NGO FAIR ELECTIONS REPORTED ON OFFENCES AT THE PRESIDENTIAL ELECTIONS OF JANUARY 4Tbilisi, 14 January ‘04, Black Sea Press. - NGO Fair Elections reported on offences at the Presidential elections of January 4. The NGO monitored the elections at polling stations. The report went that the regulations of vote were not available at 153 polling stations, lists of electors were not posted up at 45 poling stations, members of election commissions did not check identity cards at 12 polling stations and the voters did not sign the certificate after they got the ballot-paper at 6 polling stations. The principle of secret vote was violated at 36 polling stations, persons without the authority were present in election commissions at 1833 polling stations, ballot-boxes were not sealed up at 22 polling stations, not all members of the commissions signed the final document at 44 polling stations. Claims upon procedure were presented at 1828 polling stations and claims upon count of votes - at 1836 polling stations. MP KHMALADZE OFFERS USING ELECTRONIC ELECTION SYSTEMTbilisi. 13 January ’04, Caucasus Press. - Member of Parliament Vakhtang Khmaladze and several NGOs come for computerization of the election process and calculation of ballots. The MP said the project will cost about $9 million. He said a special group has been set up to polish the project, which will allow excluding irregularities and ballot-stuffing. Khmaladze hopes that countries-donors will fund the project. THE CEC OF GEORGIA MAY RAISE THE QUESTION OF RESPONSIBILITY OF CHAIRMAN OF THE ELECTIONS PRECINCT IN WASHINGTONTbilisi. 13 January ’04, Inter-Press - The CEC may raise the question of responsibility of chairman of the election precinct, opened in Washington for the January 4 presidential elections. A letter, sent by a Georgian citizen to the CEC has served the reason for the mentioned, in which the chairman of the precinct is blamed for closing the precinct earlier then planned. The citizen asked the CEC to verify the mentioned fact and informed that he, intending to vote, had moved from Boston to Washington, but found the election precinct closed. The CEC checked the mentioned information, however the chairman of the Washington election precinct reported that the precinct closed at 20:00 sharp by observing every regulation and they faced no problems during the day. 'Spouse of the Consul of Georgia to the USA voted in the mentioned precinct. Observer of 'Fair Elections' Elene Giorgadze was also there, however no violations were reported. Head of the CEC Zurab Chiaberashvili reports, that the similar violations won't result in revoking the election outcomes, however the CEC will discuss the question of responsibility of the election precinct chairman. Giga Tsereteli has been elected from Mtatsminda election district as member of the parliament, Givi Targamadze from Saburtalo, Michael Machavariani from Samgori district, Beso Jugeli from Chugureti, Koba Davitashvili from Gldani, Nugzar Parunashvili from Akhaltsikhe, Akaki Bobokhidze from Khoni, Bidzina Gujabidze from Lanchkhuti, from Akhalkalaki Hamlet Movsesyan, Nino Burjanadze from Kutaisi. CEC OF GEORGIA POSTPONED THE TERM OF ANNOUNCEMENT OF FINAL RESULTS OF THE PRESIDENTIAL ELECTIONS TILL JANUARY 13-14Tbilisi, 12 January ‘04, Black Sea Press. - Central Election Commission (CEC) of Georgia postponed till January 13-14 the term of announcement of final results of the Presidential elections in Georgia of January 4. Zurab Chiaberashvili, chairman of CEC, told TV Company Rustavi-2 that they would wait till judicial bodies passed resolutions after suits of NGOs that appealed against results in three of total 75 electoral districts. The courts are to pass the resolutions not later than tomorrow. […] VAZHA LORTKIPANIDZE: "CHRISTIAN-DEMOCRATIC UNION" WILL NOT PARTICIPATE IN THE COUNTRY'S DEVASTATIONTbilisi, 12 January ’04, Prime-News. - "Christian-Democratic Union" is not planning to "take part in the nonsense" and proceeding from this will not participate in the March 28 repeated parliamentary elections. As the chairman of "Christian-Democratic Union", the leader of former governmental bloc Vazha Lortkipanidze told Prime-News, at present the union is holding consultations with the number of political powers and "if the parliamentary elections are held wisely, issue of involvement in it will be decided positively". However, according to Vazha Lortkipanidze, he and the party "are not planning to take part in the country's devastation". The Acting President Nino Burjanadze scheduled the repeated parliamentary elections for March 28, arousing protest of number of opposition parties. LABORERS OBJECT ELECTION RESULTS PREDICTION BY SAAKASHVILITbilisi, 12 January ’04, www.rustavi2.com - Right after the departure of the Labor party leader Shalva Natelashvili, for Moscow, the chairman of the Tbilisi City Assembly faction Laborer Giorgi Gugava held a news conference to allege elect president of Georgia Mikhail Saakashvili. Gugava said Saakashvili imitates his predecessor by predicting Labor party fiasco in the coming parliamentary elections scheduled on March 28. Giorgi Gugava insists Mikhail Saakashvili behaves like Eduard Shevardnadze and announces the results of the parliamentary elections in advance, what, Gugava fears, is a reason to think that the Labor Party will be left without MP seats in the new parliament. ALEXANDER CHACHIA: MARCH 28 IS UNTIMELY DATE FOR THE PARLIAMENTARY ELECTIONSTbilisi, 11 January ’04, Prime-News. – Cochairman of the political union "Ertoba" Alexander Chachia believes that March 28 is untimely date for holding the parliamentary elections at the high level. As Chachia told Prime-News, it is less expected that the all parties would be able to activate their potential effectively within this term. According to him, after the November 23 "velvet revolution" the political spectrum changed completely. The political council of "Ertoba" has not considered issue of the party's participation in the parliamentary elections, he noted. It needs to be ascertained "under what aegis" should the parties take part in the election, since the form of grouping the political powers by the governmental and opposition principles is practically invalid, he noted. According to him, neither the population nor parties have basis to fight against the current government so far. In addition, Chachia agrees with the political course of the elected president Michael Saakashvili.
