Which method to choose
Each of these three methods has its advantages and disadvantages. If a speedy response with tight control of who is surveyed is a priority, then telephone is probably the best method. If the need for confidentiality and impartiality is paramount, then a mail survey is usually the preferred route e.g. where personal details of health or income are concerned. If the survey requires a flexible approach allowing respondents the opportunity to comment in a qualitative, open-ended manner, then the personal interview will be necessary.

The structure of a questionnaire
The construction of a questionnaire in terms of wording and layout will largely determine how useful it is as a guide for decision making. The most common approach to an overall structure is through funnelling. This involves asking the most general questions first and then gradually restricting the focus through more specific questions, leaving the most direct questions until last. This funnel technique is used to reduce bias which could come from asking specific questions upfront. The first consideration in questionnaire design is to define what information is required. The questions asked will flow from this and will be of two basic types.
