places released and more than 60 000 job seekers with moderate or severe disabilities receiving assistance to find and keep jobs

implementation of a quality assurance framework for disability services

development, testing and implementation of new streaming arrangements for disability employment services and Job Network, in cooperation with the Department of Employment and Workplace Relations and Centrelink.

Case based funding is a major initiative of the Australian Government’s disability services reforms. The extensive trial and evaluation found that it enhances job seeker access and choice of services and delivers durable employment outcomes. It has been applied to all new places since July 2002.

Work is required to:


conclude negotiations on the third Commonwealth State Territory Disability Agreement and implement strategies agreed under bilateral agreements with individual states and territories

evaluate participation outcomes following assessment under the AWT Better Assessment and Early Intervention initiative

continue efforts to reduce the administrative burden on general practitioners by reviewing FaCS and Centrelink medical information requirements

implement the 2003-04 Budget measure to introduce service updates for DSP clients

develop a shared disability research agenda with research institutes working in partnership with FaCS

further consider policy options to ensure the long-term sustainability of the DSP Program

finalise case based arrangements for disability employment assistance, including business rules and pricing for business services, work-based personal assistance. New Apprenticeships and top-up payments for existing high-cost workers

develop a financial modelling tool to help services predict their funding under case based funding



finalise the development of the new business service wage tool in consultation with the sector.
