engineering, computer science, physics,

engineering management or related field desirable.
MISSION:

SPAWAR Systems Center Atlantic rapidly delivers and supports solutions that enable information dominance for our Naval, Joint, National, and Coalition Warfighters.


RESPONSIBILITIES:
PERSONNEL: 120 military, 4000 civilian
BUDGET: $5 billion
DUTIES:

The Commanding Officer (CO) leads an Echelon III Command responsible for providing capabilities in the fields of intelligence, surveillance, and reconnaissance; cyber warfare; command and control; information and knowledge management; communication systems and related enabling technologies.



SSC Atlantic works closely with Fleet, systems commands, and Navy partners to deliver Information Dominance capabilities. The Command is comprised of a workforce of over 4000 civilians and 120 military members located in Charleston, SC; New Orleans, LA; Norfolk, VA; Washington, DC; Tampa, FL and Outside the Continental United States (OCONUS). Funding totals are approximately five billion dollars annually. The CO plans and structures the organization to meet Naval policy, guidance and programmatic goals while making the most efficient use of resources and leading the development of new and innovative IT solutions for a broad customer base. The incumbent exercises Non-Judicial Punishment (NJP) authority, serves as the Equal Employment Opportunity Officer and as a member of the SPAWAR corporate leadership team.
This position is designated a Critical Acquisition Position (CAP) in accordance with Navy Service Acquisition Executive (SAE) (Assistant Secretary of the Navy, Research, Development and Acquisition) guidance, specifically the Department of the Navy Defense Acquisition Workforce Improvement Act (DAWIA) Operating Guide dated 24 June 2014.
MANDATORY QUALIFICATIONS:

  1. Meet requirements for Defense Acquisition Workforce Improvement Act (DAWIA) Level II certification in Systems Planning, Research, Development and Engineering (SPRDE) Program Systems Engineer (SPRDE-PSE) or SPRDE Systems Engineering (SPRDE-SE); and complete Level III certification in the appropriate designated position career field within 24 months of assignment (documentation submitted to change position career field from SPRDE-PSE to SPRDE-SE). Level II certification in Program Management (PM), Production, Quality and Manufacturing (PQM), and Information Technology (IT) may be considered but Level III certification in the appropriate designated position career field must be completed within 24 months of assignment.




  1. Meet requirements for DAWIA designated Critical Acquisition Position (CAP), (e.g., Acquisition Corps membership, special statutory requirements, certification, tenure obligation).




  1. Knowledge of DON and DoD systems acquisition management and integrated logistics support.




  1. Technical knowledge of information network systems, applicable technology and engineering.




  1. Demonstrated experience in providing leadership and direction in overall program integration, systems engineering management, and systems acquisition.




  1. Ability to review and analyze implementation of governmental programs and ensure there is effective level of monitoring and evaluation.




  1. Eligibility for Secret clearance.




  1. Successful performance of assigned duties requires a bachelor's degree in engineering or a related engineering or physical science discipline from an accredited college or university.


DESIRED QUALIFICATIONS:

  1. Two years experience as Program Manager, Deputy Program Manager or Assistant Program Manager of a major Acquisition Program Office (ACAT I or II) to include documented experience in budget management, Planning, Programming, and Budgeting System (PPBS) & Program Objective Memorandum (POM) development, milestone decisions, and technical evaluation board.




  1. Experience and knowledge of program and engineering management, integration, and acquisition of Information Technology (IT) systems.




  1. Recent experience in Office of the Chief of Naval Operations (OPNAV), Systems Command for Naval Sea, Naval Air or Space and Naval Warfare (NAVSEA, NAVAIR, SPAWAR), or Program Executive Office (PEO) experience and/or experience at Echelon I or II commands to include stakeholder relationships, communications, and consensus building.




  1. Established relationships with Industry and/or relevant Professional Organizations.




  1. Demonstrated experience in the integration of Commercial Off-the-Shelf (COTS) products and legacy DoD systems as part of an integrated system to include the organization and execution of large-scale test and evaluation events.




  1. A graduate degree in electronic engineering, physics, engineering management, or a related field is desirable.
