METHOD AND SCOPE


In order to assess this project under the scope of Municipal Services Project, a feasibility report was made prepared by Mavi Mühendislik firm. Water supply and wastewater infrastructure requirements of Elbistan were specified in this report, and an investment plan was established and costed. As the consulting services of Municipal Services Project, a final design work was performed for water supply rehabilitation. In the final designs prepared by Canalp Engineering, ground and geological studies were carried out, design drawing and reports were prepared as the basis of implementation and cost estimates and quantities were listed. In the next process, tender documents will be completed and construction will be put out to tender.

Under the scope of the project, a Management Plan must be established to examine and assess its Environmental Impacts during construction and operation processes and to minimize such impacts. For this purpose, the Elbistan Municipality entered into a contract with io Environmental Solutions Re&De Co. in 14.11.2007 for Consulting Services of Environmental Assessment Works. Within the content of this Environmental Management Plan, measures to be taken against the specified likely impacts and monitoring parameters of these measures will be determined. Organizations and institutions responsible in implementation process of this plan will be defined and their obligations will be specified. Additionally, sufficiency of these organizations in meeting their obligations will be examined and the actions they should take to repair their defects will be defined. Environmental impacts on people living in regions where the project was implemented will be examined and a "Public Awareness Meeting" will be held. A work programme will be established in accordance with all these assessments and an Environmental Management Plan will be prepared in which the plan stages are detailed. Works to be performed under this scope may be listed as follows.



  1. Category B Environmental Assessment under "Environmental Framework for Municipal Services Project

  2. Preparation of the "Environmental Management Plan", which is the main document for Category B Environmental Assessment under OP 4.01 document.

  3. Public Awareness Meeting


  1. DESCRIPTIONS OF THE REHABILITATION PROJECT

    1. BACKGROUND OF THE PROJECT


The Bank of Provinces has provided credit from the World Bank (IBRD) under "Municipal Services Project" to support environmental investment in the entry process of Turkey to European Unity. The Bank of Provinces will use this credit for water, wastewater and solid waste investments of municipalities. The Bank of Provinces (Debtor) has allocated part of the credit for financing of "Water Supply Rehabilitation and Wastewater Treatment Plant Projects" of Elbistan Municipality (Sub-Debtor / Client) and entered into a contract with Elbistan Municipality in 22 February 2006.

The Credit Contract includes rehabilitation of existing water distribution structures and construction of wastewater treatment plant and treated water discharge line.


    1. EXISTING SITUATION

      1. The Development Plan


The Development Plan area is about 2000 hectares. Population estimate in the last development plan for 2030 is 210.000. Accordingly, the population density for the relevant year is 105 ca/ha.
      1. Population Situation and Water Demand


2000 population of Elbistan District Center is 71.500. Future populations were calculated by taking the growth factor as Ç = 2.70 in accordance with the Method of Bank of Provinces. Thus, total Elbistan population in the project target year 2041 will be 213.154.

According to the project prepared, water demand of Elbistan is 555 lt/sec. Since the existing sources are sufficient, water demand will be supplied from Pınarbaşı and Kaynarca sources as in the current situation.


      1. Water Supply Plants


Existing water supply plants were constructed in 1961, 1968, 1981 and 1988, and was constructed as groundwater extraction + well + rising lines + reservoirs + rising lines between reservoirs and the network. Most important constructions which are currently in use, were done in the year 1981.
        1. Water Sources


  • Pınarbaşı Source: Its total flow is 3-4 m3/sec. It has a caisson well and a pumping station. Water is pumped via a 3677 m. 500 mm steel pipe from here to the reservoir DM1 with 5000 m3 capacity at 1221 m. piezometric level.

  • Kaynarca Sources: These are the sources along Ceyhan river to 1 km. northwest of Pınarbaşı source. Total flow is above 1 m3/sec. The water intake structure at Kaynarca is shown in Figure 2 .1.

  • Northern Sources: They are also called as Haçikyarığı. Their flow is between 600 – 1000 lt/sec. Water at Haçikyarığı region is collected in a small groundwater extraction. Water is pumped from the nearby pumping station to DM2.1 Reservoir with 2400 m. 250 mm. ACP. To the south of this pumping station, water is given directly to the network from a second pumping station located at the asphalt road side.

  • Boring Wells: Water is taken from Lise 1 boring well with a flow of 20 lt/sec and water is pumped to the DM2.2 reservoir with 500 m. long 200 mm steel pipe. Water is taken from Lise 2 boring well with a flow of 20 lt/sec.
        1. Reservoirs


DM1 is the central reservoir. Its volume is 5000 m3 and piezometric level is 1221 m.

DM2.1 and DM2.2 reservoirs have 700 m3 volume and they are at 1198 m. piezometric levels. These reservoirs are situated near the DM1 reservoir with 5000 m3 volume.

DM3 reservoir is also called as the Prison Reservoir. It has 1000 m3 volume and it is at 1275,80 m. piezometric level.

DM5 reservoir is called as TEİAŞ reservoir. It has 2000 m3 volume and it is at 1272 m. piezometric level.

Existing reservoirs will be retained in the new project. Among the existing reservoirs, DM1 Central and nearby DM2 reservoirs are shown in Figure 2 .2 and Figure 2 .3.

        1. Transmission Lines


There is a 3677 m. long 500 mm steel rising main between Pınarbaşı Caisson – DM1 Reservoir. This main will be used in the project.

From the existing TEİAŞ Reservoir to near Kaynarca Source, 1000 mm. steel pipe total L = 3596 m. were laid as double pipes. It will be used in the new project.


        1. Network


Total network lines are about 200 km. lied which was constructed with municipality. The network main pipe consists of 500 mm. AC pipe, and there are cast iron, AC and PVC pipes between 500 - 65 mm. range at the network line.

Cast iron and AC pipes in the network have generally completed their lives. Moreover, there are 80 PVC pipes mostly lied with no design.

In order to eliminate water insufficiency at end points of the network, 90 lt/sec water is given directly to the network with the rising system established at the Kaynarca Source.

The network has no "valve separation system" that will separate the supply regions


        1. Existing Problems and Suggestions


Catchment protection areas must be established for continuity of existing water sources.

Existing reservoirs cannot supply water to higher regions of the city. New reservoirs are needed for these regions. Separate levels and regions must be identified within the network. Number and capacity information for the reservoirs are presented in Section 2.2.3.2 .

Level of loss-unaccounted for water rate in the network is high. Cast iron and AC pipes must be replaced. Groundwater extraction, pumping stations and pumps must be replaced or rehabilitated. Continuity of power supply at pumping stations must be ensured and power cutoffs must be eliminated. A power generator (diesel, 250-440 kVA/200-352 kW) will be used in order to ensure continuous power supply.

New water supply networks must be laid to new developed and urbanized areas. Water must not be given to network directly from the pumping station all network must be supplied from reservoirs. Directly given water will cause high and unleveled pressure which should be avoided. Therefore water must be supplied to the network from a reservoir which will level the pressure, helping to avoid pipe damage and headlosses.
