Dorey, Halstead

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Halstead Dorey, Colonel (Infantry), U.S. Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Colonel Dorey commanded with distinction the 4th Infantry Regiment, 3d Division, American Expeditionary Forces, during the battle of the Marne, the advance from the Marne to the Ourcq, and in the advance to the Ourcq, capturing Charmel, Charmel-Chateau, Villardelle Ferme, and Roncheres. The success attained by his command were greatly influenced by the high qualities of leadership he continually displayed in all these operations.

Dowell, Cassius M.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Cassius M. Dowell, Lieutenant Colonel (Judge Advocate General's Department), U.S. Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Assistant to the Provost Marshal General from 10 April to 3 September 1917, Lieutenant Colonel Dowell assisted in the administration of the Selective Service law, being charged with the responsibility of the appointments of all local and district Draft Boards. As Judge Advocate, 26th Division, from 3 September 1917 to 2 January 1918, Chief of Staff, 26th Division from 2 January to 17 April 1918, Lieutenant Colonel 102d Infantry, and for part of the period Commanding Officer of that regiment from 17 April to 13 June 1918, G-3 for the 26th Division from 15 September to 31 December 1918, Lieutenant Colonel Dowell displayed sound tactical judgment, administrative and executive qualities of a high order, and unremitting attention and devotion to his duties, thus rendering services of great value to his Government in a position of great responsibility.

Doyle, Luke C.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Luke C. Doyle, Major (Sanitary Corps), U.S. Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Assistant Regulating Officer, G-4, General Headquarters, American Expeditionary Forces, Major Doyle arranged the schedules of hospital and medical supply trains with marked ability and succeeded in maintaining those schedules, despite numerous difficulties. His aggressive action in time of emergency, whereby he surmounted unforeseen obstacles, together with the excellent performance of his duties, were material factors in the alleviation of much suffering and in the saving of many lives among the wounded sent from the front.

Drain, James A.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to James A. Drain, Lieutenant Colonel (Ordnance Corps), U.S. Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. From his experience as Ordnance Officer of the 1st Division during its early months in France, Lieutenant Colonel Drain rendered valuable service in assisting the Chief of Ordnance, American Expeditionary Forces, in formulating the policies for the supply and maintenance of ordnance for subsequent divisions. Later he performed important work in charge of the machine gun and small arms division in the office of the Chief of Ordnance, American Expeditionary Forces, and finally rendered service of a high order in representing his Government as American Member of the Anglo-American Tank Commission.

Drake, Francis E.

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Francis E. Drake, Lieutenant Colonel (Corps of Engineers), U.S. Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Lieutenant Colonel Drake served as Chief of Control Bureau, Office of General Purchasing Agent, American Expeditionary Forces. Through his office, for the purpose of coordination and approval, passed all the purchases of the American Expeditionary Forces in France, and due to his highly efficient organization in connection with the supply procurement work, close and harmonious relations were sustained at all times with the French Government. His unusual tact, marked ability, and great energy in a position of great responsibility were of incalculable benefit to the Supply Service of the American Expeditionary Forces.

Driscoll, Thomas A.

Duffy, Francis Patrick

Chaplain Duffy performed with distinction his combined duties as Regimental and Division Chaplain, stimulating the work of all with whom he came in contact. When his division was in rest areas, he was tireless and devoted in his efforts to help all with whom he served. Whether in the front-line trenches or in an attack, he was with the troops, encouraging them to greater effort, an example of fearlessness and devotion to duty, helping to care for the sick and wounded, administering to the dying, and arranging for the burial of the dead.

Dugan, Thomas B.

Duncan, George B.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to George B. Duncan, Major General, U.S. Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Arriving in France with the first contingent of American troops, General Duncan commanded in turn a regiment, brigade, and division with conspicuous success. In the command of the 77th Division in the Baccarat sector his sound military judgment, energy, and resolution were important factors in the successes gained. Later, in command of the 82d Division in the Argonne-Meuse offensive, he proved himself a brilliant leader with great force and energy.

Dunlap, William R.

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to William R. Dunlap, Colonel (Infantry), U.S. Army, for exceptionally meritorious and distinguished services to the Government of the United

Promoted in turn to Captain, Major, Lieutenant Colonel, and Colonel, while serving with the Infantry regiments of the 28th Division, Colonel Dunlap displayed unusual administrative, executive, and organizing ability and sound judgment. His brilliant leadership of his battalion in action against the enemy and later, that of the regiment, testified to the unusual skill and soldierly qualities of this officer. Colonel Dunlap's services contributed in a marked degree to the successful operations of the 28th Division and the American forces in France.

As Chief of Supply and Assistant Chief of Air Service, by his energy, tact, and executive ability, Colonel Dunwoody built up an efficient Supply Service, capable of meeting the program for material, airplanes, motors, and equipment. He established and maintained excellent relations with the allied military authorities. His service was marked by exceptional administrative ability, comprehensive knowledge of the needs and conditions of the service, and whole-hearted devotion to his important tasks.

Eckels, Charles B.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Charles B. Eckels, Lieutenant Colonel (Quartermaster Corps), U.S. Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I, as assistant to the chief quartermaster, American Expeditionary Forces, from 23 July 1917 to 31 January 1919. During this period Lieutenant Colonel Eckels served as Chief of the Finance Division of the Chief Quartermaster's Office and successfully handled the numerous complex financial questions arising in the American Expeditionary Forces in France, England, and Italy. He also performed the duty of Chief Disbursing Officer for the American Expeditionary Forces in procuring and transferring funds for disbursement by the finance officers of the several services, until the establishment of the Financial Requisition Officer. The success with which these offices of great responsibility functioned was due largely to his exceptional ability, devotion to duty, and conspicuous services.

Edgar, Clinton G.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Clinton G. Edgar, Colonel (Signal Corps), U.S. Army Air Service, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I, as Officer in Charge of the Construction Division, Signal Corps, Aviation Section. Being a trained engineer with exceptional capacity, Colonel Edgar was placed in charge of the construction Division, Signal Corps, and had complete charge and responsibility for all buildings constructed for the Air Service, which consisted of 27 aviation fields, 9 depots, 2 experimental stations, as well as many minor activities. He originated and installed the systems of securing lands for all aviation fields, securing grants and gifts of all facilities, including water and electric lights. He was responsible for the conception, design, and production of the all-steel demountable standard hangar adopted by the Army and Navy for use in the Air Service. By his untiring energy, sound judgment, and large grasp of construction problems, he has rendered services of inestimable value to the Government in a position of great responsibility.

As Commander of the 305th Sanitary Train, consisting of the 317th, 318th, 319th, and 320th Field Hospitals, and later as Division Surgeon, 80th Division, in a position of great responsibility, Lieutenant Colonel Edie maintained suitable dressing stations and provided for the continuous evacuation of the wounded in an exceptionally efficient manner under conditions of almost constant fire.

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Guy L. Edie, Colonel (Medical Corps), U.S. Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Colonel Edie was placed in charge of the Medical Service at Brest, France, at the time when it became the chief port of debarkation for American troops and at a period when the arrival of troops in unprecedented numbers, and with many sick, overwhelmed the medical arrangements for their care. By his great resourcefulness he successfully overcame the many difficult problems that were presented.

Citation:

The President of the United States takes pride in presenting the Army Distinguished Service Medal (Posthumously) to Clarence R. Edwards, Major General, U.S. Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. After having organized the 26th Division, General Edwards commanded it with distinction during all but 18 days of its active service at the front. The high qualities of leadership and unfailing devotion to duty displayed by him were responsible for the marked espirit and morale of his command. To his marked tactical ability and energy are largely due the brilliant successes achieved by the 26th National Guard Division during its operations against the enemy from 4 February 1918 to 11 November 1918. General Edwards died 14 February 1931.

As Quartermaster at Langres, France, and at the Regulating Station at Is-sur-Tille, Colonel Elliott's energy and thorough knowledge of methods and standards of supply have been of the greatest value to the Government, particularly while Depot Quartermaster at Is-sur-Tille, during a period when the successful operations of some 20 divisions were dependent upon receiving supplies from that depot.

Elmore, Vincent M.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Vincent M. Elmore, Lieutenant Colonel (Inspector General), U.S. Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during world War I. From 2 November 1918 to 28 February 1919, Lieutenant Colonel Elmore served with the 5th Army Corps, which included the active operations in the Meuse-Argonne offensive, and was charged with the arduous and responsible duties of inspection, including methods of supply, control of traffic, and investigation of vital and difficult problems of administration. At all times he demonstrated an unusually high degree of efficiency, zealous devotion to duty, professional attainments, and courage, thereby contributing materially to the successful operations of the 5th Army Corps, and rendering valuable services to the American Expeditionary Forces.

Eltinge, William

Citation:

As a member of the Operations Section, General Staff, General Headquarters, American Expeditionary Forces, General Eltinge exhibited sound military judgment and foresight in drafting important plans. Later, as Deputy Chief of Staff of the American Expeditionary Forces throughout the period of active operations and thereafter he discharged the important and complex duties of his position with admirable efficiency and by his untiring efforts and devotion to duty rendered conspicuous service to the Government.

Ely, Hanson Edward

Citation:

General Ely commanded with skill and marked ability, a regiment in trench operations north of Toul, west of Montdiddier, and during the attack at Cantigny. Later as Brigade Commander of the 3d

Infantry Brigade, American Expeditionary Forces, during the Aisne-Marne and St. Mihiel offensives and in the attack on the strong enemy position of Mont Blanc Ridge; and as Division Commander during the latter phase of the Meuse-Argonne offensive, he demonstrated rare qualities of leadership.
