General Plantae exclusions:
Where the ‘Notation column’ states “No exclusions apply”, the listing includes all parts and derivatives.
Where the ‘Notation column’ for an Appendix II species states “Refer to Plantae listing for general exclusions”, the listing is taken to include all parts and derivatives, except:

a) seeds (including seedpods of Orchidaceae), spores and pollen (including pollinia). The exemption does not apply to seeds from Cactaceae spp. exported from Mexico, and to seeds from Beccariophoenix madagascariensis and Neodypsis decaryi exported from Madagascar;

b) seedlings or tissue cultures obtained in vitro, in solid or liquid media, transported in sterile containers;

c) cut flowers of artificially propagated plants;

d) fruits and parts and derivatives thereof of naturalized or artificially propagated plants of the genus Vanilla (Orchidaceae) and of the family Cactaceae;

e) stems, flowers, and parts and derivatives thereof of naturalized or artificially propagated plants of the genera Opuntia subgenus Opuntia and Selenicereus (Cactaceae); and

Where the ‘Notation column’ for an Appendix III species states “Refer to Plantae listing for general exclusions”, the listing is taken to include all parts and derivatives, except:

a) seeds, spores and pollen (including pollinia);

b) seedling or tissue cultures obtained in vitro, in solid or liquid media,

transported in sterile containers;

c) cut flowers of artificially propagated plants; and

Regarding hybrids:

a) hybrids shall be subject to the provisions of the Convention even though not specifically included in the Appendices if one or both of their parents are of taxa included in the Appendices unless the hybrids are specifically excluded from CITES controls by a specific annotation in Appendix II or III.


Regarding artificially propagated hybrids:

a) where at least one of the plants in their recent lineage is of a species included in Appendix I or Appendix II, hybrids shall be treated as specimens of species included in Appendix II unless the Appendix I species has an annotation noting that hybrids be treated as Appendix I; or



        • b) where at least one of the plants in their recent lineage is of a species included in Appendix III, and there are no specimens of an Appendix-I or Appendix-II species in such lineage, hybrids shall be treated as specimens of species included in Appendix III.
