George R. Hutchings, Sr., of Damariscotta and Inverness, Florida, longtime police chief of the Damariscotta Police Department. In 1967, he joined the police department and in 1971 he became the first police chief sworn in by the town of Damariscotta. He faithfully served the town for 28 years, retiring in 1998 after 31 years as a police officer. William S. Rollins, Jr., of Augusta, who is retiring from the State's Department of Transportation after 55 years of dedicated and talented service. A professional engineer, registered surveyor and experienced project manager, Mr. Rollins has the distinction of being the longest-serving state employee. Because of his diverse skills, he developed advanced methods of analysis that replaced trial and error methods, resulting in improved designs and extensive cost savings to the State. Philip L. Beaulieu, of Durham, a self-employed building contractor who owned and operated The Durham Company for more than 32 years. He was a member of many organizations, including the AMVETS Lincoln E. Clements Post 13 Durham, the Country-side Dancers of Lewiston, the National Association of Homebuilders and Acacia Lodge 121 A.F. & A.M. In addition to being the plumbing inspector, Mr. Beaulieu's diverse civic contributions included membership on the planning board and the ordinance writing committee and he was currently running for a position on the Durham Board of Selectmen. Personal characteristics such as his optimism, his wonderful sense of humor, his strong work ethic and his love of family endeared him to many. Lawrence Largay, of Thomaston, a talented artist. His works appeared in several fishing magazines and many books about fly tying and fishing. Kevin Kirk and Jeff Mann, of Georgetown, rescue workers who risked their lives responding to a 9-1-1 call on New Years's Eve 2002. These 2 brave men plunged into 40 degree surf at sundown in an effort to save Patricia Taylor who had slipped into the icy water when she saw her daughter pinned, with her surfboard, between rocks. Patricia Taylor's son, surfing farther down the beach, tried unsuccessfully to reach his mother and sister as soon as he was aware of their predicament. Ken Roberts, Patricia's spouse of 20 years, ran to alert Park Manager Dan Bell whose call brought rescue personnel and equipment. Kevin and Jeff, clad in wetsuits, were connected to each other, to a boat and to the shore by cable. The surf was breaking too dangerously to bring the teens and their mother ashore, but the rescue workers heroically held them safely in place until the Coast Guard boat arrived. Chris and Karen Roberts were both wearing wetsuits and were unharmed but their mother, clad only in jeans and a sweatshirt, was unconscious. Jeff's attempts to revive her with CPR failed. Kevin was treated for the effects of the cold water caused when waves threw him against rocks that tore open his wetsuit. Reny Remillard, of Old Orchard Beach, who is retiring after 23 years as an electrical and plumbing inspector for his town. Prior to that he had retired from his own business as an electrician and plumber. During World War II, Mr. Remillard served for 5 years as an Army engineer. Stanley Durgin, of South Paris, a United States Army veteran of World War II, on the special occasion of being belatedly awarded the Order of the Purple Heart, the Bronze Star Medal and the previously approved Prisoner of War Medal for his war experiences. Mr. Durgin is a survivor of the infamous Bataan Death March, where only 3,600 American prisoners of war survived out of 36,000 brutally forced to march 67 miles to the sea. He was then incarcerated as a prisoner of war in Japan, until his liberation at the end of the war. Stanley Durgin exemplifies the best of our nation, as someone who served his State and his Nation under hostile conditions. We recognize his valor, courage and sacrifice.
