SSECTION 00234 - TEMPORARY PEDESTRIAN ACCESS
Section 00234, which is not a Standard Specification, is included in this Project by Special Provision.
Description
00234.00 Scope - This work consists of designing, constructing, maintaining, and removing temporary pedestrian access required for staging and constructing of permanent sidewalks and ramps as shown or directed.
00234.01 Pedestrian Access Disruption and Restoration - For each corner of each intersection:

Demolish existing sidewalk and curb ramps and place ADA compliant temporary ACP surfacing (temporary access) in the same work shift.
-
Keep the existing pedestrian access including concrete walks, curb ramps, crosswalks, and push buttons fully accessible, operational and open for pedestrian use until demolition of existing access and construction of temporary access.

Temporary pedestrian access may be used for at most 100 calendar days.
-
Complete construction of final pedestrian access as shown, including concrete walks, curb ramps, pedestrian signals and push buttons, and final or temporary crosswalks within 100 calendar days after the existing pedestrian access was disrupted.
00234.05 Submittals - Submit the following to the Engineer for approval 14 Calendar Days before the pre-construction conference:
Temporary pedestrian access plans that meet the accessibility requirements in Part 6 of the MUTCD, the American with Disabilities Act (ADA), ODOT Standard Drawing TM844, and specification section 00220.02. Provide stamped working drawings according to 00150.35 which Iinclude the following in the plans:

- Temporary pedestrian access to each corner of the intersection. Do not route pedestrians to adjacent intersections or mid-block for crossing the street.

- Pedestrian traffic control devices and layout, including pedestrian channelizing devices
-
Temporary movable ADA compliant curb curb ramp design design and non-slip surfacing materials (if necessary)
-
- Striping modifications
-
- Signal modifications
-
- Access to bus stops and private pedestrian facilities
-
- Temporary surfacing materials
Materials
00234.10 Temporary Surfacing - Provide ACP surfacing meeting the requirements of 00745.50.
Construction
00234.40 Pedestrian Access Construction --– Construct temporary pedestrian accesses with temporary ACP per submitted and approved plans. This work includes but is not limited to the following:
-
Temporary pedestrian accesses or detours and surfacing that are within the available right-of-way and construction easements
-
Temporary signing, pedestrian channelizingation devices and other TCD needed
-
Temporary ADA ramps, including curb ramps paved with temporary AC pavement and moveable ADA compliant curb ramps
Removing and reinstalling existing curbs and sidewalks
Removing and restoring existing landscaping
Installing and removing temporary pavement markings
Installing temporary pedestrian push buttons, if required by the approved temporary pedestrian access plans
-
Other features as required by the approved plans to provide safe access for pedestrians.
00234.41 Pedestrian Access Disruption and Restoration - For each corner of each intersection:
-
Demolish existing sidewalk and curb ramps and place ADA compliant temporary AC pavement surface (temporary access) in the same work shift. Utilize temporary movable ADA compliant curb ramps per approved plan as needed while existing ramps are inaccessible.
-
Keep existing pedestrian accesses, including sidewalks, curb ramps, crosswalks, pedestrian signals and push buttons fully accessible, operational and open for pedestrian use until construction of temporary accesses have been completed.
Temporary pedestrian accesses may be in place for a maximum of 100 consecutive calendar days.

Once demolition of the pedestrian facilities has begun, complete construction of final pedestrian accesses as shown, including concrete sidewalks, curb ramps, pedestrian signals and push buttons, and final or temporary crosswalks within 100 consecutive calendar days.
Maintenance
00234.60 Maintenance - Maintain temporary pedestrian accesses and detour surfaces according to 00220.02, 00220.60, and 00225.
Maintain continuous pedestrian walkway and access to crosswalks and pushbuttons via a route paved with temporary AC pavement surfacing and meeting the requirements of the ADA.
Finishing and Cleaning Up
00234.70 General - When temporary pedestrian accesses are no longer needed, do the following:

Remove themtemporary pedestrian access facilities
-
Restore anythe area on which the temporary accesses occupied, not within the limits of final pedestrian accesses, to the original ground contours and to original conditions.

Dispose of material waste according to 00290.20.
Measurement
- No measurement of quantities will be made for work performed under this Section.
It is estimated that the following approximate quantities of materials will be required:

Payment
00234.90 Payment - The accepted quantities of work performed under this Section will be paid for at the Contract lump sum amount for the item "Temporary Pedestrian Access". Payment will be payment in full for furnishing, installing, moving, maintaining, inspecting, and removing temporary movable ADA compliant curb ramps and temporary ACP surfacing. Payment will also include moving pedestrian channelizing devices and other items as necessary for temporary pedestrian routing.
Partial payments for this item will be made as follows:

When the initial Contractor developed Temporary Pedestrian Access Plans are completed and accepted, and the initial pedestrian access is installed….25%

When 50% of the Contract is complete and Temporary Pedestrian Accesses are maintained according to the Temporary Pedestrian Access Plans, excluding advances on materials….25%

When 75% of the Contract is complete and Temporary Pedestrian Accesses are maintained according to the Temporary Pedestrian Access Plans, excluding advances on materials….25%

At completion of work covered by this section…25%
Temporary traffic control measures and traffic control devices used for controlling pedestrian access, including but not limited to; signs, barricades, channelizing devices, delineation, striping, and illumination will be paid for at Contract unit prices when pay quantities are listed in the Contract Schedule of Items. Other temporary traffic control measures and devices that are not listed in the Contract Schedule of Items are incidental to the item “Temporary Pedestrian Access”.
Payment for temporary signs will be according to 00225.91. Payment for temporary barricades and pedestrian channelizingation devices will be according to 00225.92. All other items and work will be included in the Contract lump sum amount for the item “Temporary Protection and Direction of Traffic” according to 00225.90(a-2).
