Electa "Lecky" McLain Brown, a longtime resident of Gorham, who has established a scholarship to help University of Southern Maine School of Business students. Mrs. Brown has a long history with the university, including her position as bursar for 33 years, retiring in 1976. She remains active in the university, attending Gorham Alumni Association meetings and retired staff and faculty luncheons. We send our appreciation to Mrs. Brown for her generous gift that will help generations of Maine students with their financial needs at the university; (HLS 505)

Lindsey Atienza Barcebal, of Gorham, who is the recipient of a 2003 Jefferson Award. The Jefferson Award was founded in 1972 by Jacqueline Kennedy Onassis, United States Senator Robert Taft, Jr., and Sam Beard of the American Institute for Public Service to honor people who go out of their way to make the world a better place. Lindsey fits this description beautifully, with her extensive volunteer work within her community, her church and her school, Cheverus High School. In addition, she has volunteered more than 240 hours of service to her local hospital. We acknowledge Lindsey's generosity to her community and her State, and we extend our congratulations to her on receiving this well-deserved award; (HLS 507)

William D. Sewell, of Bath. After having spent many years away, Mr. Sewell and his beloved wife, the late Phebe Buckman, returned to his family home, Stonehouse Farm in Bath. He devoted much of his life in Maine to a variety of civic and philanthropic concerns, such as the restoration of the Winter Street Church steeple in Bath, the new Maine Maritime Museum, the Coastal Humane Society and the Rotary Club. He also cofounded the Sewall Family Fund for the purpose of restoring and preserving Bath's maritime history and artifacts. Some of his favorite charities included the Coastal Humane Society, the Bath YMCA, the Maine Maritime Museum, the Patten Free Library and the City of Bath ambulance service. Mr. Sewell will be greatly missed by his loving family, friends and the many acquaintances he made while serving his community; (IN MEMORIAM) (HLS 509)

Moody's Collision Centers, of Gorham and Scarborough, on being selected for the 2003 Governor's Award for Business Excellence. Moody's Collision Centers specializes in collision repair and glass replacement and employs 25 people. Moody's Collision Centers has created a work environment that promotes creativity, integrity, loyalty and open communications. The company also supports charitable community organizations. Kassandra Dominique, of Blaine, a senior in Northern Maine Technical College's nursing program, who has been named the 2003 Northern Maine Technical College Student of the Year. Kassandra is a very active and involved student on campus. She is currently the president of the college's Student Nurses Association, the treasurer of the Phi Theta Kappa honor society, an active member of the Student Senate and a working member of the Maine State Student Nurses Association. A nontraditional student, she lives in Blaine with her husband, Steve, and their 2 children. In addition to being a dean's list student and coordinating several activities both on campus and in her community, Kassandra is also involved in her children's school and with the Head Start program. Ashley Freeman, of Gorham, a member of Gorham High School's Girls Indoor Track Team, who is the 2003 Class B State Champion in the High Jump. We extend our congratulations to Ashley on this achievement; (HLS 512)

the Honorable Mary S. Vaughn, of Peru, beloved wife of Milton A. Vaughn. During her long life of civil service, Mrs. Vaughn was town clerk, treasurer and tax collector for the Town of Peru, and town manager of Buckfield until her retirement in 1980. Mrs. Vaughn also served 2 terms in the Maine State Legislature. She wrote the history for the Town of Peru from 1920 on, and was well known as a pianist for the Searles Orchestra and other groups in her area. Mrs. Vaughn will be greatly missed by her loving family and many friends; (IN MEMORIAM) (HLS 513)

Patricia Charette Martin, of St. Francis, beloved wife of the late Rudolph Martin. Mrs. Martin was a longtime teacher at the St. Francis Elementary School, retiring as its principal. She was a member of the Fort Kent Hospital Guild, the Fort Kent Columbiettes, the Ladies of St. Ann, the Maine Teachers Association and the National Retired Teachers Association. Luba Lowery, of Cumberland Foreside, for earning 3 gold medals at the United States Disabled Skiing Championships at Big Sky Mountain Resort in Montana. At the age of 15, Luba competed in the women's Super G, giant slalom and slalom, finishing first in the junior division in each event. Prior to competing, Luba was awarded the Diana Golden Cup, which was created in memory of Diana Golden Brosnihan, a former United States Disabled Ski Team member who won 19 National and 10 World Championship medals. Luba continues to set even higher goals for herself as she prepares to fulfill her dream of securing a place on the United States Disabled Ski Team and competing at the 2006 Paralympics in Torino, Italy. We extend our congratulations to Luba for her outstanding achievements and wish her well as she continues her career in competitive skiing; (HLS 515)

Janna Johnson, of Westfield, who has been named Maine's 2003 Junior Miss. Janna, a senior at Presque Isle High School, is a talented gymnast and a scholar. We send our congratulations and best wishes to her on this occasion; (HLS 516)

Patrick Halligan, of Falmouth, who has been selected as the 2002 Gatorade Maine High School Male Soccer Player of the Year. A student at Falmouth High School, he finished the season with 21 goals and 10 assists including the winning goal in the state championship game. Patrick was selected All Conference, All Region, All State, All New England and All American Player. The award also factors in academic achievements and overall character. We extend our congratulations and best wishes to Patrick on receiving this prestigious award; (HLS 517)

Nathaniel J. Crowley, Sr., of Stockton Springs, who has recently been inducted into the University of Maine Sports Hall of Fame. An outstanding football, basketball and baseball player, Nat was captain of the University of Maine basketball team in his senior year as well as the leading batter on the 1941 and 1942 baseball teams. He also distinguished himself academically and was a member of the Senior Skulls. After college, Nat played semi-pro baseball and basketball and met his wife of the last 62 years, Esther. He also served in the United States Air Force during World War II as an aerial gunner aboard B-24s and flew many combat missions. After the war, Nat taught and coached at several high schools, including John Bapst High School, Deering High School and Lewiston High School. He guided his teams to many successful seasons, including the 1960 State Basketball Champions from Lewiston. In addition to his outstanding athletic and coaching achievements, Nat was elected to the 110th Maine State Legislature as Representative from District #112 and served 6 consecutive terms. He distinguished himself as a leader in the State House, serving as the Chair of the Marine Resources Committee, the Economic and Community Development Committee and the Education Committee during his 12 years of legislative service. Nat and Esther have 10 children, 22 grandchildren and 8 great-grandchildren. We extend our congratulations to Nat on his most recent recognition and thank him for his many years of service to the people of Maine; (HLS 518)

Owen Maurais, of Old Town, on the occasion of his retirement as Superintendent of Schools for the City of Old Town after 29 years of service to the Old Town School Department. Mr. Maurais was a Special Education Teacher for 13 years, Special Education Director for 16 years and Superintendent of Schools for 9 years. He was given the Distinguished Service Award by the Maine Association of Directors of Services for Exceptional Children in 1988 and, in 2001, he was honored with the Maine School Superintendents Association Outstanding Educational Leadership Award. Not only has he provided support, guidance and leadership to the Old Town school system, but he has been very active in the community. We acknowledge his years of dedication to the children and schools of Old Town and we extend our congratulations and best wishes to him on his retirement; (HLS 520)

Charles A. Greer, of Portland, a longtime math teacher and head of the Math Department at Old Orchard Beach High School, who will be remembered for his dedication and commitment to the education of our youth. the Town of Raymond on the occasion of its bicentennial celebration on June 21, 2003. The first two settlers arrived in the area of what is now known as Raymond in 1770 and on March 29, 1794 the first deeds were written and recorded for the township of Raymondtown, Massachusetts. On June 21, 1803, Raymond became the 146th town to be incorporated in the District of Maine, Commonwealth of Massachusetts. This small rural town, the boyhood home of the well-known American writer Nathaniel Hawthorne, is located in the beautiful Sebago Lake region of Cumberland County. The town is situated in the western foothills that provide spectacular backdrops for the many lakes, ponds and streams in the area. It has eleven waterways within its boundaries that make it a unique place for fishing and lends itself to the town's motto, "Home of the Landlocked Salmon." We send our congratulations and best wishes to the residents of the Town of Raymond as they celebrate this milestone; (HLS 522)

the Freedom Schooner Amistad, upon the honored occasion of its maiden voyage to Maine, May 7-15, 2003. The original "La Amistad," a Spanish cargo ship, was captured in United States waters in 1839 bearing 53 West Africans into Cuban slavery. Imprisoned and suing for status as human beings, the captives won their freedom in a case pleaded before the United States Supreme Court by former President John Quincy Adams, the first human rights case argued in the American court system. The Freedom Schooner Amistad, an historical replica, now sails as a symbol of tolerance, understanding and justice. Its voyage to Maine, sponsored by the Maine Conference of the United Church of Christ, the City of Portland and the Maine Historical Society, is in remembrance of Maine's abolitionist past and in recognition of its future commitment to the challenge of diversity and equality in the experiment that is America. We honor its symbolic visit to Portland, Longfellow's city "that is seated by the sea"; (HLS 523)

Lottie Murch, of Millinocket, who celebrated her 100th Birthday on March 21, 2003. A nurse in her younger days, Mrs. Murch was born in Bathhurst, New Brunswick, moving to Millinocket in 1906, just 5 years after Millinocket was chartered as a town. Since her birth in 1903, she has been witness to a host of dramatic changes locally, nationally and worldwide. We send her our congratulations and best wishes on this occasion; (HLS 524)

the Millinocket-based Meals for Me Program, which recently celebrated its 14th Anniversary. Founded in April 1989 by Carmen Brigalli and Raymond Paoletti, the program is one of the sites administered by the Eastern Agency on Aging, which manages sites in 4 counties in addition to the Millinocket site. The program has served in excess of 100,000 meals, including deliveries to shut-ins. We send our congratulations to the Meals for Me Program, its longtime site manager, Nathalie McGibbon and the many people who have helped nurture this program throughout its existence; (HLS 525)

Anthony H. Krapf, of East Madison, on the occasion of his retirement as Superintendent for Maine School Administrative District #59 after 9 years of service. He was also Principal of the Madison Area Memorial High School for 7 years. We send our appreciation to Mr. Krapf for his years of dedicated service and commitment to the education of the youth of our state and extend to him our congratulations and best wishes on his retirement; (HLS 526)

Gregg Christensen, of Greenville, for being named the 2003 Rural Physician Assistant of the Year, an award presented to a physician assistant in recognition of service to rural communities, both as a health care provider and as a citizen. Mr. Christensen has worked at Charles A. Dean Memorial Hospital for approximately 18 years. He serves on the hospital's Board of Directors and is also the Director of Provider Relations, working as a liaison between administration and medical staff. Locally, Mr. Christensen has served twice as Master of the Columbia Doric Masonic Lodge and also serves on the Moosehead Area Neighborhood Policing Advisory Committee. We thank him for his dedication to this community and wish him continued success; (HLS 527)

Kenneth T. Palmer, Ph.D., of Kittery and Orono, on the occasion of his retirement as a Professor in the Department of Political Science at the University of Maine where he has taught since 1969. Additionally, Professor Palmer served as the department chair from 1980 to 1985, the supervisor of the Congressional Internship Program from 1969 to 2000 and the supervisor of the Legislative Internship Program in 2000. He is the recipient of numerous professional awards and honors, including being named the State Legislative Service Fellow by the American Political Science Association. He has published books, articles, reports, book reviews, conference papers and presentations. His book publications include State Politics in the United States and Downeast Politics: The Government of the State of Maine. He also collaborated on many book chapters, including "Maine: The Cutting Edge of Term Limits"; "Maine: Which Way Should Life Be?"; and "Maine: Slow Growth in the Pine Tree State." We send our appreciation to Professor Palmer for his dedication and commitment to the State of Maine and the University of Maine and extend to him our congratulations and best wishes on his retirement; (HLS 528)

Joshua "Skip" Day, of Lincolnville, on the occasion of his retirement as Town Administrator. Skip has served the Town of Lincolnville in this capacity since 1985. His dedication to improving the town and his numerous contributions have been truly appreciated by all citizens in the community. Timothy Hoppe, of St. George, who has been named Thomaston Police Department's Officer of the Year. A native of Middletown, New Jersey, Timothy is the first officer who served in both a full-time and part-time capacity to receive this distinction. Timothy's hard work and dedication helped gain the immediate attention of his supervisors. We extend our congratulations to Timothy and wish him well as he prepares for the 18-week basic police course this fall; (HLS 530)

the Gorham High School Boys Basketball Team upon receiving the Class B Sportsmanship Award for 2002-2003. We recognize players Josh Tanguay, Max Bass, John MacKenzie, Ben Thayer, Brandon Poulin, Scott Marquis, Tim Atwood, Justin Brown, Kurt Randall, David West, Chris Matthews and Dustin Spiller; Managers David Toye, Rob Tole and Kim Hart; and Coaches Chris Crosby, Kelly Littlefield and Kevin Jenkins. Royce Howes, of Beaver Cove, for being named Snowmobiler of the Year by the Maine Snowmobile Association. Nominated by the Moosehead Riders Snowmobile Club, Mr. Howes is the recognized spokesperson for the club when dealing with state and local officials. As a 3-term past president of the Moosehead Riders, he is known for his diplomacy and problem-solving skills. He was instrumental in the establishment of the new Greenville clubhouse, which was completed in January, 2003. Additionally, the creation of the new ITS trail northbound out of Greenville would not have been possible had it not been for the efforts and dedication of Mr. Howes. As a result, the trail has come to be known as the "The Howes Highway." We thank him for his many years of selfless devotion to the sport of snowmobiling; (HLS 532)

David Edward Cullens, of Lincoln, upon his retirement as the Department Commander of the American Legion of the State of Maine. David was born in Millinocket, raised in East Millinocket and after high school, he was drafted into the United States Army. He served with distinction during the Vietnam War, earning the Good Conduct Medal, the National Defense Service Medal, the Vietnam Campaign Medal and the Vietnam Service Medal. After returning from Vietnam, David went to work for Great Northern Paper Company, where he has been employed for over 32 years. He joined the Maine Army National Guard in Millinocket and was also a constable for the town of Mattawamkeag, serving under 3 different chiefs. David joined the American Legion's Feeney-Groves Post #13 in East Millinocket in 1972, and was the first Vietnam veteran to be elected Post Commander. He went on to become the 5th District Commander, Department Americanism Officer, Department Vice Commander, Department Second Vice Commander and Department First Vice Commander and is now State Commander. He has held numerous positions on local and national committees, as well. His wife Connie, whom he married right out of high school, and his sons are also strong supporters of the American Legion. We extend our congratulations to him on his longtime and dedicated service to this veterans organization; (HLS 533)

Raymond Paoletti, of East Millinocket, beloved husband, father and grandfather. Raymond was a United States Army World War II veteran. He worked for Great Northern Paper Company for 39 years, serving as union representative and president. He owned Millinocket Furniture. He was involved in the community serving as selectman and as a member on various boards and advisory committees. He was an active member of Feeney-Groves Post No. 13, American Legion, was co-founder of the Meals for ME program in Millinocket and was a communicant of St. Peter's Catholic Church. He will be missed by family and friends; (HLS 534)

Ruth K. Lane, of Sherman, beloved wife, mother and grandmother. Mrs. Lane was a Vista volunteer and a nurse in the emergency room at Millinocket Regional Hospital. She served on many boards and councils and was the first woman chairperson of the School Administrative District No. 25 school board. She helped in founding the Patten Ambulance Service, and assisted in writing a grant to establish the Katahdin Valley Health Center in Patten. A woman of many talents, Mrs. Lane was an LPN, served 20 years as a volunteer ambulance attendant and worked as an auxiliary police officer. She was chosen as Woman of the Year for Aroostook County in 2002. She will be missed by her family and all who knew her; (HLS 535)

Dr. James Masi, who is the recipient of the Nelson & Small Award for excellence in the field of engineering. Dr. Masi is a professor at the University of Southern Maine. He has a national and international reputation in magnetics, electromagnetics and materials modification. He holds over 60 patents in areas ranging from semiconductors and communications to polymers and rehabilitation devices. We extend our congratulations to Dr. Masi on his receiving this award; (HLS 537)

Justin Kinney, of Fort Kent, a member of Boy Scout Troop #189, who has attained the high rank and distinction of Eagle Scout. We extend our congratulations and best wishes to him on his achievement; (HLS 539)

Victoria Graffam, of Fryeburg, daughter of Lance and Alicia Graffam, who has been crowned Miss Mini Maine 2003 in the competition held at the Crooker Theater in Brunswick. Victoria competed in 3 categories: introduction, talent and evening gown. We wish her continued success in the years to come; (HLS 540)

Mary E. Bowers, of Hermon and Suitland, Maryland, beloved wife of Wayne Rolland. She was born in Norway, the daughter of Chris and Betty Bowers. She graduated from Bangor High School in 1993 and then attended the United States Military Academy, West Point. She graduated from the University of Maine, magna cum laude, majoring in political science. She worked for a short time with the Presidential Classroom before moving on to work for Senator Olympia J. Snowe, as her state scheduler and assistant to the chief of staff. Mary enjoyed politics, camping and traveling. She will be greatly missed by all who knew her; (IN MEMORIAM) (HLS 541)

Christopher Sides, of Sherman Mills, a member of Boy Scout Troop No. 202, who has earned the high rank and distinction of Eagle Scout. We extend our congratulations and best wishes to Christopher on this accomplishment; (HLS 542)

Igor Koslov & Olga Koslova, of Petrozavodsk, Russia, and their 2 daughters Irina and Tatyana, and Michael & Katherine Poland, of Madison, Maine, and their family, on their success with the Project Harmony Exchange Program. Irina Koslova was a student participating in the exchange program when she visited the Poland family in Madison in 1997. They all became immediate friends during that visit. The success of the exchange fulfills the goal of the program, that of uniting our 2 nations in friendship and common interests. The next year, Michael and Katherine's son visited the Koslova family. In 2002 and 2003, various members of the Poland family visited the Koslova family in Petrozavodsk. The Poland family is now looking forward to the Koslova family visit here in the State of Maine to return their generous Russian hospitality.
