That this Committee calls on the Ministers of Finance, Education & Skills and Jobs, Enterprise & Innovation to overturn the decision to impose crippling fees on young workers (apprentices) when they attend institutes in January 2014. These young people are the future for our economy, industry and communities and instead of helping our youth to achieve their goals we yet again see this Fine Gael and Labour Government barring people from apprenticeships due to these crippling fees which young people will be unable to pay.

That this Committee agrees that the recently announced scheme whereby DCC has commissioned conservation architects to develop templates for the reconversion of Georgian buildings on Merrion and Fitzwilliam square into residential units be extended to include the Northside Georgian quarter.


Report
The Conservation Officer is in support of the proposed study and the provision of detailed guidance and design prompts for owners/custodians of Georgian properties as a key conservation strategy for revitalising and regenerating the historic city. The inclusion of the architecturally rich north Georgian quarter would be in line with best conservation practice and may be regarded as being of great import. The significance and regeneration of the Georgian city needs to be considered in its totality for guidance on appropriate regeneration and intervention to be provided and for EU funding opportunities to be secured.

That this Committee commends Dublin City Council on another successful New Years Eve concert.  We also ask that consideration be given to holding satellite events in O'Connell Street, Smithfield and other areas of the North Inner City to compliment the established events in College Green.

That this Committee calls for a review of security and access arrangements for the vacated portions of O'Devaney Gardens.

Report

Nine of the thirteen residential flat blocks in O’Devaney Gardens have been demolished. Of the four which remain, one is vacant and each of the other three is partially occupied. The sites on which the now demolished blocks formerly stood have been fenced. The fencing has, from time to time, been breached and unauthorised access has been gained to the vacant sites however, in such instances, repairs are arranged as quickly as possible. Steps have also been taken to reinforce fencing throughout the complex in an effort to eliminate the potential for so called joy riding to take place.

There are three access/egress points to/from O’Devaney Gardens – one from Montpelier Gardens/Infirmary Road, one from North Circular Road and one from Thor Place. The North Circular Road, Montpelier Gardens through route is used by Dublin Bus and the Thor Place route is widely used by local residents from O’Devaney and Montpelier to access schools and shops in the locality.

No security problems, specifically related to the availability of access at the locations detailed, have been identified however, the situation will be closely monitored and should such problems arise, appropriate remedial measures will be considered.

That while welcoming calls for greater cycling and pedestrian priority along the North Quays from Heuston to O'Connell Street this committee expresses concerns at the proposals to remove a large number of mature trees to facilitate this and calls for alternatives that both preserve these trees and increases access for all to be considered before any further work is undertaken.

Report

Dublin City Council is still accessing the options for the cycle route along the Liffey. Potential impact on trees will be one of the various factors that will be taken into account in choosing the preferred option.

This Committee calls on all the service providers in the Central area to assume responsibility for the collection and disposal of used syringe needles discarded by clients. Particular areas regularly have large amounts of discarded needles. The danger to Dublin City Council employees and the cost of compensation to staff is unacceptable.

  Report

All service providers are supplied with the appropriate equipment and trained with regard to the collection / disposal of used syringe needles. Contractors working on behalf of the Dublin City Business Improvement District remove sharps and drug paraphernalia from sites around the city. The location of these sites, have been passed to the Ana Liffey drug project, for outreach workers to engage with the people congregating at those locations.

Notification of initiation under Part 8 Planning and Development Regulations 2001

Proposed Amalgamation of Bedsits and Associated External Works to 70 number units at

St. Bricin’s Park, Dublin 7


SITE LOCATION & LAYOUT

Dublin City Council wishes to give notice that it intends to initiate the process leading to an application under Part 8 of the Local Government Planning & Development Regulations 2001 for the amalgamation of existing bedsit units and associated external works in St. Bricin’s Park Senior Citizens Complex.
St. Bricin’s Park is situated at St. Bricin’s Park Road in proximity to Arbour Hill, Dublin 7. The site is 0.4634 hectares. The existing 69 no. bedsits are each 24 sqm. The existing 1 no. 1-bed unit is 48 sqm.
The proposal consists of the amalgamation of two no. bedsits into one unit, closely meeting the current DCC development planning standards of 55 sqm for a 2-person 1-bed apartment unit (54.2 sqm). This will result in 35 no. 1-bed units.
The amalgamation and provision of adequately sized living accommodations would be of benefit in this area, as it is a popular, quiet development, surrounded by 2-storey houses in a cul-de sac road.
There are parking facilities, drying areas and designated bin areas between the blocks, and tarmac surfaces throughout. No additional works are proposed to these external current arrangements.
The relocation of doors and windows on the north-east façades presented the opportunity of including higher levels of insulation to this wall.
The creation of a winter garden on the south-west façade, and the introduction of cavity fill to the gable ends walls are proposed to provide higher levels of comfort for the occupants as well as achieving higher energy ratings and reducing carbon emissions.
The works include the provision of level access to all ground floor flats.
There is an existing community facility in Block 2. There are no works proposed to this facility.
The agreement of the Committee is requested to this proposal.

Notification of initiation under Part 8 Planning and Development Regulations 2001 Part V111 – proposed extension to Ballybough Youth and Community Centre.

The Ballybough Community Youth and Sports Centre is located at the junction between Ballybough Road and Annesley Lane, with its main entrance on the ballybough Road. The Centre has been fully operational for over four years now. The Centre has gone from strength to strength with a large uptake from the local community both young people and adults.


The main anchor tenants are as follows: The Ballybough Youth Project, The Larkin Centre Childcare Centre, YPAR (Young People at Risk), also we have part of The Bridge Project based here which is funded by the probation Service and The V.E.C. They have been based here in the centre for the last four years, and are a key part of the centre.

The centre holds a lot of different classes and courses, some of them include the Men’s Health Project, Women’s Arts and Crafts, Several Fitness classes, Drama and Computers. Also this year we have several back to work courses being run by the NWCP.


The Centre has been successful in securing a grant from the Sports capital Programme 2012. We secured the amount of €149,365.00. As there is a huge uptake on our fitness Classes here and no affordable Gym in the immediate area, the grant is to go towards putting a new gym in the centre. The response from the local user groups and the community has been very positive. The extension will also help us extend ours fitness class timetable and provide proper room for our Spin Bikes.
The Brief: A Brief has been agreed and under the guidance of our DCC Architects we have engaged Patrick Harrington Architects and also Connolly/Mescall Quantity surveyors to get realistic costings for the project.
The Time Scale: It will be a six month build, with some disruptions to some of the areas in the building during this time, however we will not have to close the building during this time.

The benefits the gym will have on the local people’s fitness and well being will be immeasurable, with planned Teenage gym, also special senior citizen mornings would be an added benefit.


The proposed extension has been designed such that it will not detract from the façade of the existing building. It also will not gain any height above what the building already is, so it will not invade any of the local peoples viewing areas. We are utilizing the void space that is within the building structure, it will consist of

a) A single storey 48 sq m flat roofed structure located in place of the existing first floor roof terrace, facing onto the rear playing pitch

and
b) a 40 sq m single storey flat roofed structure located on the existing second floor flat roof facing onto Annesley lane and the playing pitch to the rear.
Total Areas Measure: The first floor studio with new extension constructed, will measure 5.185m x 17.537m with an area of 90.9 sq m the new 2nd floor studio will measure 7.9 m x 4.9 m with an area of 38.7m. The building at present has a ground floor, First Floor and second floor. The new extension will not exceed this.
Programme:
The project timescale is approximately 6 months.

The agreement of the Committee is requested to this proposal.

With reference to the proposed grant of a further licence of the Ground Floor, No. 53 Dorset Street Upper, Dublin 1.

By way of Agreement dated 8th May 2009 Dublin City Council licensed the Ground Floor of No. 53 Dorset Street Upper, Dublin 1 which said area is more particularly delineated on Map Index No. 16994 to Dublin North City Money Advice and Budgeting Services Limited (MABS) for a term of 4 years and 9 months from 8th May 2009 and subject to a licence fee of €30,907 per annum.


This licence is due to expire on the 7th February 2014 and the Dublin North City Monetary Advice & Budgeting Services Limited (MABS) has applied to Dublin City Council for a renewal of their licence. It is a recommendation from the Central Area Manager that a new licence be granted on the same terms and conditions as their previous licence and there is no objection thereto.
Accordingly it is proposed to grant a further licence of the Ground Floor, No. 53 Dorset Street Upper, Dublin 1 to Dublin North City Money Advice and Budgeting Services Limited (MABS) subject to the following terms and conditions:


  1. The licence shall be for a period of 4 years 9 months from the 8th February 2014.




  1. The licensed area shall be used by the licensee as a public office and for document storage purposes only and is more particularly delineated on Map Index No. 16994.




  1. That a Deed of Renunciation be signed.




  1. The licence shall be subject to an annual licence fee of €30,907.00 payable quarterly in advance. The licence fee shall cover light, heat and alarm costs.




  1. The opening hours shall be 9.00 am to 6.00 pm daily. The licensed area may only be used outside of those hours with the expressed permission of the City Council.




  1. Keys to the premises shall only be held by official employees of the licensee, who shall be responsible for their use and all security issues associated with their use.




  1. The licence can be terminated by either party on giving the other one months notice in writing.




  1. The licensee shall be responsible for all rates and taxes which may be due and their own waste charges, telephone charges and cleaning costs.

9. The licensee shall be granted access to common areas (kitchen /toilet etc) which are more particularly coloured yellow on Map Index No. 16994.


10. The common areas shall be left clean and tidy after use.


  1. The licensee shall not sub-let, sub-divide, alienate or part with possession of the subject property without the prior consent of the Council.




  1. The licensee shall keep its part of the premises and the fixtures and fittings within in good condition and repair during the term of the licence, in particular the maintenance and cleaning of the flat roof extension and shall not make any material changes to the subject property without the prior consent of the Council.

13 The fixtures and fittings may not be removed from the premises.


14. The licensee shall comply with all terms of the buildings Waste Management Plan.


  1. The licensee shall obtain a high level of public liability and employer’s liability insurance suitable an office, which shall indemnify Dublin City Council against any and all claims arising from its use of the premises. The Council will have an absolute right to set a minimum level of public liability and employer’s liability insurance and to review the figures on a yearly basis (the current minimum levels are €6.4million and €13million respectively).




  1. Upon termination of the licence, the licensee shall be responsible for the removal of all their materials from the premises.




  1. The licence will be subject to any terms and conditions deemed appropriate by the Law Agent.

In accordance with the procedures set out in Section 54 and 55 of the Planning and Development Act, 2000, Dublin City Council indicated its intention to delete Bow Street, New Church Street, Friary Avenue, Dublin 7 (a) Surviving parts of former distillery and ancillary buildings, including chimney and brick walling at Smithfield and (b) Children’s court building at corner of New Church Street and Smithfield from the record of Protected Structures (RPS). The proposed deletion was advertised in the Irish Times on 26th November 2013. The public display period was from 26th November 2013 to 16th January 2014 inclusive.
