Re: Allocation of units at Peadar Kearney House

The first phase of the Peadar Kearney House development is due to be completed in early May. This will provide 28 units for the tenants and former tenants of D, E and F blocks, Liberty House. The remaining units are due to be handed over in late June and will provide a further 28 units for the remaining tenants and former tenants of D, E and F blocks. In addition to fulfilling the housing needs of these residents a minimum of 31 units will be available for allocation to applicants from the housing and transfer lists.

 

A number of issues have arisen over the course of the construction stage which had the potential to increase the costs and seriously delay the project. A particular concern was the proximity of the partly tenanted E and F blocks to the site and the potential health and safety issues which could arise given the requirement to demolish these blocks to complete the redevelopment. To address this issue the contractor has revised his program in such a way that the remaining residents would not have to move until the new units are ready. There are, however, some consequences as a result of this programme revision.


Under the new programme the contractor will require vacant possession of E and F blocks in May. There will be sufficient two and three bed units in the first phase to accommodate current residents from E and F blocks but there are no one bed units in this phase. Subsequently it may be necessary to allocate two bed units to tenants who would normally be allocated one bed units. Should it prove necessary to move these tenants into the new two bed units it would be on a permanent basis as it would not be practical or reasonable to expect these residents to move again within such a short period of time.
While the excess units in the complex will, in general, be allocated to applicants based on their position on the housing and transfer lists, given the intense involvement of residents in the project and the disruption local residents have endured, it is felt that strong consideration should be given to some applicants from the immediate locality. Criteria used for allocations in this instance will include length of tenancy, family circumstances and Estate Management considerations. This measure is being proposed on the grounds of good estate management.
To accommodate the above allocation requirements, the agreement of the Committee is sought in making allocation of these units without reference to the Allocations Scheme.

This proposal is submitted to the Central Area Committee in the first instance.

A survey conducted in order to determine the Difficulty of Crossing for pedestrians at the proposed site, found that over 70% of pedestrians looking to cross the road approached and crossed at the north side of the LUAS tracks and used the existing Pedestrian Crossing.
 
Of the remaining 30% that tried to cross at the new proposed pedestrian crossing location (Southern side), more than 70% waited less than 10 seconds for a safe opportunity to cross. Only 11.4% (3.2% of total) of pedestrians at that crossing point had to wait more than 30 seconds for a safe opportunity to cross.
 
An additional pedestrian crossing is not recommended at this location as it would require an additional phase in the ITS scheme, delaying traffic on Church St unnecessarily and would only stand to slightly improve conditions for a very small proportion of pedestrians.

Traffic Calming is not recommended at this location. The laneway is less than 200m long so does not meet the criterea for effective ramps. As the lane is already narrow, no traffic calming due to road narrowing would be possible or appropriate. Enforcement issues with respect to reckless driving and other anti-social behaviour is a matter for the Gardai to which this issue has been referred to.

There are pedestrian refuges already at this location and a pedestrian crossing at the next junction to the east on Parnell St.
On determining the difficulty of crossing it was observed that less than 5% of pedestrians at the junction had to wait longer than 30secs for an appropriate break in traffic to cross, with no pedestrians having to wait as long as 60secs.
A pedestrian crossing at this location is not recommended as it would not improve on these pedestrian wait times.

Request for pedestrian crossing at the junction of Cumberland Street North/Parnell Street.

When determining the Difficulty of Crossing Cumberland St at the Parnell St junction it was observed that only 6% of pedestrians had to wait longer than 10 seconds for a suitable break in traffic to cross with no pedestrians having to wait as long as 30secs.
When determining the Difficulty of Crossing Parnell St at the same location very few pedestrians were observed trying to cross due to the nearby pedestrian crossing west of Hill St. The small number that were observed crossing were walking along Parnell St and only crossed when opportunity presented itself.
A pedestrian crossing is not recommended at this junction but other methods of increasing pedestrian safety are being considered.
