Course Program

  1. Natural monopoly and competition: existence, sustainability, equilibrium and efficiency issues; competition for the market and contestable markets.

  2. Optimal tariffs with and without subsidies, linear and non linear tariffs.

  3. Information and Incentives: informational rents and optimal mechanisms, incentives and productive efficiency,

  4. Rate of return regulation and price-caps

  5. Liberalisation issues

  6. The case of the natural gas market: liberalisation issues and regulatory reform




Educational Aim

The course aims to introduce students to the economic analysis of industries characterised by natural monopolies (energy, telcom, transports and water services) and is focused on privatision and liberalisation of public utilities. Lectures are devoted to the microeconomic analysis of regulation both with perfect and imperfect information, with a lot of examples related to the recent italian experience. Some attention is reserved in the last part of the course to the regulatory mechanisms adopted in practice by regulatory authorities. Liberalisation issues and regulatory mechanisms applied in the natural gas sector will then be considered.

Course Program

The course introduces the concept of environment in its multiple facets, with particular attention to the strategic role of natural resources for a planning policy both at the organisational and at the systemic levels.

the first part provides the framework of development pathways within the current sustainability theories, from the rio declaration to the kyoto protocol, by means of the implementation of a broad range of certification instruments. furthermore, corporate choices are related to the need of buying/selling green or white certificates and co2 quotas.

The current economic context requires a detailed examination and evaluation of the energy resources, both traditional and renewable (alternative), with particular focus towards the environmental impact and energy savings related to the use of the most recent technologies. the standardisation and relational issues are considered in the european context.

The environmental policy of the european union considers air, water and soils as resources and therefore as economic goods, the management of which in an integrated cycle, allows to pursue conservation and development objectives.

The course analyses the basic principles and characteristics of the market for those commodities that are useful for the production of the organisation, with particular reference to the different supply sources and therefore their costs, from which depend the organisation results.





Educational Aim

Illustrate the most significant resources of a production cycle. within the working plan of organisations. to develop evaluation and decision capabilities as a function of the economic and environmental consequences.

The course aims to outline the foundations of private law, paying a special attention to the topics of greater interest from the businessman point of view (profit and non-profit organizations; contract; tort liability; credit instruments; business law). The objective is twofold: supplying students with instruments in order to understand the role of private law rules in business activities; making students aware of the legal implications of business judgements.

Iudica-Zatti, Linguaggio e regole del diritto privato, 10th ed., Padova, 2008, chapters 1-23, 28, 29, 30, 38. As an alternative, any other updated university handbook. To study private law it is necessary to consult the Italian civil code, in an updated edition: for instance De Nova, Codice civile e leggi collegate, Zanichelli, ed. 2010.
