By : M.S.Yatnatti: Editor and Video Journalist Bangalore : Prof. Sunaina Singh is successfully completing her assignment as Vice Chancellor of EFLU with track record of achievements and same success need to be repeated at CUK as many academic organization and prominent educationists and NGOs are supporting her and recommending her name for the post of VC CUK . CUK need VC woman power and dynamic leadership of Prof. Sunaina Singh one of the distinguished academician and administrator and have experience developing and running University. HRD Minister Smt Smriti Zubin Irani and Prime Minister Shri Narendar Modi is requested to appoint Prof. Sunaina Singh as VC of CUK which need to be evolved and developed into a fully functional University..The Central University of Karnataka (CUK) has been established by an Act of the Parliament (No. 3 of 2009) at Gulbarga, Karnataka. It is one of the 16 new Central Universities established by the Government of India during the UGC XI Plan Period to address to the concerns of ‘equity and access’ and to increase the access to quality higher education by people in less educationally developed districts which have a Graduate Enrolment Ratio of less than the national average of 11%.

Prof. Sunaina Singh has acquired international fame for her academic achievements in the field of English literature. She is the illustrious daughter of an illustrious father, Prof. Satyanarain Singh known for his profound scholarship in English literature. She literally stepped into her father’s shoes – both being professors of English at Osmania University, Hyderabad. Academic excellence is in her genes. Prof. Sunaina Singh’s sartorial elegance and an infectious smile compliment her intelligence and brains. She has been a visiting professor to Columbia University, Mc Gill University, University of Brussels,University of Toronto, Carleton and McMasters. She is the recipient of the Post Doctoral Faculty Award (2005) from the Ministry of Foreign Affairs, Canada and the Rashtriya Gaurav Award (2011). She was the chairperson of Shastri Indo - Canadian Insitutute and also the India Studies National Chair at Shanghai University, China. She represents the Government of India in many universities in India.

Prof. Sunaina Singh successful Tenure at as Vice Chancellor of EFLU: Prof. Sunaina Singh obstacles are the way. She has masterminded the timeless art of turning trials and problems into Triumphs .It is the courage to continue in any situation that matters. Prof. Sunaina Singh believes Henry Ford was right when he said “coming together is the beginning, keeping together is progress, and working together is success”. Foundation stones are laid for grand projects which do not see the light of the day. Amidst such sickening scenarios, comes a silver lining. Prof. Sunaina Singh is an academic and she knows the value of promise. She made a promise and has kept it ! On taking charge as the Vice Chancellor of EFLU, on 14 May 2013, the learned professor spoke thus: ‘’ Within 30 days, I will be finalizing the land deal with Kerala government for the new campus in the state.’’ Prof. Sunaina Singh meant it. She turned things around. She pursued the matter earnestly and obtained all clearances for the land to build the EFLU campus at Malappuram in Kerala . She used her good offices to impress upon the Kerala Chief Minister Oommen Chandy to allot the land immediately. She met the then Union Minister of State for External Affairs E. Ahmed, who hails from Kerala, and the Education Minister of Kerala Abdur Rab to get things going at a brisk pace. Prof. Sunaina Singh has done great service to the nation in this regard. If she had not accomplished the setting up of the EFLU campus in Kerala, the funds allotted in the Five Year Plan – Rs 125 crore would have lapsed by March 2013. She was able to set up the campus in time which was launched by the Chief Minister Oommen Chandy. It is a feather in her cap. This is an outstanding achievement for any vice chancellor who takes charge and makes such projects possible within a year’s time ! Prof. A. V Suresh Kumar, Faculty of English, Osmania University, Hyderabad, a long time colleague of Prof. Sunaina Singh, paid encomiums to her versatility, humility and magnanimity. He appreciated Prof. Sunaina’s zest for excellence. The EFLU campus has started functioning. It is offering a flash P. G Diploma in Teaching of English from the academic year 2013 - 2014. In due course, it will offer post graduate and doctoral degrees in English, Hindi, Arabic and many European languages like the EFLU main campus at Hyderabad, EFLU campuses at Lucknow and Shillong. It will do a world of academic good to Malappuram, which has a literacy rate of 96.47 %, according to 2011 census.

Objectives of The Central University of Karnataka (CUK) : To disseminate and advance knowledge by providing instructional and research facilities in such branches of learning as it may deem fit.To make special provisions for integrated courses in humanities, social sciences, science and technology in its educational programmes. To take appropriate measures for promoting innovations in teaching-learning process and inter- disciplinary studies and research. To educate and train manpower for the development of the country. To establish linkages with industries for the promotion of science and technology; and to pay special attention to the improvement of the social and economic conditions and welfare of the people, their intellectual, academic and cultural development..

The CUK, with its territorial jurisdiction all over Karnataka has been initiated  its activities from the academic year beginning August 2009 in keeping with the philosophy of achieving and maintaining the highest levels of academic excellence, sensitivity to equity and access in enrolment and recruitment and emerging as a premier national educational and research institution in the country.621 acres of land at Kadaganchi Suntanur villages on the Gulbarga-Waghdhari Inter-State Highway in Aland taluka identified by the Karnataka State Government has been handed over to the university, where the work of construction of boundary wall is nearing completion and work on various buildings for the first phase of campus development will begin soon.  The university is functioning from its temporary premises at the IInd floor of Karya Soudha, Gulbarga University Campus where the administrative office, classrooms, library, computer lab and other infrastructure is presently located.
The University is aware of its being a 21st century institution in an India that is fast emerging as a global hub of skilled and trained manpower and an important player in knowledge economy. It is thus necessary that new universities take an active and synergetic role in evolving as socially conscious beacons of knowledge by constantly innovating and updating knowledge and information. The CUK keenly identifies with these thoughts and will strive to be a path-breaker in its academic endeavours both in terms of the content and quality of teaching. A strong interdisciplinary approach, coupled with a cafeteria based credit semester system is thus the natural choice for this new university.Gulbarga (also known as Kalburgi) is a town in the south Indian state of Karnataka 613 Km north of Bangalore and well connected by road to Bijapur , Hyderabad and Bidar . Trains from southern part of India to Mumbai and Delhi pass through Gulbarga.It was founded by the Bahmani Sultans in the 14th century as their capital. It is the land of the great Sufi saint Khaja Bande Nawaz and the social reformer Basweshwara. The history of the region dates back to the 6th century when the Rashtrakutas gained control over the area, but the Chalukyas regained their domain and reigned for over two hundred years. The city flourished during the rule of Nizams.In 1948 Hyderabad state was annexed to the newly-independent Indian Union, and in 1956 the state of Hyderabad was partitioned among neighboring states along linguistic lines. Most of Gulbarga district became part of Mysore state, later named Karnataka. Gulbarga has 10 Talukas; Aland, Gulbarga, Sedam, Afzalfur, Shahapur, Chincholi, Yadagiri, Jewargi, Surapur and Chittapur. Gulbarga district border s the states of Maharastra and Andhra Pradesh.Gulbarga is a historic place which has a strong mystical undercurrent in the sense of being the origin of the social reformation movement of the great 12th century saint Basweshwara and also the seat of the great Sufi saint Khwaja Bande Nawaz.The university keenly identifies itself with these universal symbols of humanism and harmony who were also responsible for the general trend of education in the sense of enlightenment and upliftment of the masses. These ideas have found expression through the famous and old symbol of the ‘Tree of Life’ which is taken as the basic motif for the logo and expressed in contemporary terms. The figurine at the bottom, representing the scholar, is seen reaching out to life in all its expansiveness and leading to knowledge and enlightenment.
Gulbarga is hot climate-wise and the temperatures reach over 45 degree Celsius during the summer months of April-May with the latter being hot and dry. The rainy season is from June to October followed by a short and sharp winter till January.Gulbarga is a historic place which has a strong mystical undercurrent in the sense of being the origin of the social reformation movement of the great 12th century saint Basweshwara and also the seat of the great Sufi saint Khwaja Bande Nawaz.The university keenly identifies itself with these universal symbols of humanism and harmony who were also responsible for the general trend of education in the sense of enlightenment and upliftment of the masses. Universities Need to go Digital and Online: UGC and IGNOU need to debate on online education with DEB /IGNOU outsourced labs before finalizing national policy and regulations on distance education. Higher education today is undergoing a radical change, posing new age challenges to universities and NAAC should rise to the challenges and face it head on and solve the issues of standardization of online distance learning. Instead of colleges only Labs needs to be outsourced as computer is class room , computer lab, play ground for online gaming ,library ,research center ,online mentoring ,online chat ,video conferencing and face to face online Online government are possible and run then why not online education with live teachers and outsourced labs online examinations and online evaluation and results and entire management of University with University management systems and UGC can manage it on real time basis on dash board every day and every minute for all Universities and research centers .UGC should formulate new education policy on online education with outsourced Research Labs with Lab Instructors /Teachers and specially trained online professors .Heavy Demand for Online education and E-learning : Online government are possible and run then why not online education .Lot of teachers are trained to teach online and many teachers teach US students from India .When central government is providing AKASH TABLET computer and smart phones to every students at very affordable cost and 3G connectivity is available and online education is becoming reality through videoconferencing and video call. A new era of online education is dawning India and abroad .The LABS are outsourced to study practical’s in engineering and science education for distance learning students without sacrificing quality of education. Engineering education through distance learning will make poor students to study engineering without botheration of huge donations /corruption / hurdles of entrance examinations and provide equal opportunity to study engineering and MHRD need to really commend the efforts of many universities in this respect. There is an increased use of virtual classrooms (online presentations delivered live) as an online learning platform and classroom for a diverse set of education providers. E-learning comprises all forms of electronically supported learning and teaching. The information and communication systems, whether networked or not, serve as specific media to implement the learning process. The term will still most likely be utilized to reference out-of-classroom and in-classroom educational experiences via technology, even as advances continue in regard to devices and curriculum. E-learning is essentially the computer and network-enabled transfer of skills and knowledge. E-learning applications and processes include Web-based learning, computer-based learning, virtual classroom opportunities and digital collaboration. Content is delivered via the Internet, intranet/extranet, audio or video tape, satellite TV, and CD-ROM. It can be self-paced or instructor-led and includes media in the form of text, image, animation, streaming video and audio. Abbreviations like CBT (Computer-Based Training), IBT (Internet-Based Training) or WBT (Web-Based Training) have been used as synonyms to e-learning. Today one can still find these terms being used, along with variations of e-learning such as e-learning, Elearning, and eLearning. ICT Information Communication Technology brought Government’s online by e-governance initiatives, banking online, Businesses online, Telemedicine is all set to revolutionize healthcare as it link patients from small hospital to the urban specialist and now universities online are all set to revolutionize education and research.

Engineering progmmes are offered through AMIE and AMAESI and AMIETE since several decades in India and approved by MHRD. A new era of online education is dawning India and The LABS are outsourced to study practical’s in engineering and science education for distance learning students without sacrificing quality of education. Engineering education through distance learning will make poor students to study engineering without botheration of huge donations /corruption / hurdles of entrance examinations and provide equal opportunity to study engineering and MHRD need to really commend the efforts of many universities in this respect. Why MHRD is shut its eyes on online engineering education .The MHRD has been entrusted with the primary responsibility of promoting, coordinating and determining standards in the open and distance education system in the country, then why MHRD is creating hurdles in way of only Universities which is offering new programmes in engineering education through distance mode in M.Tech and B.Tech education while MHRD is allowing AMIE AMAESI AMIE others only on examination mode without any quality standards .India is in globalised arena and IT guru to the world and now online education Video conferencing virtual labs are the practical mode of education removing all barrier in distance education, you be a regulator in promoting, coordinating and determining standards in the open and distance education system and not destroyer of distance education. When central government is providing AKASH TABLET computer to every students at very affordable cost and 3G connectivity is available and online education is becoming reality then why IGNOU DEC is killing the distance education when distance is eliminated by online education. Whole world is global village .Instead of colleges only Labs needs to be outsourced as computer is class room , computer lab, play ground for online gaming ,library ,research center ,online mentoring ,online chat ,video conferencing and face to face online . The Union Government should take immediate stock of situation and allow the open Universities to offer online technical distance education without any territorial restrictions. Engineering education through distance learning will make poor students to study engineering without botheration of huge donations /corruption / hurdles of entrance examinations and provide equal opportunity to study engineering and DEB/UGC need to really commend the efforts of KSOU in this respect .Union Government should issue direction to MHRD and DEB to withdraw the notices issued to KSOU in the interest of several lakh students who want to study technical education online.

Exam Reforms: Universities must change: Indian Universities must adopt open book examinations system as prevailed in USA and other developed countries as our Universities test memory capacity of students and not the knowledge or wisdom of students. Union Government and UGC need to debate on online education with DEB outsourced labs before finalizing national policy and regulations on distance education .
