Concluding Remarks

INTERREG is certainly not the one and only facility via which Baltic 21 could or should finance its Lighthouse Project Strategy. As the current report has shown, it was, however, already during its concluding financing round 2001-2006 an appropriate tool via which numerous projects could be supported which enhanced its own joint as well as sectoral goals.


Despite the fact that the mandate of INTERREG as a facility for territorial cooperation and regional development differs from the mandate of Baltic 21 in pursuing sustainable development in the Baltic Sea Region, a closer interaction of both initiatives would certainly be of substantial mutual benefit.
The current report has shown, that largest impact for sustainable development is achieved in those projects, which are carried by the Baltic 21 member organisations. Not the least because the Baltic 21 process ensures a linkage to a BSR wide network of national ministries and NGOs in all phases of the project. It has also demonstrated that INTERREG has very much welcome and been supportive to Baltic 21 initiated projects.
At the same time the report has shown that – while none of the INTERREG projects are to the detriment of sustainable development – only a few are focused on sustainable development as understood by Baltic 21. Although the most recent application rounds seem to show an increase of SD focused projects, it can be assumed that it is also in future periods mainly up to Baltic 21 to influence this process. Given the demand-driven nature of the INTERREG facility Baltic 21 will need to ensure that high-quality projects focused on sustainable development issues are submitted to this facility. As shown above such effort would obviously at the same time also enhance the impact of INTERREG in that the projects are carried by a multi-stakeholder BSR wide process.
As such Baltic 21 might not only be “used” by INTERREG as a provider of ideas and projects for sustainable development, but also as an umbrella and/or multiplicator for INTERREG achievements in that area.16
While such a two-way process should be strengthened for the given INTERREG programme, it might become easier with the new operational programme 2007-2013. Whereas it is understood that this programme will be the result of a multi-partner consultation process, it is at the same time hoped that the aims of Baltic 21 as a whole and the given LHP themes in particular will be reflected in it. To this end, Baltic 21 will need to give a clear and unanimous vote on a targeted set of goals to be achieved in the coming years and voice them towards the JPC.
This report was prepared in order to assist Baltic 21 in identifying those themes.
