CHANGE SUMMARY AND CONVERSION INSTRUCTION GUIDE

FOR 31 JANUARY 2010
Introduction
Standard Conversion Instructions: Note number in the “Conversion Instructions Notes” column of this Change Summary and Conversion Instruction Guide refers to the standard instructions listed below. Notes are used singly or in combination to cover conversion instructions. However, written specific instructions may be added or substituted when a change requires special clarification.

Direct conversion. Automatically converts directly in Military Personnel Data System (MilPDS). Report on Individual Person (RIP) source document is provided. After all conversion actions are completed, Military Personnel Section (MPS) must update personnel into a valid manpower programming and execution system (MPES) position, when available.

A review and evaluation of an individual’s qualifications are required before designation of this experience set. AFPC assignment manager, force development manager, or Headquarters Air Force (HAF) career field manager will accomplish review to determine designation of appropriate SEI. Using the applicable activity code and the experience set will form SEI.

8.

Indirect conversion. Action required as follows:

a. Personnel. First AFSC listed under "New AFSC" column is the "preselect AFSC" which will be automatically selected and shown in preconversion listing available to MPSs by 15 December 2009. MPSs, with the help of local functional representatives, will review and evaluate preselect preconversion to determine if duty AFSC (DAFSC) matches manpower position conversion, and if P/2/3 AFSCs are correct according to individual's qualifications. More than one AFSC associated with this conversion may be awarded if individual qualifies based on background and experience. If review and evaluation finds preselect AFSCs are correct, MPSs allow them to stand in MilPDS. If incorrect, MPSs must ensure that indirect conversion actions are appropriately updated post-conversion in MilPDS and source documents provided to the Airman and ARMS for file in his/her ARMS electronic record. For those Airmen not remaining in the preselect AFSC, MPSs must either prepare an AF Form 2096, Classification On-the-Job-Training Action, documenting the correct indirect conversion AFSC information or edit the RIP produced after the conversion. After all conversion actions are completed, MPS must update personnel into a valid MPES position, when available. See AFCSM 36-699, volume 1, Military Personnel Flight (MPF) Management and Military Personnel Data System (MilPDS) User Guidelines, para 5-2.

b. Manpower. With the help of the functional manager, determine unit manpower document (UMD) changes required to effect conversion and implement those changes in the MPES.

Exp Set HC

Collateral Duty Mediator Level I Certification

1. Exp Set HC is established as an authorized identifier in the officer classification structure.
2. Award requires (1) successful completion of formal training course MAFHRMS 126, Basic mediation Course (PDS Code NBI), or a comparable course of instruction consisting of a minimum 30 hours in the classroom that teaches the facilitative model of mediation, (2) experience in a minimum of three co-mediations or mediation mentoring sessions in actual Air Force workplace disputes, each under the guidance of an experienced mediator, who provides feedback, a written evaluation, and recommendation for certification. The evaluating mediator must either be certified under these Guidelines at Level II or higher, or must be waived by SAF/GCD from the certification requirement, (3) recommendation for certification by the installation ADR (alternative dispute resolution) Champion, accompanied by the written evaluations, (4) certification by the Associate General Counsel in charge of the ADR program for workplace disputes in SAF/GCD. There is no minimum grade requirement to be awarded the Exp Set.

Collateral Duty Mediator Level II Certification

Award requires (1) successful completion of all Level I certification requirements, (2) experience in a minimum of 20 career solo mediations, at least 15 of which occurred in Air Force workplace disputes, and at least 8 of which occurred in the two years preceding the application for certification, (3) recommendation for certification by the installation or MAJCOM ADR (alternative dispute resolution) Champion, (4) certification by the Associate General Counsel in charge of the ADR program for workplace disputes in SAF/GCD. There is no minimum grade requirement to be awarded the Exp Set.

Exp Set HE

Collateral Duty Mediator Level III Certification

1. Exp Set HE is established as an authorized identifier in the officer classification structure.
2. Award requires (1) successful completion of all Level I and Level II certification requirements, (2) successful completion of formal training course MAFHRMS 127, Advanced Mediation Course (PDS Code I2H), (3) experience in a minimum of 75 career mediations in which the applicant was the sole or, in the case of co-mediations, the principal or mentoring mediator, with a demonstrated resolution (settlement) rate of 70% or better. At least half of the mediations claimed for this requirement must have been in Air Force workplace disputes. To meet this requirement, the applicant may include non-mediation facilitative ADR (alternative dispute resolution) proceedings in which he or she served as a third party neutral, so long as such proceedings are specifically described and account for no more than one-fourth (25%) of the total career mediations claimed, (4) recommendation for Level III by the installation ADR Champion, with concurrence by the MAJCOM ADR Champion, (5) certification by the Associate General Counsel in charge of the ADR program for workplace disputes in SAF/GCD. There is no minimum grade requirement to be awarded the Exp Set.

Exp Set HF

Collateral Duty Mediator Level IV Certification

1. Exp Set HF is established as an authorized identifier in the officer classification structure.
2. Award requires (1) successful completion of all Level I, Level II and Level III certification requirements, (2) experience in a minimum of 150 career mediations, in which the applicant was the sole or, in the case of co-mediations, the principal or mentoring mediator, with a demonstrated resolution (settlement) rate of 75% or better. At least half of the mediations claimed for this requirement must have been in Air Force workplace disputes. To meet this requirement, the applicant may include non-mediation facilitative ADR proceedings in which he or she served as a third party neutral, so long as such proceedings are specifically described and account for no more than one-fourth (25%) of the total career mediations claimed, (3) recommendation for Level IV by the installation and MAJCOM ADR Champion, (4) certification by the Deputy General Counsel for Dispute Resolution, SAF/GCD.
