Fleets for the Future Commitment Request

Fleets for the Future (F4F) is an aggregate procurement opportunity for fleets in the mid-Atlantic region. F4F received a competitive award from the U.S. Department of Energy’s Clean Cities program to with developing and implementing a procurement process designed to coordinate and consolidate bulk orders of advanced fueled vehicles, alternative fuels, refueling and charging infrastructure. The purpose of this effort is to reduce the incremental cost of commercially available alternative, clean fuel vehicles and critical components in regional markets and nationwide. As a partner in the project, the Mid-Atlantic Purchasing Team (MAPT) will use the procurement expertise of the Metropolitan Washington Council of Governments (COG) and the Baltimore Regional Cooperative Purchasing Committee to develop the procurement for public and non-profit fleets across the mid-Atlantic region, including Philadelphia and the surrounding area. MAPT will administer two separate contracts for the vehicles and infrastructure. Each contract will be 3-years and will include a rider clause.
Anticipated contract award dates

Vehicles: September 2017

Infrastrucuture: November 2017
Eligibility

Public and Nonprofit Fleets: State and local government, school districts, universities, and utilities

Vehicle Type: Light-, medium-, and heavy-duty vehicles

Vehicle Fuel Type: Compressed natural gas, propane, ethanol (E85), plug-in electric technology, hybrid electric technology (non plug-in medium- and heavy-duty only)

Infrastructure Fuel Type: Compressed natural gas, E85, propane (LPG), Level 2 electric charging, and DC Fast Charging (DCFC)
To develop the contracts, COG is asking interested fleets to provide a soft commitment of the types and number of alternative fuel vehicles (AFVs), as well as infrastrucure installations you plan to purchase and install over the next 3 years. The information will be collected and used in both contracts to provide an aggregate number of vehicles and stations. Upon contract award, fleets will be contacted to provide a firm commitment of their requests. Note, this is not a purchase order or a binding commitment. Fleets will be able to revise their original commitment requests.
