  • Led the development of the draft "Land Transport Policy Statement for Lebanon"

  • The objective of the draft policy statement is to act as an umbrella ensuring that transport-related initiatives and projects undertaken by different governmental agencies are coordinated, complementary, and reflect the Government’s vision of the role of the land transport sector in Lebanon

  • Led the ridership forecasting effort for the Beirut Suburban Mass Transit Corridor Feasibility Study

  • Led the development of economic indicators for the mass transit project

  • The 40-km project serves the coastal corridor between Jiyeh and Jounieh


1999 Riyadh City Cleaning Project, Saudi Arabia - Advisor

  • Provided expert advice on operational aspects related to solid waste collection in Riyadh City, Saudi Arabia

  • Solid waste collection operation covers an area of 550 km2 and results in collection of 20,000 tons of waste per week

  • Operation involves close to 75,000 different containers on 175 collection routes which are served by 180 vehicles

  • Initiated the effort aimed at optimizing collection routes and assessing the feasibility of consolidation stations


1998 Investment Development Authority of Lebanon (IDAL) - Consultant

  • Traffic and circulation expert for the Beirut Cultural and Convention Center (BCCC) project

  • Evaluated traffic access, traffic impact, internal traffic, and parking considerations for this project consisting of auditoriums having a capacity of more than 3000 attendees, a ballroom, two hotel towers housing close to 900 rooms, suites, and apartments, a shopping mall, an exposition center, a sports club, and parking for close to 3000 vehicles


1998 Ministry of Communications, Directorate General of Roads, Sultanate of Oman - Consultant

  • Provided expert consultation on assessing actions to relieve traffic congestion on the Existing Batinah Highway (EBH)

  • Considered a number of alternatives including a new expressway, the construction of flyovers at a number of locations on the EBH, and the completion of a coastal road or service road associated with the EBH

  • Performed a comprehensive traffic analysis, cost estimation, and benefit evaluation of the alternatives

  • Assessed the economic efficiency & financial viability of the new 270-km toll expressway, with eleven interchanges

  • Led the effort to update the Highway User Cost manual adopted by the Ministry of Communications, using the World Bank HDM-VOC model

  • Participated in the development of a directive plan for the areas of Aramoun, Bchamoun, Choueifat, & Deir Koubel, to the southeast of the city of Beirut

  • Conducted traffic studies in support of the concept design for the South Mountain Highway (Khalde to Damour), to the south of the city of Beirut

  • Proposed 10-km highway is to serve in the future as a relief axis for the existing coastal Expressway linking Beirut to the south, and will link with the planned ring road around Beirut in the Choueifat area

  • Participated in the formulation of strategies towards the phasing out of leaded fuel in Lebanon

  • Participated in the development of a policy for diesel-powered vehicles in Lebanon


1996 Linord, Lebanon - Consultant

  • Linord is the entity in charge of developing the 2 million square meter coastal area north of Beirut (mostly reclaimed land). This area is to include a treatment plant, a military base, municipal land, an oil and gas area, a business park, a light industry zone, and an 870,000 square meters commercial, residential, and touristic zone.

  • Total built-up area in the mixed use and industrial zone is to reach 1.72 million square meters

  • Provided expert consultation on the transport requirements of the Linord area

  • Conducted a detailed study of site access and traffic impacts, and identified required transport facilities and connections with existing and planned roadway network


1996 Elyssar, Lebanon - Consultant

  • Elyssar is the entity in charge of re-developing and re-organizing the 5.6 million square meter area comprising the south-western suburbs of Beirut

  • Participated in the expert panel which conducted the Elyssar Master Plan review

  • Prepared a Traffic Assessment Study for the Sabra-Chatila Sector of Elyssar, an area consisting of more than 1.5 million square meters of mostly residential built-up area


1996 Sports City and Commercial Center Parking Facility, Lebanon - Consultant

  • Participated in planning of a major car park facility for the Sports City and the adjacent Commercial Center and conducted a traffic assessment study

  • Commercial center consists of 115,000 m2 of built-up area, and parking capacity is about 4,000 spaces

  • Assessed parking layout & circulation options and prepared a parking operations & management plan


1994-95 Solidere - Beirut Central District (BCD), Lebanon - Consultant

  • Participated in the planning of a proposed 2500-car park facility in the Old Souks area of the BCD

  • Old Souks area consists of 120,000 m2 of mixed use built-up area

  • Assessed parking layout & circulation options and prepared a parking operations & management plan

  • Conducted a traffic impact assessment study for the proposed facility

  • Prepared a Traffic Assessment Study for the Riad El-Solh Intersection, a major entry point to the BCD


1994-95 Solidere - Beirut Central District (BCD), Lebanon - Consultant

  • Developed and maintained a comprehensive computer-based urban transport model for the BCD

  • BCD surface area is 1.8 km2 and, at full build-up, will have a built-up area of 4.6 million m2

  • Model hosted and used by Solidere in urban planning scenario assessment

  • Model is based on the EMME/2 platform, and provides detailed representation of the BCD road network (111 zones, 340 nodes, and 850 links)

  • Demand estimates were developed for current conditions as well as for medium and long term planning horizons

  • Prepared a Traffic Assessment Study for the Proposed Beirut Ring Road & Penetrators

  • Proposed an overall strategy for a phased implementation of traffic control systems in Beirut

1993-94 Ar-Riyadh Development Authority, Saudi Arabia - Advisor

  • Participated in the formulation of the Strategic Metropolitan Plan for Ar-Riyadh, the capital of Saudi Arabia

  • Participated in recommending an adequate strategy to develop the roadway network and the transport system in the city according to current and anticipated transport needs

  • Prepared guidelines to be implemented for assessing traffic impacts of major new developments (site plans, access location and design, traffic circulation)
