many commentators argue that when we look at previous attempts for intl agreements on sale of goods, and national efforts (like UCC), they define goods as tangible movables.
Moreover, CISG also provides list of things that are not covered by CISG. When look at this all together, “tangible movables” comes out.

One of the things that helps us figure out what is excluded is that many are excluded bc there was preexisting set of rules in national laws that were complex and probably pretty different from each other just too hard to unify those rules and the regulations govern more that just contract rights
