MEETING NOTES OF QUIET OPERATIONS SUB-COMMITTEE (QOS-C)

1 Apologies: There were no apologies.

2 Meeting Notes of the Last Meeting
These were accepted.
3 Matters Arising
Paul Briggs will preside as Chairman in place of Richard Hall as it was felt the committee did not need 2 representatives from Warwick District Council.
Complaints System

It was questioned whether there was any improvement in the system.

Roger Fawcett said that a report provided for the Consultative Committee showed no complaints for the last quarter inferring that the Airport had got something right. However, Chris Wild’s report indicated otherwise.
It was noted that Local Authority representatives had advised regular complainers of the new system.
Trees

Mike Morton reported that he is working towards the second phase of this project.



Noise Preferential Routings

An executive summary has been provided .


Oak Close Bund

Some trees will be planted in the next two weeks. A contract has been awarded to

a landscape company.


AOB

Item 2: Bunds to deflect aircraft start up noise – No Action.


Item 6: Fuel Farm – No further information.
Item 7: AGL is progressing.
Item 8: ATC - Awaiting Site Acceptance Test and should be completed by end of March but realistically would be available for the summer season.

4 Noise Manager’s Report
The Noise Managers Report which had been handed out to the committee prior

to the meeting was discussed. Paul Briggs asked out of those complaints received, how many were genuine or followed up. It was noted that it was difficult to offer much in the way of response as the information often provided by the complainant was insufficient. None of the Council representatives had received

any complaints since the last meeting.
Rob Sweeney had received complaints from regular complainants who had actually photocopied the same complaint form and merely changed the date. Most

were about the normal day to day operation of an airport. Paul Briggs suggested

those people should be written to by the local authority and be advised that it

is pointless to make this type of complaint.

Paul Briggs commented that under the S106 Agreement we have to provide

an annual report in which we will need to identify the problem with the system. We

need to show that we have attempted to answer the problem.

5 Noise Preferential Routings (NPR’s)

A consultation has been carried out. Still awaiting the NPR’s that are soon to be

trialled. Due to a local air navigation provider the airport has been unable to put them into operation. As the number of operations are more on South bound routes

they will be trialled here first. We will then be in a position to trial North bound routes subject to resources.

Terry Viner produced an information pack which he had put together and a

lengthy discussion took place. Due to the technical nature of this discussion it

was agreed to take it away from this meeting.
Roger Fawcett commented on criticism from the Consultative Committee on

6 Airspace Consultation
No further information.
7 Noise Monitoring System

Documents provided in advance of the meeting explained the noise

monitoring system required to fulfil the S106 agreement. Planning permission

is still required to site the mast.


Terry Viner commented on the proposal to site the mast at Claybrook Marsh

saying that it was in an area normally subject to vandalism. He suggested that

consideration be given to erecting the mast on the site of the new community

centre or even on the building itself. It was agreed it could be considered as

a safe site.
With regard to Motslow Hill the principles have been accepted but not finalised.

Planning application needs to be submitted now.



8 Sound Insulation Grants

Details of the scheme have been circulated and acceptance given in principle.

Need to view the estimate for the first band of premises to be looked at. Stoneleigh end would be the first. Procedures still to be agreed but it was noted that the

Airport or their Sound Proofing Contractor should write to the occupiers/owners

of those premises identified. Following a question from Roger Fawcett it was

confirmed that when a contour crosses the property the whole property would be

included within the scheme. The sound proofing being offered is secondary double

glazing for which planning permission is not required. External windows

and vents that may need to be fitted to a façade, particularly with listed buildings

may need planning permission.


David Burrows asked if the clause saying it was the property owner’s responsibility to re decorate, lift or re fit carpets was a standard one suggesting that

consideration should be given to ensure any damage caused by fitting is

made good.
Some homes at the other end of the Airport (London Road) may also need

to be included in the first band.


Roger Fawcett asked once the property requiring a grant had been identified,

should the owner decide not to have the work carried out straight away would

the amount available be index linked to carry out the work at a later date?

S106 interpretation suggests that the Specified Maximum Cost for this is

index linked and will be reviewed every two years after the Unconditional

Date.
The Airport is still waiting for the result of the PLI2 which could affect any

decisions made.

9 West Apron
The ’98 S106 Agreement does not allow aircraft over 9000 kgs to operate

on the West apron. Discussions are now ongoing with Warwick District

Council regarding aircraft of greater weight but which are quieter, to be

allowed to operate on West.

All aircraft have documentation which shows their noise certification

category and this should be held on board the aircraft or with the aircraft operators and therefore problems should not be encountered in identifying aircraft which could use West. It is hoped that within the next two or three months the airport may be able to report back to the meeting.




10 Air Quality/Odours
This is another requirement of the S106 agreement. Agreement has been

made with the local authority for a contribution to Air Quality monitoring at

Coventry. Coventry City Council and the Airport need to work together on this project. Board ‘sign off’ for this project has been given.
Paul Briggs advised that something needs to be put in writing saying that

we are in discussion and which shows that we are doing something about it.



11 Any Other Business

1. A contact list showing telephone numbers and email addresses for

the Airport to be attached to the meeting notes.

2. Mobile Unit for Noise Monitoring – Agreement and Procedures

required for use. When purchased will discuss with QOS-C before

use.
3. Jeff Charles to prepare the draft annual return – due date July 07.

4. David Burrows reiterated his statement from the last meeting that

the results of the NPR consultation should have gone to the

committee before it was actioned. It was agreed that if this or any other process is required in the future then consultation results should be provided to the committee first.
5. Nuneaton and Bedworth Borough Council have made a request in

writing to become a member of this committee. It was agreed that the

group should not be expanded but they could be invited to attend

as observers.

6. David Burrows had heard rumours that Air Atlantique were moving out

of Coventry. The meeting was advised that the company was up for

sale but that the Classic Flight part of the group will remain here for

at least 2 years.


7. Roger Fawcett asked if there any plans to remove the derelict hangar.

Mike Morton said that as part of the ongoing discussions with Warwick



District Council the Airport is looking to remove the hangar.
