Consequences first—moral absolutism reproduces evil

As writers such as Niccolo Machiavelli, Max Weber, Reinhold Niebuhr, and Hannah Arendt have taught, an unyielding concern with moral goodness undercuts political responsibility. The concern may be morally laudable, reflecting a kind of personal integrity, but it suffers from three fatal flaws: (1) It fails to see that the purity of one’s intention does not ensure the achievement of what one intends. Abjuring violence or refusing to make common cause with morally compromised parties may seem like the right thing; but if such tactics entail impotence, then it is hard to view them as serving any moral good beyond the clean conscience of their supporters; (2) it fails to see that in a world of real violence and injustice, moral purity is not simply a form of powerlessness; it is often a form of complicity in injustice. [end page 35] This is why, from the standpoint of politics—as opposed to religion—pacifism is always a potentially immoral stand. In categorically repudiating violence, it refuses in principle to oppose certain violent injustices with any effect; and (3) it fails to see that politics is as much about unintended consequences as it is about intentions; it is the effects of action, rather than the motives of action, that is most significant. Just as the alignment with “good” may engender impotence, it is often the pursuit of “good” that generates evil. This is the lesson of communism in the twentieth century: it is not enough that one’s goals be sincere or idealistic; it is equally important, always, to ask about the effects of pursuing these goals and to judge these effects in pragmatic and historically contextualized ways. Moral absolutism inhibits this judgment. It alienates those who are not true believers. It promotes arrogance. And it undermines political effectiveness.

A2: Epistemology First

More is the pity that such irrational and obviously abstruse debate should so occupy us at a time of great global turmoil. That it does and continues to do so reflect our lack of judicious criteria for evaluating theory and, more importantly, the lack of attachment theorists have to the real world. Certainly it is right and proper that we ponder the depths of our theoretical imaginations, engage in epistemological and ontological debate, and analyze the sociology of our knowledge. But to support that this is the only task of international theory, let alone the most important one, smacks of intellectual elitism and displays a certain contempt for those who search for guidance in their daily struggle as actors in international politics. What does Ashley’s project, his deconstructive efforts, or valiant fight against positivism say to the truly marginalized, oppressed, and destitute? How does it help solve the plight of the poor, the displaced refugees, the casualties of war, or the émigrés of death squads? Does it in any way speak to those whose actions and thoughts comprise the policy and practice of international relations? On all these questions one must answer no. This is not to say, of course, that all theory should be judged by its technical rationality and problem-solving capacity as Ashley forcefully argues. But to support that problem-solving technical theory is not necessary—or in some way bad—is a contemptuous position that abrogates any hope of solving some of the nightmarish realities that millions confront daily. As Holsti argues, we need ask of these theorists and their theories the ultimate question, “So what?” To what purpose do they deconstruct, problematize, destabilize, undermine, ridicule, and belittle modernist and rationalist approaches? Does this get us any further, make the world any better, or enhance the human condition? In what sense can this “debate toward [a] bottomless pit of epistemology and metaphysics” be judged pertinent, relevant, helpful, or cogent to anyone other than those foolish enough to be scholastically excited by abstract and recondite debate. Contrary to Ashley’s assertions, then, a poststructural approach fails to empower the marginalized and, in fact, abandons them. Rather than analyze the political economy of power, wealth, oppression, production, or international relations and render and intelligible understanding of these processes, Ashley succeeds in ostracizing those he portends to represent by delivering an obscure and highly convoluted discourse. If Ashley wishes to chastise structural realism for its abstractness and detachment, he must be prepared also to face similar criticism, especially when he so adamantly intends his work to address the real life plight of those who struggle at marginal places.

There is no question that helping educational leadership students become self-analytical and reflect upon the areas where their own leadership and decisions can be improved is an important aspect of self and school improvement. If, however, an educational leadership program fails to push students to reflect beyond their individual actions and their current setting, it can actually reinforce their tendency both to think and act locally. This confines their actions to the norms of their local schools and communities, which can only result in the maintenance of the status quo. More problematic, local thinking can mask deep prejudice that exists to sustain a system that advantages the dominant culture. School leaders who hesitate to challenge local norms may perpetuate a system of schooling that marginalizes people who are considered different. As Counts reminds us, all education includes the imposition of ideas and values, but educators have an obligation to be clear about what assumptions shape their practice. A narrow focus on local concerns may involve “the clothing of one's own deepest prejudices in the garb of universal truth” (Counts, 1932, p. 180).There is an alternative. Educational leaders have to decide in big and small ways every day whether to let local or global contexts shape their actions. School leaders who go out of their way to welcome immigrant students, hire openly gay teachers, support a multi-cultural curriculum, honor a variety of religious holidays, and routinely examine school practices that might reinforce privilege (to list just a few examples), perhaps even in the face of local disapproval, contribute to the important task of creating an arena for expanding local and parochial weltanschauungen. Exemplary acts by school leaders speak even louder than exemplary words. They send messages about the inclusiveness of the schools' social and intellectual environments. They quite literally set up a level playing field for the arena of ideas and beliefs. This is an arena from which a new social order can emerge.

And therein lies the test of competing theories. There is a broad school of thought in international relations – often labeled "social constructivism" – which maintains that discourse can be of tremendous importance in shaping the conduct of states. In this view, how leaders talk and how intellectuals write gradually shapes how we all think, and over time these discursive activities can exert a tremendous influence on norms, identities, and perceptions of what is right and what is possible. It is this view of the world that President Obama was channeling during his trip. By telling Israelis that he loved them and by telling both Israelis and Palestinians that the latter had just as much right to a state as the former, he was hoping to mold hearts and minds and convince them -- through logic and reason -- to end their century-old conflict. And make no mistake: He was saying that peace would require a powerful and increasingly wealthy Israel to make generous concessions, because the Palestinians have hardly anything more to give up. As Churchill put it, "in victory, magnanimity." Discourse does matter in some circumstances, of course, and perhaps Obama’s words will prompt some deep soul-searching within the Israeli political establishment. But there is another broad family of IR theories -- the realist family -- and it maintains that what matters most in politics is power and how it is applied. In this view, national leaders often say lots of things they don’t really mean, or they say things they mean but then fail to follow through on because doing so would be politically costly. From this perspective, words sometimes inspire and may change a few minds on occasion, but they are rarely enough to overcome deep and bitter conflicts. No matter how well-written or delivered, a speech cannot divert whole societies from a well-established course of action. Policies in motion tend to remain in motion; to change the trajectory of a deeply-entrenched set of initiatives requires the application of political forces of equal momentum. For realists like me, in short, halting a colonial enterprise that has been underway for over forty years will require a lot more than wise and well-intentioned words. Instead, it would require the exercise of power. Just as raw power eventually convinced most Palestinians that Israel’s creation was not going to be reversed, Israelis must come to realize that denying Palestinians a state of their own is going to have real consequences. Although Obama warned that the occupation was preventing Israel from gaining full acceptance in the world, he also made it clear that Israelis could count on the United States to insulate them as much as possible from the negative effects of their own choices. Even at the purely rhetorical level, in short, Obama’s eloquent words sent a decidedly mixed message. Because power is more important than mere rhetoric, it won’t take long before Obama’s visit is just another memory. The settlements will keep expanding, East Jerusalem will be cut off from the rest of the West Bank, the Palestinians will remain stateless, and Israel will continue on its self-chosen path to apartheid. And in the end, Obama will have proven to be no better a friend to Israel or the Palestinians than any of his predecessors. All of them claimed to oppose the occupation, but none of them ever did a damn thing to end it. And one of Obama’s successors will eventually have to confront the cold fact that two states are no longer a realistic possibility. What will he or she say then?
