In charge of the General Supply Depot, Jeffersonville, Indiana, from April 1917 to May 1918, the successful organization, development, and administration of the system at that important depot for the supply of clothing and general equipment were largely due to Colonel Wood's great energy, foresight, and marked executive ability. Later, As Quartermaster, Base Section No. 6, American Expeditionary Forces, from August 1918 to January 1919, by his administrative ability and untiring zeal he rendered conspicuous services in the improvement and development of the organization of the supply system at this important depot.

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Jesse Walton Wooldridge, Captain (Infantry), U.S. Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Near Mezy, France, on 15 July 1918, when attacked by portions of three enemy regiments, Captain Wooldridge, by exceptional skill and ability, so inspired his company of the 38th Infantry
Regiment, 3d Division, that he defeated these units and drove them by successive counter attacks from the sectors of his regiment and that of an adjoining regiment. After his company had suffered a loss of 70 per cent by casualties, he organized a platoon from cooks, mess attendants, runners, and Stokes mortar men, and led it in attack upon the last enemy assault wave, which he defeated. During these successive encounters his company captured over 400 of the enemy and broke the strong enemy attempt to cross the Marne in this sector.

Colonel Wooten served with credit as Commanding Officer of the 14th Railway Engineers during the operations of that regiment on the British front. Subsequently, while Corps Engineer of the 3d Army Corps, by his energy, foresight, and skill in accomplishing important engineering works, he contributed materially to the successful operations of his corps. Later, when appointed engineer of the 3d Army, he performed important duties in a most creditable manner.

Similar negotiations were made by him with the English for the assembly of night bombing planes for our Air Service and for instructions of our personnel in English shops and in English aerodromes. Later, he rendered valuable assistance in connection with maintenance of Air Service squadrons at the front.
