2.4.4 Challenges of HSW Management in Lagos
It is essential to note that, as long as Lagos is still evolving best strategies targeted at sustainable waste management, it would certainly be confronted with inevitable challenges. According to the
UN-HABITAT, 2010:11 in Aliu et al, 2014, the most critical part of the solid waste management process is not recycling or resource recovery, as is widely assumed but the collection of municipal waste, mainly because it places a huge demand on city budget. Invariably, it presupposes that once the collection of municipal waste is improperly carried out, a chunk of public funds is wasted. As a matter of fact, most of the problems confronting solid waste management in a number of developing economies has to do with collection and disposal methods (Aliu, et al, 2014). Lagos state, under the previous PSP arrangement had several public criticisms bothering on the inconsistency of collection of household solid waste. For example, a research conducted in the
Ayobo area under Alimosho local government by Opoko & Oluwatayo, 2016 showed that residents who did not pay for service fee demanded by the PSPs operators claimed that the operators were inconsistent in their collection service hence they resorted to using other methods of disposal (such methods could be open burning or patronage of the outlawed cart pushers from field studies conducted. The same study in this neighbourhood further revealed that LAWMA confirmed receipts of over 500 complaints on service delivery inefficiency as well as over 100 20


21 issues of wrong billing and bill reconciliation. Another problem evident in Lagos is the non- separation of household waste from source as noted by Ogundiran & Afolabi, 2008 in
Amasuomo & Baird, 2016 where both industrial and residential household wastes are dumped at the landfill thereby creating problems of toxins in the environment since there is no treatment before final disposal. An issue of concern also noted by the present Cleaner Lagos Initiate management is open burning and open dumping of household waste in public places. While the open burning contributes to depletion of air quality and its concomitant effects, open dumping contributes to blockage of drainages during the rainy season, as well as its attendant foul odour and unsightly look. Unfortunately, these environmentally unfriendly methods of waste disposal have become business as usual in many areas of Lagos (CLI, 2018). The nonavailability of modern solid waste management infrastructure in Lagos is another thing to worry about. Particularly of concern is the fact that, leachate can easily percolate into groundwater sources and streams since the landfills in Lagos are not engineered inline with international best practice (Adewole, 2009 in Amasuomo & Baird, 2016). It is hoped that Visionscape Sanitation Solutions, the new waste management company contracted by the Akinwunmi Ambode administration will live up to the terms of its ten-year contract. Reports from March 2018 confirm that the company has commenced the construction of West Africa’s first engineered sanitary landfill on an hectare
EcoPark in Epe, northwestern part of Lagos (Business Day, 2018; New Telegraph, 2018; Nigerian Tribune, n.d.). This is expected to set the pace for the introduction of the scientific management of solid waste in Lagos landfills.
