Paegelow, John A.



Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to John A. Paegelow, Lieutenant Colonel (Air Service), U.S. Army Air Service, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Commander of Balloon Service of the 1st Army Corps and 1st Army, Lieutenant Colonel Paegelow was well-fitted for his important position both by long experience in aeronautics and by noted organizational ability. Through his untiring energy an efficient system of supply and transportation was developed in spite of the numerous difficulties which assailed him. The success achieved by the Balloon Service in the second Battle of the Marne and in the St. Mihiel offensive are a tribute to the high character of services rendered by him to the American Expeditionary Forces.

Saltzman, Colonel (Signal Corps), U.S. Army Air Service, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. While assigned to duty in the Air Service, Colonel Saltzman voluntarily undertook and successfully accomplished the difficult task, in the face of many obstacles, of preparing an organization for the procurement and supply of Signal Corps equipment for the Army.

Scanlon, Martin F.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Martin F. Scanlon, Lieutenant Colonel (Air Service), U.S. Army Air Service, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Air Corps Officer, 5th Army Corps, from 23 October 1918 to 22 February 1919, which included active operations in the Meuse-Argonne offensive, Lieutenant Colonel Scanlon demonstrated an unusually high degree of efficiency, courage, leadership, loyalty, and technical attainments. At all times he executed the most difficult missions assigned to the Air Service, thereby contributing materially to the success of the operations of the 5th Army Corps, and rendering important services to the American Expeditionary Forces in the operations against the enemy.

Stearns, Cuthbert P.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Cuthbert P. Stearns, Lieutenant Colonel (Air Service), U.S. Army Air Service, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Chief of Staff, Spruce Production Division, Bureau of Aircraft Production, by his loyal devotion to duty, tact, industry, and resourcefulness, Lieutenant Colonel Stearns handled with conspicuous success all the military problems of organizing the division and distributing the troops and supplies, an operation which involved constant and intimate relations with 150,000 civilian lumbermen and over 500 lumber mills, extending over an extensive territory. He rendered services of great value to the Government in a position of great responsibility.

Citation:

The President of the United States takes pride in presenting the Army Distinguished Service Medal (Posthumously) to Edwin Vose Sumner, Jr., Lieutenant Colonel (Air Service), U.S. Army Air Service, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Commanding Officer of the Air Service Production and Assembly Center at Romorantin, Lieutenant Colonel Sumner displayed peculiar administrative ability in coordinating the work of the many different elements at the largest Air Service project in the American Expeditionary Forces. The satisfactory results obtained at Romorantin were due largely to his tireless energy and skill in supervising and directing its operation. His example established a spirit of teamwork and accomplishment which were most marked.

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Melville Withington Thompson, Lieutenant Colonel (Air Service), U.S. Army Air Service, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Governor of the War Credits Board, Lieutenant Colonel Thompson was untiring in his efforts, and his good judgment in solving the many complex questions confronting the Board added materially to the proper discharge of its many responsibilities.

Tilleson, Selmer J.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Selmer J. Tilleson, First Lieutenant (Air Service), U.S. Army Air Service, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. First Lieutenant Tilleson served with distinction in the Supply Department, 3d Aviation Instruction Center, and later as Officer in Charge of the Aero Supply of that Center. He had under his supervision the care of and the issuing of more than 29,000 different kinds of spare parts and other airplane supplies. In addition to his loyalty and constant devotion to duty he showed marked ability in the handling of matters of the smallest detail without overlooking problems of the largest importance. By the orderly manner in which he conducted the enormous and complex duties of a supply officer at a post where there were usually more than 1,000 airplanes and more than 1,000 flying officers, he rendered service of inestimable value to the American Expeditionary Forces.

Toulmin, Harry A., Jr.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Harry A. Toulmin, Jr., Lieutenant Colonel (Air Service), U.S. Army Air Service, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Head of the Coordination Section of the Staff of the Chief of Air Service, American Expeditionary Forces, Lieutenant Colonel Toulmin was charged with the responsibility for outlining and developing an organization to handle the many and grave problems of administration, mobilization, supply, and armament. In the performance of this duty he displayed rare intelligence, great initiative, broad vision and an ability to obtain results, thus contributing materially to the success of the American Expeditionary Forces.

As Assistant Chief of Staff, in charge of the Intelligence Section of the Services of Supply, Lieutenant Colonel Ward has rendered services of the most valuable character. He has handled with great efficiency the important task of counterespionage throughout the American Expeditionary Forces and in the neighboring neutral countries. In this service he showed marked ability, combined with superior military knowledge.

Lieutenant Colonel Westover served in turn as Signal Officer, Port of Embarkation, Hoboken, New Jersey, Chief of Storage Department, Signal Corps, and Chief of Storage and Traffic Division, Bureau of Aeronautical Production, Air Service. By his great initiative, painstaking attention to details, exceptional ability, and untiring efforts he installed and developed with conspicuous success at all ports of embarkation a complete system of keeping records of shipment of Signal Corps and Air Service property for overseas. His services were of inestimable value to the Government in a position of great responsibility.

Throughout the entire duration of the war his high professional attainments and untiring zeal have materially promoted the efficiency of the Air Service.

Wilmer, William H.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to William H. Wilmer, Colonel (Medical Corps), U.S. Army Air Service, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Surgeon in charge of Medical Research Laboratories, Air Service, American Expeditionary Forces, since September 1918, Colonel Wilmer has rendered most distinguished service. His thorough knowledge of the psychology of flying officers and the expert tests applied efficiently and intelligently under his direction have done much to decrease the number of accidents at the flying schools in France and have established standards and furnished indications which will be of inestimable value in all future work to determine the qualifications of pilots and observers. The data collected by him is an evidence of his ability, his painstaking care, and of his thorough qualifications for the important work entrusted to him. The new methods, instruments, and appliances devised under his direction for testing candidates for pilots and observers have attracted the attention and been subject of enthusiastic comment by officers of the allied services, and will be of great importance in promoting the safety and more rapid development of aerial navigation.

Woods, Arthur M.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Arthur M. Woods, Colonel (Air Service), U.S. Army Air Service, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Inspector of Schools, Signal Corps, and then as Chief of Personnel, Division of Military Aeronautics, Air Service, by his executive ability, clear conception, and broad mental grasp, Colonel Woods handled with conspicuous success many perplexing problems in the organization and administration of the system for assigning personnel. From November 1918 until January 1919, as Assistant Director of Military Aeronautics, in the solution of many new and intricate problems concerning demobilization and reorganization his work was characterized by sound judgment and untiring zeal. Later, as Special Assistant to the Secretary of War in matters pertaining to securing employment for discharged soldiers he rendered valuable service in placing great numbers of these men in lucrative positions.
