In April 1917, Congress issued a declaration of war against the Central Powers – Germany, Austria-Hungary, and the Ottoman Empire. Because this decision was not universally popular among the diverse population of the United States, the U.S. government established a propaganda agency, the Committee on Public Information, to convince the American people to unite behind the Allied cause. One tool used to gain public support for the war was the mass distribution of posters like these.
