Special Features of Expressway

The 06 Lane Agra – Lucknow Expressway Project is the longest Access Controlled Expressway in the Country till date

Expected travel time –approximately 4 hours

Width of the expressway -110 metres ( 06 lane)

Project Implementation Status

Agreements with all the Contractors for the five packages of the expressway packages have been executed on 29.10.2014.

Almost the entire Right of Way (ROW) land required for the 302 kms long Expressway passing through ten districts has been completed and the selected Contractors have been handed over the ROW land for implementing the project.

Inauguration on all the five packages was simultaneously done on23.11.2014.

The appointment dates have been given for all the packages.

The Environmental Clearance for the Project has been obtained.

The Forest Clearance proceedings are in an advanced stage of approval.

The Authority Engineer for the Project has been selected and has started working.

The Project is planned to be completed in a record period of 22 months.

Lucknow to Ballia via Azamgarh 6 Lane access Controlled Expressway (Greenfield) Project” “SamajwadiPurvanchal Expressway”

AE.UPEIDA has already taken up the activity for selection of “Project Development Consultant’ for the “Lucknow to Ballia (Via Azamgarh) Access Controlled Expressway (Greenfield) Project” in EPC Mode. The RFQ Applicants for the all the 8 Packages of the Project have been shortlisted and UPEIDA is preparing the RFP to be issued to these shortlisted applicants.



Initiatives for Investment Promotion

AF.The Investment Promotion Cell in Udyog Bandhu have been constituted with an aim to facilitate investors and to play its vital role in attracting more Industrial Capital Investment into the State in view of launched Infrastructure and Industrial Policy-2012.



Events Participation in FY 2015-16

AG.In order to achieve objective as pro-active measures, Udyog Bandhu has participated in several events on the behalf of the State Govt. and holds various meetings with prospective investors.



Hannover Messe Trade Fair 2015 and Zurich (April 13 – 17, 2015)

AH.The high level State delegation had participated at the world renowned engineering and technology fair at Hannover Masse in Germany, which was led by Hon’ble Chief Minister. The Hon’ble Chief Minister, inaugurated the State Pavilion at the fair and also launched a German website showcasing Uttar Pradesh’s IT policy in German language.

AI.The Hannover Fair attracted global leaders in business, technology, industrial scientists and policy makers. More than 300 Indian companies including public sector giants participated in the five day fair seeking technology collaborations, business tie‐ups and showcasing India’s capabilities in global trade. During the visit to Hanover Messe 2015, the delegation also met the CEOs and top executives of manufacturing and IT companies like SIEMENS, TCS, L&T, B&R Industrial automation and BHEL

Mumbai Road Show -10th September, 2015

AJ.Government of Uttar Pradesh in its endeavour to reach out existing and prospective investors and attract investments in the State, organized a Road Show in Mumbai on 10th September 2015 at Trident, Nariman Point. In the Plenary session Hon’ble Chief Minister and other delegates spoke about the state and shared their views.

AK.Hon’ble CM also inaugurated the single window clearance system for the films being made in the State. The event also saw the unveiling of film policy for promoting film production in the state. Before the plenary session Chief Secretary interacted with marquee investors on one to one basis. Investment intent of several thousand crores was expressed by companies viz Idea Cellular, ITC, LG, Godrej Agrovet Ltd. etc. to name a few.

AL.On the side-lines of the road show the Finance department of the Govt. of Uttar Pradesh interacted with heads of nationalized banks with an agenda to increase credit deposit ratio in the State. The meeting was attended by heads of State Bank of India, Bank of Baroda, Dena Bank, ICICI Bank etc.



Invest North-2015, New Delhi - September, 2015

AM.In order to promote investment and to publicize the Infrastructure & Industrial Investment Policy-2012 and Sectors Specific Policies, participated as ‘Partner State’ in the Two days event held at New Delhi in September 2015 organized by CII. During the event a State Session was also conducted, wherein a detailed presentation was made focusing the opportunities of investment in the state followed by a brief addressed by Principal Secretary, Infrastructure Industrial Development, GoUP. To strengthen the further relationship with the investors and understand their issues, various meetings with prominent industrialists were had.



India Engineering Sourcing Show (24th - 26 th November 2015)

AN.The state government participated as a “Partner State” in India Engineering Sourcing Show, organized by EEPC India as Lead Agency with Department of Commerce, GOI. The objective of the event was to brand India and to promote Make in India campaign across the globe. During the show the state pavilion was erected by Directorate of Industries wherein various renowned manufacturing units of the state showcased their products. Further, at the stall of state government exhibited steps undertaken to improve business environment highlighting the key policies and initiatives implemented in the state and highlighting large investment opportunities, both in infrastructure and manufacturing sectors.



ASSOCHAM INDIA Investment Summit - 15 January, 2016

AO.Govt. of U.P. under the leadership of Hon'ble Chief Minister of the state participated in Investment Summit organized by Associated Chambers of Commerce and Industry of India on the theme of ”Uttar Pradesh @Double Digit Growth: Unfolding Investment opportunities”, at Renaissance Hotel, Lucknow. Senior officers of different departments from Govt. of U.P. attended the event and delivered key note addresses highlighting the investment opportunities in the state and the efforts put in for ease of doing business. The event was attended by eminent industrialists and bankers.

AP.During the event several sector specific sessions were organized like IT, Agri & Food, MSME and Tourism. MD, UPSIDC highlighted the benefits and investment opportunities along the Eastern Dedicated Freight Corridor. In the session, Dr. Agha Siddiqui, Team Leader, AKIC and Sri. Brajor Mehta, Lead Urban Specialist, World Bank also participated.

Airtel & Economic Times Global Business Summit at New Delhi- (29th -30th Jan 2016)

AQ.The event was participated as Partner State with an aim to brandicize state of Uttar Pradesh as the most sought after investment destination across the globe, and to reach out to elite group of industry captains.

AR.During the Summit, the key-note address at the event was delivered by Principal Secretary, IIDD highlighting the proposed power projects and other flagship mega projects including Agra-Lucknow Expressway, Metro Rail, Mass Transit System etc. Senior officers of different departments from state Government were also present and participated in various strategic round table discussions.

AS.With an aim to attract investment to resolve the issues of existing investors, various one-to-one meetings were held with prominent industrialists and Industrials signed MOU and IFC's signed during Delhi and Mumbai Road shows.



Make In India Week (13th - 18th Feb. 2016)

AT.The State Government participated in Make in India Week held at Mumbai, jointly organized by DIPP, GoI in association of CII at Bandra Kurla Complex. The event provided an ideal for state to showcase the people policies that are driving manufacturing revaluation. In the event a state pavilion was erected by UPSIDC in the exhibition area to showcase steps undertaken to improve business environment highlighting the key policies and initiatives implemented in the state and highlighting large investment opportunities, both in infrastructure and manufacturing sectors. Several other states had also erected their stalls and hold different sessions. The Prime Minister was the Chief Guest of the event and inaugurated the exhibition. Senior officers of different departments from Govt. of U.P. attended the event. The event was attended by eminent industrialists across the globe.



U.P. Industrial Grievance Redressal System (UPIGRS) (A new facility to resolve industry issues on site http://grievance.udyogbandhu.com)

AU.Grievance Redress Mechanism is part and parcel of the machinery of any organization. It is the mechanism of an organization is the gauge to measure its efficiency and effectiveness as it provides important feedback on the working of the administration. One such important step is U.P. Industrial Grievance Redressal System (UPIGRS). Launched by Hon’ble Chief Minister, at Lucknow on December 14, 2013, this web facility provides 24x7 online grievance registration platforms to entrepreneurs. This mechanism is unique in the sense that it also makes available the processing status of the complaints to the complainant as well as to the senior government officials, including the Executive Director and Joint Executive Director of Udyog Bandhu.

AV.It is an accountable, transparent and user-friendly interface. As soon as the grievance is filed through a simple format on http://grievance.udyogbandhu.com, a Unique Token Number (UTN) is allotted to the complainant. Later on the complaint status can be tracked by referring to the UTN. Once registered, the complaint is immediately received in Grievance Redressal Cell of Udyog Bandhu for further action. The mechanism has received good response from entrepreneurs.

Nivesh Mitra - A unique platform for Entrepreneurs (http://nm.udyogbandhu.com)

Conceptualized to reduce unwarranted human interface to create conducive environment for industry, at present, Nivesh Mitra caters to 12 various States Government departments & is available in all the districts of the State. The departments under the ambit of Nivesh Mitra include Directorate of Industries, U.P.P.C.B., Commercial Tax, Energy, FDA, Excise, Factories, Labour, Pollution Control Board, Commercial Tax, Power, Food & Drug Administration, Excise, Factories, Labour, Fire Safety, Electricity & Forest.

As a part of e-Governance, ‘Nivesh Mitra’, a web-based online facility for entrepreneurs, desirous of setting up an enterprise in U.P. has been made applicable in all districts of the State.

Nivesh Mitra has been envisaged as a simple, user friendly, entrepreneur centric web application that enables existing & prospective investors and entrepreneurs to get online clearances/ NOCs from concerned departments, with ease and “minimal running around”.

Through ‘Nivesh Mitra’ analysis of pendency of applications can also be scrutinized, at any time by senior officers of concerned departments for further action. Also online monitoring of applications can be done by entrepreneur, department at District level, Divisional level and State level.

Entrepreneurs can view the status of their applications online and can clarify the objections raised, if any, by the department.

‘Nivesh Mitra’ also introduces transparency in processing of clearances/approvals. Automatic e-mail/SMS response to entrepreneur generated at each stage.

Help Desk facility available in the office of District Industries Centers, to provide necessary assistance

Guidelines and process details for clearances available online.

Tracking of application with color coding to highlight those exceeding the time limit.

Monitoring facility has been provided to D.Ms & Divisional Commissioners.

Common Application Form (CAF) - also a unique platform for entrepreneurs

AW.In order to further facilitate the process for obtaining clearances to set up industrial unit or enterprise in Uttar Pradesh, Nivesh Mitra - the web-enabled single table system of the state is being upgraded.

In a new initiative to promote investment and industrial growth as well as easing the processes, a Common Application Form (CAF) will soon be introduced through Nivesh Mitra for investments amounting to Rs 50 crore or more.

At present, industrial services of 12 related departments are being provided through Nivesh Mitra. Entrepreneur is required to fill many application forms and faces numerous queries from different departments. Once CAF is introduced, investor will be spared of making several applications and filling of same data again.

Udyog Bandhu has been nominated as ‘Authorised Agency’ for implementation of this system. Work is already underway to make necessary modifications in the software of the single table system – Nivesh Mitra.

Moreover, a unique provision of enabling investors to make one-time payment of fee required by various departments is being made. After the Nivesh Mitra portal is upgraded, in addition to CAF and one-time fee payment, investors would also be able to get the digitally signed clearances online.

AX.Department of Infrastructure and Industrial Development, Government of Uttar Pradesh has taken a new initiative to create a dedicated NRI cell in Udyog Bandhu to respond to the investment enquiries and general grievance redressal to Non Resident Indians (NRIs) and Person of Indian Origins (PIOs)

AY.The NRI cell of Udyog Bandhu acted as a single point of contact for all the general/investment queries, grievance redressal, facilitation & coordination with Embassies and Ministries of Government of India related to NRIs/PIOs of Uttar Pradesh. This cell also involved in research, survey, policy advisory and other such activities related to NRIs/PIOs.

AZ.The Government is committed to further strengthen the ties between the UP NRIs and their motherland to elicit their whole hearted participation in the development process of the state.

BA.An exclusive web portal was launched by the NRI Department, which will act as a bridge to narrow the gap between NRIs and their motherland. It will also act as a platform to connect the UP NRIs towards development of the state. The website will not only promote the policies and initiatives taken by Government of U.P. for NRI’s but will also emphatically infuse a sense of pride in the achievements of the State among the U.P. NRIs living across the globe.

BB.As a major initiative to continue dialogue with the NRIs, the Government of Uttar Pradesh had successfully organised its first “UP Pravasi DIVAS” on 4th – 6th January 2016 at Hotel Mughal at Agra.  “UP Pravasi Divas” (UPPD) was chaired by Hon’ble Chief Minister, Shri Akhilesh Yadav who was accompanied by other state ministers and top government officials at this event. The UPPD has been planned to be an annual event to be held on the same dates every year. In respect of this the next UPPD 2017 has been proposed to be held on on 4th – 6th January 2017 at Lucknow.

BC.Approximately 251 NRIs / PIOs/ OCIs participated from over 30 countries in this event. The Inaugural Session concluded with the Chief Minister giving away the prestigious Uttar Pradesh Pravasi Bharatiya Puraskar to sixteen accomplished and distinguished NRIs / PIOs of U.P. origin in recognition of their outstanding achievements in different fields.

Micro,Small & Medium Enterprise

BD.MSME units, not only play a crucial role in providing large scale employment opportunities at lower capital cost, but also help in industrialisation and economic activities of rural and backward areas, thereby reducing regional imbalance, assuring more equitable distribution of national income and wealth. MSME units are supplementary and complimentary to large scale units as ancillary units. Considering the large employment potential and commitment to provide employment to all able hands, hopes are mainly pinned on the small scale sector. The Government is making all efforts to provide conducive atmosphere and policy support to enable the SSI sector to achieve higher levels of production, exports and employment.

BE.Uttar Pradesh is a leading state in agriculture produce, livestock .There is immense scope for agro industry, food processing, animal feed, fertilizers, cold storage etc. Development of such industries will also improve working environment of rural people by utilizing surplus farm produce and minimizing farm waste. India excels in agricultural production in the world and production is likely to increase in next five years. It is indicative of a bright future for food and agro-based industries of UP which are already high in no. in this sector.

BF.U.P. has great potential in handicraft sector and the State enjoys distinguished place in handicraft industry in the country especially for its Banaras Silk and Brocade, Bhadohi and Mirzapur Carpet, LucknowChikan and Marble products of Agra, Wood carving items of Saharanpur. These items have good demand in overseas markets .Similarly, large scale production of Glass items in Firozabad, Pottery industry of Khurja, Leather and Leather goods in Kanpur and Agra are produced and exported to overseas markets . Training for production of bonechina items , sanitaryware and chemical porcelain is imparted in CGCRI(Central Glass and Ceramic Research Institute ) established in Khurja and problems related with pottery industry are redressed locally. Glass Technology Upgradation Centre is established in Firozabad for providing modern technology and guidance on quality for glass ware units .

BG.Exports have emerged to be a crucial part of the economy of a country; generating a balance of trade, foreign exchange reserves, and employment opportunities within the state. As such the policies of the State Government and the enabling environment for exports at the local level are key to promote exports from the State.

BH.In view of major transformation of industrial environment globally and within the country, Government of Uttar Pradesh has promulgated new "Infrastructure and Industrial Investment Policy-2012, Handicraft Policy 2014 , Export Policy2015 , MSME Policy 2016" with an objective of attaining the target of industrial growth in Uttar Pradesh.

BI.Significantly, to make policy execution transparent and effective all supporting Government Orders, Notifications, amendments in Acts, rules and regulations have been made part of policy document. Main features of new policy are as follows:

Infrastructure Development

Creation and expansion of land banks by U.P. State Industrial Development Authority and other industrial development authorities through utilisation of barren, unused and un-irrigated public land.·

Compilation and dissemination of land bank information to investors through web-enabled facility as well as simplification of land allotment procedures and land use change.

Encouragement to Public Private Partnership (PPP) for infrastructure development.

Encouragement and facilitation to private sector for development of Industrial areas and estates along with permission to foreign direct investment in infrastructure development.

Development of roads, expressways, eco-friendly metro or rapid transit systems, 4-lane roads connecting all district headquarters to State capital and development of new industrial areas along these roads and expressways.

Full cooperation in implementation of Delhi Mumbai Industrial Corridor (DMIC) & Dedicated Freight Corridor (DFC). Development of industrial areas and zones in 250 kms on both sides of DMIC. Multi-modal logistics hubs, investment zones and early bird projects have been proposed on 1483 km DMIC and 1011 km of DFC connecting Uttar Pradesh to sea-port at Mumbai.

Development of Airports on PPP model – near Agra in the vicinity of DMIC to provide facility of dry-cargo transport along with aircraft maintenance hub & at Kushinagar in eastern Uttar Pradesh to promote industrial development and tourism.

Setting up one National Manufacturing Investment Zone each in Bundelkhand, Eastern and Central Uttar Pradesh.

Expansion & improvement in water supply and drainage system.

Boost to setting up of IT Parks, Mega Food Parks,Logistic hubs, Plastic city, Bio-tech industrial parks,Integrated Industrial Townships.

To ensure swift and smooth transmission of information and data, State government shall facilitate modern cutting edge information technologies such as- Broadband, High-speed communication and data connectivity & 4-G.

Strengthening and augmenting energy infrastructure, viz. Generation, Distribution & Transmission through a multi-pronged strategy including state, joint and private sector participation.

Encouragement to non-conventional energy resources & setting up of captive power plants. Solar power generation plants shall be granted status of 'Industry' and will be entitled to all incentives specified in this policy.

Industrial units getting power supply from 220/132 kv substations will be exempt from rostering except to save national power grid.

33/11 kv feeders with more than 75% industrial load will be exempted from load shedding and separated from other consumers.

Dedicated power feeders built by industrial units at their expense shall not be tapped and used for other purposes.

Simplification of procedures for power load surrender, upgrading or reduction by industrial units.

Expansion of CNG/PNG network along the industrial hubs for clean energy supply to industries.

Public-Private Partnership

Public-Private partnership (PPP) will be encouraged on priority basis in the development of infrastructure.

Apart from Viability Gap Funding, PPP projects through Annuity based model and other models will also be encouraged.

Under the Viability Gap Funding scheme, State government will make available grant of 20% of project cost from central government and a maximum of 20% from its own resources to make the project viable.



Industry-Friendly Environment

Simplification of procedures and processes related to departments of Labour, Energy, Environment,Commercial Tax, Registration, etc.

Sprucing up web-based Single Window system for investment and implementation of e-Biz mission mode project of Government of India to provide single-stop shop for all kinds of departmental services, clearances, etc.

Strengthening and improvement in working of UdyogBandhu(a State government agency for facilitating Industries) and U.P. Investment Centre.

Steps to ensure security of entrepreneurs.

Creation of IT enabled interactive information mechanisms for making available crucial investment opportunities and speedy redressal of problems and complaints of entrepreneurs.

Skill & Management development, Bar-coding especially in classified industries, such as Food processing, Leather, Textile, Hosiery, etc.

Nodal officers of the rank of Principal Secretary to Special Secretary will be nominated to hand-hold large industrial investment projects.

Entrepreneurs contributing significantly to industrial growth of the State shall be rewarded.

Encouragement to Micro, Small & Medium Enterprises (MSME)

Encouragement to industrial associations of MSME sector to set up industry-specific clusters through Special Purpose Vehicles so that the basic infrastructure facilities may be developed according to the requirement of MSMEs.

U.P. is a major export centre for handicrafts, therefore, special steps will be taken to promote development of export and artifact specific clusters in towns as well as development of infrastructure, marketing, branding, design and packaging under ASIDE, small enterprises cluster development, micro-small technology upgradation schemes.

Constitution of special cell in Directorate of Industry to undertake various studies for improving overall environment for MSMEs growth.

Based on the demand of micro and small industries, UPSIDC and related industrial bodies will identify land right down to Tehsil level to develop mini-industrial areas for such units.

MSME development schemes of Government of India will be implemented in right earnest by appointing an officer-in-charge in Directorate of Industries for each of these schemes.

Non-polluting units will be allowed to be set up in residential areas and multi-storey apartments also.

Rehabilitation Policy for economically viable but sick units and new Exit Policy for unviable closed units.

BJ.Apart from the above some other important decisions have also been taken in the new policy to expedite the development of MSMEs. Effort will be made to ensure development of this Sector in 12 th Plan period also.

BK.The XIIth Plan was prepared with a two fold mission of achieving a balanced industrial development and minimising the problems of unemployment. It also aimed at the upgradation and improvement of infrastructural facilities, cluster development and technology upgradation so as to attract more and more capital investment in the state so that State contribution in export may increase.

Priorities & Strategies of Annual Plan 2016-17

BR.In order to ensure speedy and overall industrial development of state and to minimise the regional imbalances it is imperative to implement region specific schemes. Also in view of importance of handicraft sector especially in exports, it is required that this sector is paid special attention. In view of this following strategy will be adopted for industrial development of state during annual plan period of 2016-17.

Establishment of more MSME units for generating greater opportunities of Self Employment.

Solution of problems related to industrialists in a hassle free and time bound manner.

Khadi & Village Industries

BS.U.P. Khadi and Village Industries Board (KVIB) during the last five decades has been operating at the gross root level in remote rural areas providing employment opportunity to millions of traditional artisans and entrepreneurs including the poorest of the poor and creating a feeling of self-reliance amongst the rural masses.

BT.The main thrust of the present time is to provide more and more employment to the rural youth and traditional artisans. Keeping in view the policy and priority of the Government is to provide maximum self-employment opportunities in the rural areas.

BU.Khadi and Village Industries Board has been instrumental in changing the lives of lakhs of rural artisans living in remote rural villages. It is a unique organization that provides sustainable non-form employment opportunities in rural areas on low per capita investment. KVI programmes help in arresting the migration of rural population to urban areas in search of employment opportunities. Khadi & Village Industries Sector is now playing a key role in the development or rural economy with an effective, efficient, flexible and innovative entrepreneurial spirit.

BV.Khadi is not only a fashion textile but also a textile of future, since it is a totally hand-woven and contains natural fibers, 100% eco-friendly and skin friendly textile, in this context a fashion show was organized in the State level exhibition to attract youth towards Khadi garments. Khadi design, development programme initiated by KVIB with support of U.P. Govt. with the assistance of NIFT. A Fashion Show was also organized in 16,December 2015 to support Khadi with design development.

BW.Khadi Board is implementing two schemes for self-employment in rural areas:

Prime Minister Employment Generation Programme (PMEGP) (GOI).

Mukhya Mantri Gramodyog Rojgar Yojna MMGRY (State Govt.)

BX.In the year 2015-16 tremendous thrust is given to the employment generation programme as it is one of the top priorities of the present government also. Present Government also gave a big jolt to Khadi production by making following two important declarations:-

Enhancement of Rebate days from 60 to 108.

Budget for pending Rebate claims.

BY.Khadi development Plan has been made with support of NIFT which will directly help to improve the living standard of poor Spinners & Weavers of the rural areas.

BZ.Similarly our Training centres are providing skill development & vocational Training to rural people, so that they could earn their livelihood, one new Training center will also be started in District Kushinagar in this year.

Sericulture

CA.Sericulture is an agro based industry. The pre-cocoon activity, which consists of host plant development and silkworm rearing being performed by the farmers which comes under the agriculture allied sector, whereas post-cocoon activities such as reeling, silk yarn processing like twisting, dying and weaving etc. come under cottage and small scale industries. The agro climatic conditions of U.P. are favourable for sericultural activities.

CB.With the advantage of its agro climatic conditions, U.P. is producing three types of silk viz. Mulberry, Tasar(Arjuna) and Eri(Castor) inter alia U.P. also produces world famous Varanasi Silk Sarees.
CC.Department of Sericulture, U.P. is committed to minimize the gap between production and consumption with its various plan schemes .

Strategy for Silk Production

CD.Although department of sericulture, U.P. has undertaken initiative to boost-up silk production in the State but due to paucity of funds and D-linked Catalytic Development Programme for Sericulture, a central Sponsered scheme of Central Silk Board,Govt. of India in the year 2015-16 So department has reorganised its State plan and introduce new schemes to achieve 272.90 MT by the end of Annual Plan 2016-17.



Goals

CE.Although the programme in which host plant development has been considered to produce 272.90 MT of raw silk by the end of Annual Plan 2016-17. To achieve the above targets for plugging the gap between demand and supply of silk yarn, the following goals shall be taken into consideration:-

Increase in employment generation

Increasing the income of farmers

Increase the sericulture cocoon productivity

Qualitative sericulture production

Self dependence in seed production and seed requirement

Priorities

Increase in area of host plants.

Introduction of high yielding host plant varieties through Government and Kisan Nurseries.

Initiation of Hi-tech sericulture.

Dissemination of improved technology and good practices through Extension.

Skill development.

Inter-departmental coordination particularly with the Forest department for Tasar Host Plant Development in forest areas.

Handloom

CF.The Handloom sector is the largest unorganized economic activity next only to agriculture .Handloom sector provides employment to people, belonging to socially and economically weaker sections, particularly in rural areas. The strength of handloom lies in innovative designs which can not be replicated by the Power Looms. Some of the excellent work of arts transformed on fabrics by the weavers is Brocades of Varanasi. As per the Handloom Census of 2009-10 conducted by Govt. of India, there are 80,000 Handlooms and 2,50,000 Handloom weavers reported in U.P. Handloom is a protected sector due to which the responsibility of state contribution becomes vital. There are problems of marketing the handloom products due to lack of effective strategy in place.

CG.The modern mechanism of advertising and marketing could be used to provide effective platform to handloom sector. The handloom sector should be encouraged to produce designs that reflect a blend of traditional culture and modern style. The determination of quality, its maintenance and promotion of sales of handloom products at the national and international level could be achieved with the formulation of effective policies and strategies. Handloom sector makes little demand on conventional sources of energy and has no adverse ecological effect. The handloom sector today may look small in terms of its tools and technology but it plays a pivotal role in our economy in terms of its employment potential. It is a natural productive asset and tradition at cottage level, which has sustained and grown by transfer of skill from one generation to the others.

Vision, Priorities, Goals and Targets 2016-17

CH.The vision for the next five year plan includes- enhancing the competitiveness of the Handloom Sector; providing the raw materials at the economical price to the weavers, ensuring the social security of the weavers; providing the adequate working capital for the handloom sector; improvement in the working conditions of the handloom weavers and improvement in the marketing infrastructure of the handloom sector.

CI.At present about 2,20,000 powerloom and 4,21,000 powerloom weaver’s are working in this state. The majority of the weaver’s population is constituted of minority sections of the society and every effort is being made for their welfare through various schemes run by the department. Besides this, the State assistance to schemes like- provision of independent feeder, Janeshwar Mishra powerloom industry development and powerloom promotion scheme for the scheduled castes is being increased in the proposed annual and five year plans. The schemes are focused on the -social security of the weavers; enhancing competitiveness of the sector; distribution of semi-automatic and automatic powerlooms to powerloom weavers of SC category, skill development; improvement in the marketing strategies for the handloom sector; and ensuring the healthy and conducive working environment to the weavers.

CJ.The future goals include- checking the drop-out rate of weavers in the handloom sector; increasing the contribution of handloom sector in the economic growth of the State and increasing and sustaining the employment in the sector. This is composite of both major and monitorable targets for the sector. The major targets are focused upon the revival of handloom sector. This will be achieved through skill development; promotion of handloom products through effective marketing strategies and infrastructure development in the handloom sector. On the other hand, monitorable targets include-production of handloom textile production; employment generation; provision of health facilities. Through health insurance scheme and cluster development and formation of weavers' groups.



Progress during 2015-16

Power loom promotion scheme for the welfare of power loom weavers belonging to SCs’ under SCP is currently run by State Government under which 400 weavers of 100 power loom units are benefitted by Rs 310 lacks during the year 2015-16 and this scheme  is also proposed to be continued during the year 2016-17.

As declared by the Honorable Chief Minister of the State, the Marketing Center for the handloom weavers is to be established at Mubarakpur, Azamgarh. This marketing centre is expected to start till July 2016.

During the year 2015-16 expenditure of Rs 2776.06 lakhs are made under the different heads i.e. cluster, Handloom expo and marketing incentive of National Handloom development scheme against the total sanctioned Rs 2822.38 lakh.

Area where number of power loom weaver are more, independent feeders are provided for uninterupted electric supply so that production on power loom are not effected. Under this scheme Rs 1500 lakhs has been sanctioned agianst the Rs 1500 lakhs provision of state govt. by which power loom weavers of Mau, Ambedkar nagar, lucknow are benefitted in first stage.

Under the scheme Handloom weaver's Electric Bill subsidy Handloom weavers are also benefitted like power loom weaver for this purpose total Rs 500 lakhs sanctioned by the State Govt. against the provision of Rs 500 lakhs. By which about 12729 handloom weavers of different regions of state are get benefitted.   

Like Handloom weaver's Electric Bill subsidy State Govt. has been sanctioned Rs 200 lakhs for Dhunker’s Electric bill subsidy by which 365 dhunker’s of Amroha district of Muradabad region will be benefitted.

Information Technology and Electronics

U.P. State Wide Area Network (UPSWAN)

CK.As a core infrastructure project under National e-Governance Plan, the work for establishment of UPSWAN was started in the year 2006-07. The UPSWAN has been made functional by establishing 01 Point of Presence (PoP) at State Headquarter, 70 at District Headquarters, 240 at Tehsil Headquarters and 574 at Block Headquarters. Thus a total of 885 PoPs have been established in the State with infrastructure like Computers, Switches, Routers and other IT & Non IT equipments. The three core District PoPs i.e. Lucknow, Gorakhpur and Meerut have been connected on 34 Mbps and remaining District, Tehsil and Block level PoPs have been connected on 2 Mbps network connectivity. To promote Green Energy, 20 POPs are being operated with Solar Energy by the State Government. UPSWAN is in use mainly by Commercial Tax, Finance, Agriculture, Revenue, Home, Information Technology & Electronics, Forest, Village Development and Statistics Departments etc.

CL.The present technology/topology of UPSWAN has become old enough and the present age requires high speed network connectivity which is not possible by use of these old equipments. Hence, the operation of UPSWAN is being changed to a new arrangement of Pay Per Use/Rental Basis, in which all required infrastructure & its maintenance and provisioning of FMS & Bandwidth services are to be taken as a package throughout the State from a System Integrator so that maximum work efficiency and higher uptime of the network is obtained by making investment in an optimized way.

U.P. State Data Centre (UPSDC)

CM.The UPSDC is another major core infrastructure project executed by the State Government under National e-Governance Plan. It is a centralized reservoir for data, information and services for State Government departments. The UPSDC has started functioning after its Go-live on 06-08-2012. The UPSDC is ISO 27001 and ISO 20000 certified as it has achieved compliance on establishment of security and IT service management related aspects.

CN.The project was started in the State under overall directives and guidelines of Govt. of India under National e-Governance Action Plan (NeGAP). M/s Tata Consultancy Services (TCS) was selected as Data Centre Operator (DCO) and is working for its operations and maintenance. Under this, TCS is providing FMS services for 5 years from the date of Go-Live. M/s Deloitte is working as Third Party Auditor for UPSDC.

CO.The basic minimum infrastructures like space, power, security, connectivity, cooling and FMS services are being provided to government departments free of cost. The UPSDC is currently handling data of departments like Commercial Tax, Basic & Technical Education, Police, IT & Electronics, Urban Local Bodies, Food & Civil Supplies, Social Welfare, Rural Engineering Services, Forest Corporation, CM Computer Cell, e-Districts, SSDG etc. Presently, 116 services of 16 departments are being delivered to common citizen and other departments of the State.

CP.Considering the increased needs of various departments and almost full utilization of UPSDC capacity, process for its enhancement/augmentation and cloud enablement has been started. Under this, the selection of suitable System Integrator(s) is being done through open tendering process by floating of RFPs.

CQ.The UPSDC is one of the key established IT infrastructure projects and has a major role in implementation of Digital India Programme of GoI.



Common Service Centre (Jan Sewa Kendra)/ Lokvani Kendra/ e-Suvidha Kendra

CR.Under National e-Governance Plan, Common Service Centres (Jan Sewa Kendra) were established in the rural areas of the State to deliver citizen centric State Government and other services electronically to common citizen by 03 (three) selected Service Centre Agencies (SCAs) on PPP mode. To further promote entrepreneurship and employment in urban areas, Lokvani and e-Suvidha Centres are also being established by State Government. Under new District Service Provider (DSP) scheme, 01 (one) Common Service Centre, to be operated by selected local person as Village Level Entrepreneur (VLE), in every 02 Gram Panchayats is being established and made functional by State Government through private sector contracted DSPs.

CS.Common Service Centers are delivery points for various Government Services (G2C) and Business Services (B2C) and are established near the doorstep of citizens with an aim that citizens should not approach to the cities to get these services and thus saving their time & money.

e-District

CT.UP is the first State in the country to successfully implement e-District scheme in 6 pilot districts viz. Gautam Budh Nagar, Ghaziabad, Sultanpur, Sitapur, Gorakhpur and Rae Bareli and the only State in the country as well to successfully rollout e-District scheme in remaining 69 districts of the State. The scheme was started with delivery of 26 Citizen Centric Services of 9 State Departments to the citizens. Looking at the overwhelming response of the citizens, GoUP is in the process to bring 90 more citizen centric departmental services under the ambit of this scheme by integrating them with e-District portal.

CU.Till June'16, more than 7.50 crores citizens have been benefitted by availing the services under this scheme. Facility to provide the services to the citizens directly through internet without visiting the CSCs has also been started in the State.

Refurbishment of Departmental Websites of U.P. Government

CV.The refurbishment of all departmental websites is being done to make them compliant with Guidelines for India Government Websites (GIGW). Updesco, which is nominated as a nodal agency, is conducting this work through the 5 empanelled companies selected earlier through open tendering process. GO has been issued to all the departments to avail services of these selected companies for their website refurbishment work. The designated Nodal Officers of the departments have to provide necessary budgetary and other approvals required for refurbishment of websites.

CW.More than 100 proposals have been sent to different departments and their entities out of which 27 departments have issued work orders in favour of Updesco. The 7 departmental websites have already been developed and hosted in the State Data Centre after security certification from Cert-In, 3 Websites are hosted on departmental servers and 7 Websites required approval from respective departments for their hosting on SDC which would be given shortly by them.

Electronic Manufacturing Cluster (EMC)

CX.The Electronics Manufacturing Policy-2014 has been promulgated by the State Government and the State is in the process of setting up of three EMCs, one at Greater Noida and two at Yamuna Expressway. The UPDESCO and UPLC have been made Chief Promoters for establishment of EMCs at Greater Noida and Yamuna Expressway respectively.

CY.The scheme of EMC is to be implemented through Special Purpose Vehicle (SPV) to be formed for this purpose which will operate and maintain the same on user charges basis and support from GoI in the form of Grant-in-Aid.

CZ.GoI has to contribute 50% of the Project Cost, subject to a ceiling of Rs. 50 Crores for every 100 acres of Land for Development/ Upgradation of Common Infrastructure/ Facilities. The eligible components for Grant funding include,

Basic development like Boundary wall, internal roads, storm water drains etc,

Essential Services like Sewage lines, WTP, Power sub-station, warehousing etc,

Welfare Services like Employees Hostel, Hospital, Recreation facility, Crèche, Educational facilities etc,

Support Services like R&D, incubation, training, auditorium, IT Infrastructure etc,

Manufacturing Support Services like Tool Room, CAD CAM Design, Testing & Certification, Packaging etc.

DA.A minimum of 80% of the land allocation is to be earmarked for Processing Area and maximum of 20% for Non Processing Area. The Grant is restricted up to 50% for Processing Activities and 20% for Non Processing Activities.

DB.An outlay of Rs 4000.00 lakhs is proposed for the financial year 2016-17 for development of basic Infrastructure facilities (Roads, Electricity, Water, ETP, Testing Facilities, Social Infrastructrue etc) in the land area allocated/allotted for the Electronics Manufacturing Clusters in the Yamuna Expressway and Greater NOIDA area.

Mega Call Centre

DC.The U.P. Government has envisaged establishing a Mega Call Centre with 300 seating capacity in the State Capital with a vision to get an independent feedback from the beneficiaries and other stakeholders related with various citizen centric schemes being run by different Government departments of the State. This would be an outbound Call Centre only wherein calls will be made to beneficiaries by the Call Centre Agents to get the feedback on successful running of the schemes on pre-defined questionnaire/criteria and to provide information to them about the scheme details.

DD.The objective for establishment of Mega Call Centre is not only to sensitize the citizens about different Government schemes being run for their benefits but also to remove bottlenecks, if any, for timely execution/disbursement of the benefits, bring in required changes by way of policy amendments for smooth execution of these schemes etc. This also aims to find individual lapses, if any, during the implementation process of the schemes.

DE.The UPDESCO has been selected as an implementation agency for establishment and operations of this Mega Call Centre for CM office U.P. and for which the UPDESCO has to select a System Integrator (SI) through open bidding process who in turn will establish this Mega Call Centre in Lucknow at an appropriate place. The UPLC has provided a consulting organization M/s Ernst & Young LLP (EY) to UPDESCO after their selection from limited tendering process. The UPDESCO through EY is presently engaged in selection of SI for which bidding process was completed on 14.06.2016 and approval on selection of lowest quoted bidder is under consideration of the Government.

DF.In all, 20 services of 13 departments are selected in the initial phase for obtaining feedback from a total of 1.69 Cr. (approx.) indicative no. of beneficiaries.
