FEBRUARY 19 IS LAST TERM FOR MAKING BLOCS BEFORE ELECTIONS


TBILISI. 11 February’04, CAUCASUS PRESS. - CEC gave additional time for parties to unite into blocs. Today the Central Election Commission has made the decision to postpone this term from February 14 to February 19, though representatives of the Labourist Party are against postponement. Representative of labourists Badri Niauri stated that parties would manage to form blocs by February 14. Time intended for election campaign is lost. Nevertheless the decision to postpone term of creating blocs has been made. On February 25 they will be registered as subjects of the elections.

MEETING OF HEADS OF ELECTION ADMINISTRATIONS WILL BE HELD IN BATUMI


TBILISI. CAUCASUS PRESS. - On February 14-15 in Batumi the meeting of CEC administration with chairmen of all 75 district election commissions will be held. As journalists were stated by chairman of CEC Zurab Chiaberashvili, the two day meeting would be dedicated to preparation to the parliamentary elections on March 28. It will be financed by OSCE Mission in Tbilisi. According to Chiaberashvili, the meeting will be held in Batumi to lessen tension existing between the centre and the region.

POLITICAL MOVEMENT "LIBERTY" TO PARTICIPATE IN PARLIAMENTARY ELECTIONS INDEPENDENTLY


Tbilisi, 11 February ’04, Prime-News. - Political movement "Liberty", one of the founders of which is ex-president Gamsakhurdia's son, will participate in parliamentary elections independently. As one of the leaders of "Liberty" Michael Svimonashvili told Prime-News, the mentioned party is formed on "national bases" and it is not only "Gamsakhurdia's grouping". According to him, the party is right wing oriented; it does not support either governmental powers or the opposition though desires cooperation with the both sides. Repeated parliamentary elections of proportion rule are planned on March 28.

DEPUTY VAKHTANG KHMALADZE: PRIOR TO PARLIAMENTARY ELECTIONS VOTER LISTS CAN BE NOT ONLY MADE UP BUT ALSO ELECTRON VERSION REVISED


Tbilisi, 10 February ’04, Black Sea Press. - When making up a common voter list for the Parliamentary elections, the voters should vote at their permanent residence and not in accordance with the registration, MP Vakhtang Khmaladze said. He said to a BLACK SEA PRESS reporter that when making up the voter list voters had been enrolled in that polling station where they had been registered. He spoke of a strict control during verification of the common voter lists to avoid the “merry-go-rounds”. He added that there had been enough time prior to the parliamentary elections to make up not only the electron version of the voter list but also for their filtration. He stands against the hand-written lists and against the additional registration of voters.

NEW RIGHTS PARTY PROPOSED OWN VERSION OF COMPOSITION OF CEC


Tbilisi, 09 February ‘04, Black Sea Press. - New Rights Party of Georgia led by Davit Gamkrelidze proposed own version of composition of Central Election Commission (CEC) of Georgia. As Giorgi Chackhnashvili, member of CEC from the New Rights told BLACK SEA PRESS, they proposed to compose CEC of 11 members. One of them is to be appointed by the President and Abkhazian and Achara autonomies appoint one member each.  Three members are appointed by the Parties, winners of Parliamentary elections of 1999. These are Union of Citizens, Industry Saves Georgia and Agordzineba (Revival). The rest five members are appointed by the Parties, winners of local elections. These are National Movement, Christian-Democratic Party, New Rights, Labor Party and Ertoba

"NEO-LIBERALS" ARE READY TO UNIFY WITH "ERTOBA" BEFORE THE REPEATED PARLIAMENTARY ELECTIONS


Tbilisi, 09 February ’04, Prime-News. - Leader of "Neo-liberal Party" Soso Tsintsadze declares that on the assumption of "ideological views" his organization is ready to unify with the political union "Ertoba" before the March 28 repeated parliamentary elections. As Tsintsadze told Prime-News, "Neo-liberal Party" is holding consultations over possible pre-election union only with "Ertoba". According to him, none of the other political organizations "is considered as a partner". "Ertoba", which is led by Jumber Patiashvili, has similar positions, while "the political ideology is the most important", he stated. Earlier, Soso Tsintsadze has declared several times that "Neo-liberal Party" would not participate in the election over four years, however today, he claims that "the situation has change and after shift of the government not financial situation, but voters' support is decisive for taking part in the elections".

Opposition Seeks for Coalition


Tbilisi, 9 February’04. Civil Georgia - The Traditionalists, New Rights and Industrialists opposition parties hold consultations to form an election bloc on the eve of the March 28 parliamentary elections. “The Traditionalists hold consultations with the New Rights party over the forming of the bloc,” Irakli Melashvili of the Traditionalists Union, which has already formed the election bloc with the National-Democratic party, told Civil Georgia on February 9. Meanwhile Zurab Tkemaladze, one of the leaders of the Industrialists party, says that consultations are being held with the New Rights party over the creation of the bloc. “Everything will become clear in a couple of days. One thing is for sure – creation of the bloc with some of the opposition parties is inevitable for us,” Tkemaladze told Civil Georgia on February 9. February 11 is a deadline for the parties to be registered as an election bloc in the Central Election Commission.
