As Acting Chief of Staff, 31st Division, Colonel Hodges demonstrated the highest professional attainments, and through his zeal and never-failing tact he was responsible in a large measure for the development of the high efficiency of that Division. Later, as a member of the War Department General Staff, he rendered most valuable service in the development of the system of classification of commissioned personnel now in use.

AS Commanding General, Camp Devens, Massachusetts, General Hodges displayed unusual administrative and executive ability, sound judgment, and high professional skill. He established a model system of schools and training, organized and trained the 76th Division, and in addition thereto trained for overseas service more than 40,000 men of other units. His untiring energy, devotion to duty, coupled with other outstanding soldierly qualities, contributed markedly to the successful operations of the American forces during the World War.

As Chief of Staff of the Military Board of Allied Supply, Colonel Hodges provided important liaison between the American member of the board and the General Staff,

General Headquarters. His duties, which were varied and complex, were ably performed, often under great difficulties and embarrassment, and they continued to include the responsibility of gathering the data and presenting the report on the supply systems of the allied armies and in the presentation of this completed report, which finally received the approval of his own Government.

While in Command of the Engineers, 3d Division, attached to the British Expeditionary Forces, from 11 February to 1 April 1918, during which time the Regiment was engaged in the construction of heavy bridges on the Somme and on fortification and combat duty, because of his high professional ability, his great energy and devotion to duty Lieutenant Colonel Hodges contributed materially to the accomplishments of the forces engaged in those operations.

The President of the United States takes pride in presenting the Army Distinguished Service Medal (Posthumously) to Frederick G. Hodgson, Colonel (Quartermaster Corps), U.S. Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. While serving as representative of the Quartermaster Corps on the General Munitions Board of the Council of National Defense from April 1917 until his death on 5 August 1917, Colonel Hodgson displayed most distinguished ability and performed his manifold duties in a most conspicuous manner in a position of great responsibility at a time of gravest importance. By his tact, foresight, and excellent judgment his services in connection with the development of the vast program of housing and supply for our Army were of material assistance to the successful prosecution of the war and were of signal worth to the Government.

Colonel Hof brought to a successful production basis tracer, incendiary, and armor-piercing small-arms ammunition, and supplied substantially all that was used by our troops; later as acting Chairman of the Ordnance Claims Board, where by his energy, tact, and business ability, he secured the settlement of outstanding obligation, and later, as Chief of Field Service, Ordnance Department, where he perfected the organization controlling the disposition of vast quantities of materials and plants left over from the war.

As Officer in Charge of the Topographical Sections, G-2, of the 5th Army Corps and the 2d Army, Lieutenant Colonel Hogan contributed materially toward the success of the operations. Joining the 2d Army Staff upon organization, he exercised such energy, judgment, and foresight that remarkable results were obtained in preparing maps for an offensive action and the subsequent occupation of the enemy's territory.

He has rendered important services to the United States.

Holbrook, Brigadier General, U.S. Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Commander of the 7th Field Artillery and the 1st Field Artillery Brigade, General Holbrook with great distinction directed the artillery support of the 1st Division in the attacks on Cantigny and the Soissons salient. His careful judgment and high military attainments were shown in the accuracy and timeliness of the fire from the batteries under his direction, which, despite the difficulties involved, contributed materially to the success of the operations.

In charge of General Construction in the vicinity of Bordeaux, Colonel Holman displayed unusual judgment and great executive ability in the performance of the many duties assigned to him. In addition he rendered valuable service and advice to the other departments of Base Section No. 2 regarding construction.

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Charles C. Homan, Lieutenant Colonel, U.S. Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Assistant to the Director, Motor Transport Corps, American Expeditionary Forces, Lieutenant Colonel Homan was charged with the assignment and distribution of motor transport to Division, Corps, and Army troops, the general supervision of motor transport within the zone of the Services of Supply, maintaining therein the difficult task of a balanced and efficient motor transport service. In these positions of grave responsibility he displayed unusual administrative and executive ability, high technical skill, and unremitting attention to duty, thus contributing markedly to the successful accomplishments of the American Expeditionary Forces.

Displaying marked scientific attainments, he handled perplexing problems with which the service was continually confronted with sound judgment, untiring energy, and a wide comprehension of the needs to be supplied and the facilities available.

In the Hospitalization Division of the Chief Surgeon's Office, a position of great responsibility, Lieutenant Colonel Hopwood had charge of the equipment and installation of hospitals throughout the Services of Supply in France, and it was due to his ability and energy that these units were so efficiently provided and maintained. He has rendered services of value to the United States.

To her fell the duty of supervising the nursing departments of all the hospitals at the Port of Embarkation and the mobilization stations for nurses destined for overseas duty. By her efficiency, energy, and knowledge of administrative detail she has added greatly to the proficiency of the Medical Department of the Army at those trying stations.

As Assistant Chief of Staff, G-2, of the 1st Army, Colonel Howell organized and directed the operations of this section during the entire operations of the 1st Army. The results achieved by him during the St. Mihiel and Meuse-Argonne operations had a noted influence on the successes gained by the 1st Army and showed him to be an officer of sound judgment and marked ability.

As Commander of the 3d Division on its march to the Rhine and during the occupation of the enemy territory General Howze proved himself energetic and capable, exhibiting superb qualities of leadership. He maintained an unusually high standard of efficiency in his unit, rendering eminently conspicuous service as a Division Commander.
